CONTRA COSTA COUNTY, ESTABLISHIItG A BUILDING INSPECTION DEPART- MENT , PROVIDING FOR THE APPOINT11,Mi T OF COUNTY BUILDING INSPECTOR; PROVIDING FOR THE I3 NUANCE OF P DRi AITS AND COLLECTION OF FEES THEREFOR; PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ORDINANCES IN CONFLICT HEREo=ITR,T' PROVIDING OR A CHI AIjdGE IN THE FES; _SCHEDULE OF THE PLUMBING CODE AND THE INSPECTION BY SANITARY DISTRICTS OF HOUSE; SEWERS AND PRIVATE SEWAGE DIS USAL SY'STI+91S. The Board of Supervisors of the County of Contra Costa, State of California, does ordain as follows : SECTION I : Section IV, Subsection B, of Ordinance No. 385 is hereby mended by the addition of a subparagraph (2) to immediately follow Subparagraph (1) thereof as follows: (2) The schedule of ,fees in Section 305 of the Uniform Plumbing Code is hereby changed as .follows: The fee for the in- spection of each house sewer or private sewage disposal system shall be Two Dollars ( 2«00) , except that no fee shall be charged for the inspection of a house sewer or private sewage disposal sys- tem for any house where a sanitary district organized and existing by 'virtue of the laws of the State of California is authorized to make and does male an inspection of such house surer or private sewage disposal system. SECTION II: Section IV, Subsection B, of Ordinance No. 385 is hereby amended by the addition of a subparagraph (3 ) to immediately follow Subparagraphs ( ) and (2') thereof as follows: �1.. (3) Wherever a sanitary district organized and existing by virtue of the laws of the State of California is authorised to make and does mane inspection of house sewers and private sewage disposal systems, the inspection by the County Building Inspector shall extend to and include the house drain which extends two feet (21 ) outside the foundation line of the house. SBCTION III : Section STT, Subsection B, of Ordinance No. 385 is hereby amended by the addition of a subparagraph (4) to immediately follow Subparagraphs (1) , (2) and (3) thereof as follows: (4) The County Building Inspector shall not issue any building permit for any house or structure within any sanitary dis- trict as heret ofor referred to in Subparagraph (3) hereof, until such applicant shall furnish to the County Building Inspector evi- dence of approval by the said sanitary district of sewage disposal plans. SECTIO IV: This Ordinance shall take effect and be in force on the 1�s .`day cif v u a ,t� i949, It shall be published once in the , 'a newspaper of general circulation, printed and published in the County of Contra Costa at least once before the expiration of fifteen (15 ) days from the date hereof. This Ordinance is hereby declared to be an emergency measure. The conditions of the emergency are this: That the Central Contra Costa Sanitary District, covering a large portion of the un- incorporated territory of Contra Costa County, is about to and will on the Tit'day of` "Aiigdst,; 1949, undertake the inspection and control of all sewage disposal within its tjerritory. It would be unreasonable and unfair for builders of houses or structures within this territory to be required to have dual inspection of sanitary facilitie and sewage disposal plants.
