OLI14E STORAGE TANKS, AND REGU- LATING SALE AND UBF OF~ DRY CLEANING L1 JIDS. SECTION I. It shall be unlawful for any, person, firm, copartn.ershlp, association, or corporation to throw, place , (except in the course o ` burning pursuant to a permit granted by the Chief of the Fire Department of the Orinda-County Fire Protection District or permit to stand on any land within the said District any rubbish, tree cuttings or other inflammable materiel. SECTION II. It shall be unlawful for any person, firm, copartners; ass a ation or corporation to build, light, 'maintain' or cause ior 'permit to be built, lighted or maintained, any open:: or outdoor fire within the said 'district' without 'first obtaining a written permit therefor From the 'Chiu of the Fire' Department of the said District, or without complying with the instructions contained in said permit. The said permit shall be issued by said Chiefupon request therefor whenever he determines that open or outdoor burning can be accomplished at the location requested by the person, firm, copartnership, association, or corporation making said request 'with- out creating a fire menace to the community embraced in the said District and/or adjoining areas. Said permit 'shall specify the person, firm, copartnership, association, or corporation to whom it is issued., shall' set'' forth the expiration date of said permit which shall net extend beyond the next 'ensuing first day of April following the date of 'the 'request, shall be revocable by said Chief whenever he determines that the person, firm., copartnership, association or corporation has failed to comply with' the instructions contained in said permit, and shall set forth the following instructions 111. Do not build, light or maintain ' ars open or outdoor fire except in a barbecue, pit or an incinerator approved in writing by the Chief of the Orinda Fire Department, located in an, area approved by said Chief; provided, however,, that you may build, light or main- tain an open or outdoor fire in other places P. Receptacles containing flam- mable finishes shall be kept tightly covered.'' 6. Containers. (a) All containers of .flammable fin- ishes ,shall beof metal suitably constructed to prevent Leakage; . .C. :containers shall be acceptable for storage. (b) Containers used as a part of the spraying outfit shall be of metal, except that glass containers not exceeding one pint capacity, also containers with glass inner linings of not more than one gallon capacity (protected with ''a .metal holder or guard permanently fixed around the container) may be used. 7. Ventilation. a) Unless suitable vent ilated.:.spra.y booths are, used for all. 'finishing operations, finishing rooms shall be continuously' ventilated during operation. Ventilation 'shall be such as to effect at least one complete change of ' air 'every three minutes. (b) Exhaust outlets in finishing rooms shall be located not over five feet above the floor and shall discharge directly outside of the ':.building. Stacks and ducts shall be of substantial' construc- tion with joints riveted and soldered or otherwise made tight. They shall extend as directly as possible to the outside air and preferably not through;, other rooms, and be so arranged that the discharge ' of vapor and residue or fire therefrom will not endanger property. (b) Floors of finishing snaps, drain boards and the interior of spray booths shall be, thoroughly cleaned at lest once a day and all fans, ducts, side galls and ceilings kept as clean as may be practicable at all times'. In cleaning, care shall be taken to `u e implements which will not create 'sparks. herever practicable surfaces to be cleaned shall be sprayed or otherwise wet down with water before cleaning. Sweepings or deposits from spray booths or rooms, ducts or stacks small be immediately removed from the build-' in`:, and safely disposed of. (c) Metal waste cans with self-closing covers shall be provided for all .waste and rags ienich ':have core in contact with paints, .'var niches, ' and ether finishing compounds. 4. l©. OPEN FL.41 AND FFEATING. leo open flame shall be permitted in storage or mixing rooms, storage cabinets,s, finish- ing rooms, or spray booths. For heating' purposes indirect systems only, such as steam, hot air or =hot 'water, shall be used. 11. Grounding. All metal, spray booths, dip tanks, bake ovens, mixers, filters, pumps, motors and shafting shall be elec- trically grounded in an effective manner. 12. FIRE E TINGUIShI CI E IPIVIENT. The 'Chief of the 'said Fire Department shall require t e in'sta. lation of portable fire ex- tinguishers or ;.other fire extinguishing appliances as he may deem necessary in finishing rooms, ornear storage cabinets and spray booths. 13 , SNI . Smoking shall be prohibited in any room used for the storage of flammable finishes and in any finishing room. Suitable "NO SPIO ING11 signs shall' be prominently displayed.' 