Mud and debris from adjacent banks or landscaped areas is
_frequently deposited on sidewalks as a result of erosion or
slides or from excavations or other activities of adjacent
property owners
The encroachment of i`?;,:.d and debris on the sidewalks creates
hazards to pedestrian traffic.

Chapter 22, Article e 2) requires that the owners of frC:l.v;._ng

the street line and adjacent property line "in such condition
