County Option Plan RESOLUTION NO. 67/305
Under fedi-Cal Program. }
?WHEREAS the Board of Supervisors of the County of
Contra. Costa' California., has been advised that the Finance
Committee, State Senate; California State Legislature* contem-
plates the amendment sof Assembly Bill 583 to alter this bill
from a technical finance measure to a repeal of the county option
guarantees under Section 14150.1 of the California State welfare
and Institutions Cadet and
WHEREAS the counties of California supported the
Medi-Cal Program. when Assembly Bill 5 was enacted into law in
1965 with the understanding that the optional financing plan
could be adopted at the discretion of county boards of supervi-
sors; and
WHEREAS the proposed amendment of Assembly ',Bill 583
would disregard commitments made to counties and shift an
additional burden upon property taxpayers already supporting
the cost of local government to a very substantial degrees and
WHEREAS the proposed amendment of Assembly Bill 583
would be a violation of a, state-county partnership program
agreements
NOrK, THEREFORE, BE IT BY THIS BOARD RESOLVED that
the County Administrator is directed to send a telegram to the
Honorable George Miller, Jr.. , State Senator, (with copies to
Assemblymen John T. Knorr and James W. Dent) urging that the
option financing plan under the Medi--Cal Program be heft
unaltered in line with firm guarantees and commitments made
between the state and the county when the Medi-Cal Program
was established by laws and

BB IT FORTH R RESOLVED that Chairman S. A. Linscheid
is directed to contact Senator George Miller$ Jr. personally
and urge him, to take action so that county-state agreements with
respect to the optional plan are preserved as originally decided
upon.
