OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
in the Matter of Opposing
Senate Bill No. 632. FMOLUTION No. 67,/4.4
WEREAS Senate Bill No. 632, as am-ended in the Senate on April 20, 1967
and amended in the Assembly on June 16, 1967, proposes major revisio€as in the
C'1al.,ifor la Vehicle Codec whereby the legal load limits to be allowed or, State high-
ways (with the exception of Interstate and National Defense highways) and on local
County reads and City streets will be increased; and
WfEEREAS, local agencies (counties and cities) have; not had sufficient
opportunity to review the proposed legislation, which was drastically cally expanded by
amendments,, in order to determine the eCfect on local roads and ^aci.liti.ea; and
li,th'EHNAS it is reasonable to asswrie that increase in weight of axle
loads of vehicles will increase the destructive effect of traffic on highways,
overload bridge and culvert structures designed sander current design standards
(or earlier standards of less capacity); -thus adding to the already seriously
deficient road systems for which repairs and replacement cannot be presently
accomplished because of the problem of highway financing; and
ME > it seas unreasonable to allow greater loads on local roads
'by fiat tmn will be peniitted on the most modern road system, such as the Inter-
tate High-way System
, thus penalizing `vocal agencies by limiti.n -heir powers to
control overweight loads on the local highway system; and
WI R:vAS under present law local governmental agencies mkv by issuance
of permits allow heavier loads on their road system where circumstances of load
wad- roadvay for bridge) construction are appropriate.; thus retaining local control
a ad tabl-shi_ng pertinent conditions so that a, blanket statewide increase in
ellmi-able loads is neither necessary nor desirable;
"' Ba ! ' RESCLVRD that this Beard of Supervisors goes on record
in opposition to Senate Bill No. 632 as amended far the reason that it is untimely,
inequitable, pe=tits loads detrimental to roads arca, structures,; and will, result In
increased cost to local agencies for rexpa-rs, modification, and replacement of roads
and structures neoessary to- al.l.ou,, the heavier loaded vehicles.
