AN ORDINANCE CREATING THE POSITION GE COMITY
HOSPITAL DIRECTOR OF CONTRA COSTA COUNTY AND
PROVIDING THE C9,.V1PENSATION THEREFOR AND
PROVIDING THE COMPENSATION FOR. PHYSICIAN'S
AND SURGEONS IN THE COUNTY U PLOY.
The Board of Supervisors of the County of Contra
Costa, State of California, do ordain as follows.
SECTIG14 I: The position of County Hospital Director
of Contra Costa County to superintend and manage all medical
aspects of the Contra Costa County Hospital, including the
medical and nursing staffs, is hereby created at the compensa-
tion and on the same schedule heretofore provided for the County
Hospital Director under Sections 5 and 6 of Ordinance No. 491
r'An Ordinance Regulating Compensation of Officers and Employees
of the County of Contra Costa"i said position of County Hospital
Director is to be created as of July 1, 1949.
SECTION II: All physicians and surgeons serving the
County at the County Hospitall under the supervision of the
County Hospital Director of Contra Costa County shall receive
the same compensation and on the same schedule as heretofore
provided for said physicians and surgeons under Sections 5 and 6
of Ordinance No. 491: tfAn Ordinance Regulating the Compensation
of officers and Employees of the County of Contra Costa."
SECTION III. This ordinance is hereby declared to be
an urgency measure necessary for the immediate preservation of
public peace, health and safety within the meaning of Section l
of Article IV of the Constitution and shall therefore go into
immediate effect.
The statement of the .facts constituting such necessity
and urgency is as follows: "The Board of Supervisors did by
ordinance on December 6, 1948, take the position of Medical
Director of the County Hospital, and all physicians and surgeons

serving thereunder, Out Of Civil Service; that the position
of Acting Medical Director under Civil Service has been super-
vising said hospital, that, pending the final decision of the
Court on litigation as to the validity of the Board's action
in excluding the position of Medica? Director of 'the County
Hospital, the acting Medical Director under Civil Service has
been functioning; on the 22nd day of June, 1949, the Court
rendered its Opinion upholding the Boardts action in excluding
the Medical Director and all physicians and surgeons at the
Count; Hospital. from Civil Service. It therefore becomes an
immediate necessityto establish a

Director outside of Civil Service for the continued operation
of the hospital and its staff.
Before the expiration of fifteen (15) days after the
passage of this ordinance, the same shall be published with the
names of the members voting for and against the same in ItContra
Costa Gazetteer, a newspaper printed and published in the County
of Contra Costa, State of California.
Passed and adopted by the Board of Supervisors of the
County of Contra Costa, State of California, on the 27th day of
June, 1949, by the following vote of said Board of Supervisors:
