HomeMy WebLinkAboutRESOLUTIONS - 01011967 - 1967-176 IN., THE Wj0 .RD O SUP ,HVISORS OF CONTRA COSTA COUPTY, STATE OF CALIFORNIA' In the Latter of Establishing } Procedures for the Review of } HESOLUT I OP Yo. 67/176 County Compensation for the } Fiscal Year 1967-1968. } } V-iEREAS the Board of Supervisors on April 12, 1960 adapted an employee compensation policy; and ti Ei3&, S on December 27, 1966 the 3oard of Supervisors adopted an amendment to Ordinance Cade Section 2414 (w) to provide for recom- mendation of rates of pay by the Civil. Service Commission for each classification of position pursuant to procedures established by the Board of Supervisors; and WHEREAS it is desirable that procedures to be utilized in connection with the salary review for the fiscal year 1967-1968 be specified for the information of all parties concerned; NOWT, THERLFO-HE, BE IT BY THE BOARD RESOLVED that the plan for review of county compensation for the fiscal. year 1967-»1968 shall, be as follours : 1. .bequests for salary adjustments, or improve- ments in fringe benefits, shall be submitted in writing to the Board of Supervisors and referred to the Civil Service Commission and to the County Administrator. 2. The Civil Service Office shall study and review salary adjustment requests in relation to the county compensation policy, and the Office of the County Administrator shall analyze the financial and organizational' Impacts of salary proposals. 3. The Civil. Service; Office shall prepare and distribute a, report of comparative wage levels (prevailing rates for bench mark classifications) for the information of the Board of Supervisors,, Civil Service Commission, department heads, employee unions, and other interested parties. 4. The Civil Service Office shall analyze and discuss internal departmental salary relation- ships with appointing authorities for review and consideration by the Civil Service Com- mission. RESOLUTION No. 67/1.76 The Civil Service Commission shall .hear requests of department heads, unions, and others, and the Commission with the advice and assistance of the Civil Service Office staff shall formulate and issue a report' showing its salary recommendations for the fiscal. year 1.967--1968, said report to contain explanatory data on findings concerning any general wage adjustment proposal and spe- cific supporting, statements for other salary recommendat ions. 6. The report of the Civil Service Commission shall be transmitted to the Board of Super- visors and referred to the County Adminis- trator mini - trator for reports on matters such as organi- zation and budget impact, 7. The Board of Supervisors shall render its d.ecisi.on on county compensation matters for the fiscal year 196' -1968 after public hearings on the recommendations of the Civil Service Commission and County Adminis- trator; dminis- trator; and BE IT BY THE BOARD FURTHER RESOLVED that the county oompen- sation policy, as indicated by order of the Board of Supervisors dated. April 12, 1960, is reaffirmed; and BE IT BY HE BOARD FURTHER RESOLVED that the Office of the County Administrator shall review and make recommendations on rates of pay for exempt, elective, and executive positions ; and BE 11' BY THE BOARD a<<s{JETBEB RESOLVED that the County Adminis- trator shall prepare a time schedule for review of salary matters so that, if passible, consideration may be given to employee compensation and fringe benefits in time such that all required decisions of the Beard may be made prior to July 1, 1967.
