in the Matter of Endorsing
Application by the City of
Richmond to Department of
Housing and Urban Develop-
ment for Planning Funds
Under the Demonstration RESOLUTION YUNIBER 67/295
Cities Program.
`W*_ REAS th-e City of Richmond is applying for planning
funds from the Department of Housing and Urban Development under
the Demonstration Cities ?rogram for a comprehensive program of
social and physical improvement in the western strip of Richmond$
selected as a "model neighborhood area"; and
WHEREAS Contra Costa County through the Office Of thO
County Administrator and the offices of departments involved has
cooperated and assisted in the city's preparation of this
app1ication; and
WHEREAS several of the major program components, sucift
as health, social services, probation, etc. 0 were provided by the
co.%,,;nty- governmant to all residents of this area; and
WHEREAS part of the area within the selected model
neighborhood area is that portion of North Richmond in the
unincorporated part of the county ; and
WHEREAS a major concern of this demonstration program
is the development of new ways for cities and counties to deal
-.Ointly witt the provision of urban services in unincorporated,
but urbanized areas adjacent to cities;
THEREFORE, BE K RESOLVED that the Board of Supervisors
approves in principle the use of a comprehonsive approach to
waiving area pr5%lcT5ant proposed in the Demonstration Cities
Program and, more specificallyo investigation regarding provision
of improved police, fire, public works, library services, etc. $
to North Richmond as a major factor in this comprehensive approach,
and endorsesthe application by the City of Richmond for selection
as a "demonstration city" and funds to develop during the next year
a specific demonstration program; and
BE 1T FURTHER RESOLVED that the Board approves the
continued cooperation Of the county government with the CKY Of
Richmond and other agencies in the planning of a program of social,
physicals and economic improvement for the model neighborhood area
and pledges that if Richmondts application for planning funds is
approved that the County Board of Supervisors will contract it l
the City Council for the allocation of ?1 ,000 worth of present
staff services over the period of one year to the planning program
with a detailed allocation of work to be determined through agree-
ment between the Demonstration Cities Agency Program Directors the