1. . SPRAYING. (a) All spraying shall be performed in a 'spray room or spra�ooth as specified below or its equivalent. (b) if spraying is performed in a room not provided with spray booths as herein provided, such spray room. shall 1be separated from the remainder of the building by partitions of fire-resistive con-'' struct .on equivalent to incombustible wallboard on wooden studding, cement or gypsum plaster on metal lath on wooden studding or wooden. studding covered on both sides with sheet iron. Doors in openings in spray room partitions shall be equal in fire resistance to the partitions and shall be of the self-closing type or so installed as to close automatically in case of fire. (c ) Spray booths shall be provided with exhaust systems of sufficient capacity to adequately remove vapors or residues. Supply of air entering the room where the spray booths are located shall be substantially equivalent to the exhaust capacity provided. Each spray "booth shall have an independent stack or vent, except that not more than three booths each with less than six square feet frontal' area may connect to' one'' stack. They shall be properly supported and shall have at least a 6-inch clearance where passing through wooden floors, roofs, partitions or in ''close proximity to them or other combustible material. (d) Ventilating fans in spray rooms and booths shall be kept' in continuous operation while spraying is being carried on and shall not be stopped until all flammable vapors have been removed. (,e) Pails or receptacles shall not' exceed. 10 gallons capacity for gravity feed to spray guns and shall.'-be kept covered with Might fitting non-combustible' covers. Only Faire cables or these containing stranded ware cores shall be used to sustain 'gravity-feed pails. Pails or receptacles containing flammable finishes shall be returned to the storage cabinet or storage room at the close of each day. (f) No portable la ops shall be used inside ide spray room.: or booths'. Lamps shall be prohibited inside spray booths and ducts and in any location where there is passibility of the spray coming into direct contact with the lamp or fixture. Electric motors shall not be placed inside booths ' or ducts. (g) rotor vehicles shall not be moved by their own power while in the finishing roam. Electric storage' batteries shall be removed. 5. 15. DiP, _Tanks- 1Dip tanks having an area in excess of ten square feet s ha , e provided with approved covers arranged to close automAtic .11y 'in case of fire and also arranged so that they can be closedmanually. Smaller dip tanks shall be provided' with suitable covers or with asbestos blankets which 'can be placed over the tares. If ''dip tanks are protected by an approved' automatic fire' extinguishing system' employing a fire retardant chemical or gas or water spray the covers specified above may be omitted. lo. da anning and Enameling. Japanning and enameling drying ovens shalt not beplaced in contest with ood floors or other combustible material. Heating of ovens shall be done by steam coils, indirect hot air circulation through wren to outside indirect hot oil circulating pipes, indirect gas burners or elec-- tricity . Open flames or fires shall not be in communication with the compartments where goods are being treated. l?. It shall be 'unla 'ful' for the occupant' of finish- ing shop to carry on his operations in violation of any of the above provisions or to permit a violation of the above provisions; and it shall be unlawful for the owner of the premises on, which a finishing 'shop, is located to permit' a violation of the above 'pro- visions. SECTION 111. SALE AND USE OF DRY GUANI I UID . 1. DEFINITIONS. (a) Dry cleaning liquids' are defined as any liquids, other than grater, used for the removal of dirt, grease, paint or other stains from wearing apparel, textiles, fabrics, furs, rugs and similar articles, b Dry cleaning liquids shall be divided into three classes {l} High hazard dry ':cleani.ngliquids: Flammable liquid's having a flash point below 100 degrees Fahrenheit. Typical of this class are gasoline, benzene: and naphtha' (2) Low hazard dry cleaning l.ioluids - Flammable liquids having a flash point of 100 degrees Fahrenheit or higher. Typical of this class are 'stoddart solvent and various petro- leum products' classed as to .fire. hazard with kerosene, paraffin coil, or between paraffin oil and kerosene. (3) Nonflammable dr; cleaning liquids: Liquids which are strictly nonflammable or are classed as nonflammable at ordinary temperatures. 'typical of this class are carbon tetrachloride and trichlorethylene. (c) dry cleaning shall include immersion or agitation in dry cleaning 1 iquids, also brushing or scouring with such liquids and the process of dyeing in a 'soluti.on' of dye colors in such liquids'. (d) Spotting is the local application of dry cleaning liquid, to spots of dirt, grease, paints or stains, on wearing ap- parel, textiles, fabrics, furs, rugs and similar articles. . dry cleaning' operations employing only nonflammable dry cleaning liquids shall be subject to the requirement for permits in subdivision 4(a) of this section, but shall be exempt from all other provisions of this part. 6. F Y ALE OF HIGH HAZARD RD €.)RY GLEANINQ LI.bl;lS RESTRICTED. (a) The saleof any :high hazard dry cleaning liquid in other than.; sealed containers of not more than 16 fluid ounces ''ca- pacity' without a permit therefor from the Chief of said Fire Department is prohibited. (b) The sale for dry cleaning purposes of high; hazard dry cleaning liquid in quantities exceeding 16 fluid ounces, to other than those holding a perm t from said Chief for dry, cleaning', is prohibited; provided that this does not prohibit the sole to Jobbers and others ::licensed to sell and distribute such. liquids. .. DRY. CUANING P An . (a) o person shall perform any dry cleaning whether of a commercial or Iprivate nature, using mare than one quart of high hazard dry cleaning liquid or more than one gallon of low heard dry' cleaning liquid or nonflammable dry cleaning liquid, without a permit therefor, issued by said Chief. (b) No permit shall be granted by said Chief for any dry cleaning.operation employing high hazard or low hazard dry cleaning li uids except' in a plant conforming to the requirements hereinafter given in this section. 