CODE ENFOR CEMENT
WHEREAS the Board of Supervisors of Contra Costa
County this day called .for a Special Bond Election. within.
Contra Costa County Sanitatioyn. District No. 15, the general
object and purpose for which it is proposed being to incur a
bonded indebtedness to meet the cost of construction of a
sewerage service system for a `'Service area'' comprising Bethel
Island, the Sandmoun.d and Dutch Slough areas, Holland Tract,
and Veale Tract; and
'WHEREAS certain property owners and taxpayers of said
service area, during a public meeting held. on 'Friday, September 1,
1967, expressed concern over the fact that connection to the
eventually constructed sewerage service system may possibly
entail required "upgrading" in accordance with the County's
Building Code of connected development, residential, commercial,
and other; and
WHEREAS this Board, while recognizing ing that connection
of a faulty plumbing system to a public sewage collection system
may reveal a hazard to the ,general health., we7fare, and safety
of the occupants of the connected development, does not wish
to place an undue burden upon the property owners and taxpayers
of said service area by virtue of connection to the proposed.
system;
NOW, THEREFORE, BE IT RESOLVED that the policy of
this Board with respect to the "upgrading" to the County's
Building Cade standards resulting from the proposed connection
of development to the eventually constructed sewerage service
system in Contra Costa County Sanitation District No. V: shall
dictate that such ' upgrading" shall be limited to only.
. Those situations where a clear and present
danger to the general al .health., welfare and
safety of the occupants of a connected
development exists, and
2. "Plumbing systems".

PASSED AND ADOPTED on September 12, 1967, by the
following vote of the Board.
AYES: Supervisors James P. Kenny, Alfred. M. Dias,
Thomas John Coll, Edmund A. Linscheid.
NOES: None.
ABSENT: Supervisor James E. Moriarty.
