WRENS over the years the Federal, State and County governmental units have achieved better service to their constitu- ents by sharing the cost through partnership programs; and WHEREAS the integrity of this relationship can, only be maintained by the respective partners adherence to the content and letter of such programs; and "WHEREAS the Senate now has under consideration AB 583, a bill which would shift the burden of the State Medical Program by requiring counties to pay 50% of all ether cast increases in such program due to inflation, the extension of services., or the improve- ment of Medical Care Standards which under AB 5 of 1965 were to be borne by the State under the County caption; and WHEREAS the Option Amendment to the original medical bill was inserted after many meetings and discussionswith the counties in order to insure them that no undue burden would be shifted to the real property tax payer; and WHEREAS in reliance upon the foregoing Contra Costa . County Supervisors supported the medical legislation;', OIvr, THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS l.. That we wholeheartedly support the position of the County Supervisors .Association of the State of California in that no adjustments 'should be made in the medical legislation which would have the effect of shifting any portion of the cost of the program to the Counties other than those that exist in AB 5. 2. That any amendment to the prior bill ;which would have the above effect will be considered a Breach of Faith, by the Board of Supervisors of the County of Contra Costa. 3. That such amendment, if passed, could well have a deleterious effect on the welfare of the people of this county in that all future partnership programs will be looked upon by the Board with distrust.
