on Construction Work by Contract. RESOLUTION RO. 6 /3
WHEw�'AS the Board, by Resolution dated March 17, Y adopted a policy,
of contracting for construction work whenever it was feasible and practicable, which
policy has been of assistance and support to the local contracting industry, and of
benefit to the taxpayers; and
WHERTEAS county representatives have participated in meetings of the Joint
Committee of the County Supervisors Association of California,, Associated General
Contractors, and Engineering Grading Contractors Association in the xormati.on of
ground rules for county road construction covering recommended policies with respect
to ncontract" and. "day laboel methods of construction and throughthe cooperation of
govern en't and the contracting industry, much having been accomplished to promote
better working relations through understanding of policies and organizational prob-
lems which should result in more economical construction methods;
NOW, THEREFORE, BE IT By THIS BOARD RESOLVED that, because of the interest
of Contra, Costa County in: this field of contractual relations, the Board of Supervisors
reaffirms its policy with respect to contract construction, and its support of the
County Supervisors Association of California, Associated General Contractors,, Engineer-
ing Grading Contractors .Association ground rules, which are summarized as follows:
11 The interests of taxpayers are paramount,, and wherever possible con-
struction by private enterprise should prevail;
2. Construction is defined as that work which would apply- to (1) any
new road bed either by addition to existing systems or relocation
or change of grade of existing highways; (2) re-surfacing of exist-
ing roadways with more than a 1-1/20 blanket; (3) new structures or
replacement of existing structures except the replacement of drainage
pipe;
3. Maintenance is defined as (1) the re-working of an existing surface
Sy-th.e app i ation of up to and including a. 1-1./2" blanket; (2) the
installation or replacement of signs„ signals„ safety devices, guard
rails„ seal, coats and culverts; in general terms, maintenance means
the keeping of a. road facility in a safe and useable condition to
which it has been previously constructed or improved;
4. Construction, as defined above, shall be performed by the Contract
Method providing for plans and specifications to be prepared "fur-
ni.shed by a public agency; and
It is recognized that there are possibly two aspects to construction
which we must consider as possible exceptions: (l) a project in
which, after investigation by the local agency, competition is found
to be lacking; (2) special circumstances or conditions which would
not be conducive to the contract method;
5. Maintenance as defined above may be performed by B Labor which is
a procedure whereby a public agency itself` may unTerrta7ke a project
with its regular road department forces;

6. The policy of the Board of Supervisors to contract for construction
work whenever it is feasible and practicable to do so is reaffirmed
(this Board not desiring to compete with contractors in their general
bidding) except when an emergency arises which makes it difficult for
the Board to wait for the length of time required to call for bids.,
or if the job to be dote on county roads is too small to warrant the
calling of bids, then the Board shall authorize the work to be done
by day labor, or by force account (hiring of men and/or equipment)$
and purchase of materials,
PASSED AND ADOPTED this 9th day of May, 1967 by the following vote of the
Board:

Thomas John Coll, Edmund A. Linscheid.