5. POTT -G.' High hazard dry' cleaning liquids' shall not be used for spatting unless kept in and applied from approved safety' cans (safety cans approved by said Chief ) In any room not conforming' to the provisions of this section .for dry cleaning with highs h .zard dry cleaning liquids the use of high hazard dry cleaning liquids for spotting shall be limited to one quart. o. BUILDINGS' INWHICH DRY CLEANING, IS DONS IVINHIGTH HAZARD DRY CLF, O (a) Dry cleaning with high hazard dry cleaning liquids (for which a permit is required as aforesaid) shall not be dobe in buildings closer than ten feet to the line o l adjoining property, except that wails of the dry cleaning building which are of brick not less than 12 inches thick or equivalent and without openings may be located on the property line, but in no case shall more than two slides have blank walls, and shall not be done in ''buildings not complying with the 'following: (1) Height of said buildings shall., be not over one story, without attic, concealed roof space, basement or pats. (2) Falls shall, be of ' standard' brie or equivalent con- struction. Wall .finish shall be either plain or plastered without furring. 'Division walls between this and other build- ings shall be blank. Wired glass for windows shall be in sash so hung that they will readily 'swing out in case of an explosion.' .such sash shall not be secured Glass area in walls' shall be so located as ,;to vent the force of any explosion in the direction or directions of least' exposure. (3) Two exits shall be provided remote from each other and leading directly to the outside of the building.' Doors shall' be fire 'doors approved by said Chief. (4) Floors shall not be below grade and shall. be ,free from pits, wells and packets. The wearing surface shall be of incombustible material. (5) roofs shall be flab, of fireproof construction. if, due to local conditions, it is desirable to vent ;possible explosions upward the roof shall be of lightconstruction of incombustible material.' Skylights shall be provided. They shall be constructed of metal frame and (sash' and be provided with wired' glass. Except as pro- vided in subdivision (a) (31) of' this subdivision 7, such dry cleaning operations shall not be carried on in a' building with other ''occupancy unless 'separated therefrom by partitions having a fire resistance rating of not less than one hour without openings, and by ceilings of not less than 3jj inch gypsum plaster on metal lath or its equivalent. (2) Rooms' used as 'above shall not have floors below ,grade or with pits, wells or 'pockets; the floors thereof shall be of noncombustible.' construction l or covered with noncombustible material. Such rooms shall not be located above another 'story other than a basement, if over a basement the floor shall be tight against passage of liquids or vapors to the basement. {3 Where; all drying is done in drying tumblers approved by Underwriters' Laboratories, Inc. , or where washing and dry- ing are accomplished in a closed system approved by Underwriters' Laboratories, Inc:, the partitions separating such dry cleaning plant from other occupancies may have door openings therein if protected by approved self-closing fire doors, and where a hazard' is not thereby) created the Chief ofsaidFire Department may per- mit the omission of such partitions if automatic sprinkler pro- tection is provided. . DRYING ROOTWIS. 'unless a permit is not required as afore- said, then: Rooms in ,which articles are hung up to dry after= clean.in shall be separated from, dry cleaning, rooms by partitions having a fire resistance rating of not less than two hours if high hazard dry cleaning liquids are used, and not less than one hour if low hazard dry cleaning liquids are used, unless a permit is not required as aforesaid, and such rooms are hereinafter called drying rooms. The entrances to drying; rooms shall be provided with self-closing fire doers approved by said Chief, ventilation of drying rooms shall con- form to the requirements for ventilation of dry cleaning rooms and the provisions for fire'' extinguishing equipment shall be complied Frith, and if the drying room is in a separate building, it shall con- form in construction and equipment to all requirements for dry clean- ing and buildings, provided that these provisons only apply in cases where a permit is required as aforesaid. (,d) All piping shall be tested to a pressure of at least fifty pounds and proven tight and otherwise protectedagainst echanical injury. 