HomeMy WebLinkAboutRESOLUTIONS - 01011967 - 67-314 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Proposed ) Projects by California Marine } Affairs Conference for the RESOLUTION No. 67/314 Development of waterways and ) Harbors. 3H,ERFAS California's offshore foreign trade last year exceeded 4h billion dollars and as this state continues to be the nation's ;major exporting state; and its waterboarn trade now accounts for almost two-thirds of the pacific Coast total (not inclusive of the substantial domestic traffic-handled cargoes to and from Hawaii,, Alaska, the east and Gulf coasts ); and MIEREAS markets for the State's farm and field crops and expanding industrial capacity are vital to prosperity and waterborn shipments are the most economical, and also vital are low cast imported materials to meet the needs of factory and farm; and WHEREAS as a logistics base, California is 'again the key to the Pacific, with military volume exceeded by only the three busiest months of World War 11; and �oWEREAS access to improved harbors and channels play a key role in decisions to locate or expand industrial ',facilities; and WHEREAS California's seacoast - the nation's largest, remains relatively undeveloped in small harbors to accomodate its major fleet and 'burgeoning recreational use of boating,.' makes operating 'bases and harbors vital to both, and must be largely man-made; and WHEREAS imaginative planning and excellent engineering are necessary to match these demands„ coupled with orderly and efficient construction and maintenance programs, for existing and future harbor and channel projects; and "MEREAS under the direction of the Congress;, the Corps of :Engineers has for a century played, the major role in assuring paramount ,Federal responsibility for the state's navigational development; and WHEREAS it is essential that these programs continue to receive the necessary funding and priorities to keep pace with California's unmatched growth; and 'H' AS the California Marine Affairs Conference on behalf of all ports and harbors,, recommends maximum appropriation for the Fiscal Year 1968 to meet these needs. NOW4 THEREFORE, BE IT BY THIS BOARD RESOLVED that the Conference's program on behalf of all ports and harbors recommend- ing maximum appropriations for the Fiscal Year 1968 is hereby endorsed and supported. BE IT FURTHER RESOLD that copies of this resolution be forwarded to the Honorable Jerome R. Waldie, Congressman, and to the Honorable Thomas H. Kuchel and George Murphy United States Senators. PASS?