1:4. : ASSHINMACH'INES . Unless a permit' is not required as aforesaid, washing machines in dry cleaning roams shalt conform' to the following re€ uire en s ('a) Each washing machine shall be provided. with an over- flow pipe one size larger than the size of the supply' line to the machine. Such overflow pipe shall be connected to the shell of the crasher so that the top of the overflow is below the boWm of the bearings; it shall' be without shut-gaff valves,. and shall be arranged to discharge to suitable tank. Bbl Washing machines shall be provided with liquid-tight doors of the outside case hinge type, arranged to be self-closing or to close automatically in case of fire. (c) Individual button and. Lint -traps shall be provided for each washer' and a raster strainer shall be installed in -tie main. waste 'line. 15. GLARIFYIIG %UTF TM., Un:iless 'a permit is not re- quired, as aforesaid, clarifiers stills, condensers and treating tams dor dry c can ng � per .tions shill be of a -type which will not expose the liquid during any part of the 'process of reclar ation; steam or hot grater only ,shah be' used for heating' of such equipment; said stills and condensers shall be liquid and gas tight and provided with safety valves discharging to the outside air; and each still and ether container for high hazard dry cleaning liquid shall be provided with an automatic heat 'actuated emergency drain connection of ample capacity to discharge entire contents to underground 'storage tanks .within a period of five minutes. 16. 'DRYING TUPMLEMS. AND CABINETS. finless a permit is not required as aforesaid, ten:I a) Drying tumblers and cabinets for dry cleaning opera- tions shall be 'vapor-tight and, unless a type approved by ;Und rwriterst Laboratories, Inc . ,; shall be provided with self-closing explosion hatches having ;,an area equal to at least ten ;per 'cent of the total area of the cylinders, excluding the ends, and hatches -therefor shall be' arranged to 'open away from the operator; b) Said drying tumblers shall be provided with a steam jet, for steaming during the drying process-, and c) Said drying tumblers and cabinets shall be ventilated to the outside 'air by means of properly constructed pipes and ducts connected to an exhaust 'fan of sufficient capacity to remove all duet, vapors or fibres generated by the process, such discharge pipes shall be carried to a height of not less than six feet above the roof, such diechar e pipes shall not terminate within ten feet me .sured h€�rizontally from any decor, ' Window or frame mall or any adjoining or adjacent building- andthe fan shall be properly housed and kept in bperation hile the drying tumbler' is in use:. 10. 174 EXTRACTORS. Unless a permit is not required as afcsresaid, theme f� wing ruireens applyto extractor equipment used in dry cleaning operations: (a) extractor'' baskets shall have a rim of non-ferrous petal and shall be well balanced. b) Extractors shall be provided Frith a cover of non- ferrous metal or brass screen held in a substantial frame. ( c) Extractors shall be provided with a drain pipe not less than li inches in diameter connected direct to storage tares or to the crasher through an approved' extractor pump with connec- tions fitted with proper gate valves (d) Brakes, if used, shall be so designed as to prevent the striking of sparks or developing excessive heat. 18. OURI iG BRUSHING AIND. Si Ri BBI G. unless a permit isnot required' as aforesaid, ten the following requirements apply to the scouring, brushing and scrubbing portions of dry cleaning operations and the equipment used therefore ('a) All scouring, and brushing and scrubbing operations shall be carried on in the dry cleaning room or in a separate ' room conforming. to all the requirements for dry cleaning rooms'. (b) Scouring and brushing tables shall have: a liquid- tight tap with a curb on all sides not less than one inch high. The top of the table shall be so pitched as to ensure thdraugh draining, to a 1 -inch drain connection with liquid seal trap direct to' a storage tank. Metal taps where used shall be liquid-tight, and permanently and effectively grounded. The table shall be secured to the flour or 'wall. (c) Scouring and brushing tablas and scrubbing tubs shall be so located as to ensure thorough and effective' disposal of vapors through the ventilating 'system. (d) Scrubbing tubs shall be secured to the floor and shall be provided with permanent l -inch trapped drains to storage tanks; the total amount of solvent used in such open containers shall' not exceed ''three gallons. 1'9. FIRE. EXT10GUMaRING. IRMT. Unless a permit is not reuireid as aforesaid, ten the following equipment must be provided for dry cleaning rooms: (a) Extinguishing devices, approved by said Chief, and of a type suitable for use on oil fires shall be provided.' These may be hand extinguishers and, if necessary, wheeled extinguishers depending, upon the size of the plant. :-n no ease shall there be less than one foam type extinguisher of the 2J.-gallon size at each entrance. (b) Where high hazard dry cleaning liquid is used each dry cleaning room, and where either high hazard or lows hazard dry cleaning liquid is used, each drying roam and each washing machine and drying tumbler or cabinet shall be equipped with an approved ex- tinguishing., systems. employing a fire retarding Ichemical or 'gas or steam. Supply pipes shall be of sufficient capacity to completely '' 1 .. fill the room or space in less than ane minute. Suitable operating valves shall be located :outside the protected. roo .
