The Beard of Super- 18 visors shall budget and appropriate such county 'funds to the 19 Building Inspection Department as it may deem necessary for the 20 "' operation of the department 21 `} SECTION II COUNTY BUILDING INSMOTOR. 22 (1) There is hereby established the office of the County 8i 23 Building Inspector, who shall be the head of the Building Inspec- 24 tion Department, and who shall supervise and have charge of all 3 3 25 inspection work, including building, plumbing and wiring, and 26 shall have charge of the enforcement of the zoning ordinance, 27 f2) The Building Inspector shall be appointed by the` 2$ Board of Supervisors from a list of applicants submitted to the 29 Board by the County Civil Service Commission, and shall have duly 30 qualified by requirement and examination given by said Commission 31 for the position of Inspector. Such applicant, after appointment, # l f { 1 and before entering upon his duties, shall execute and file with 2 the Beard of Supervisors a good and sufficient bond approved by 3 the Board of Supervisors in the amount of Five Thousand Dollars i } (452000-00). 5 (3) The Building Inspector shall have such Deputy Build- 6 in.g Inspectors as the Board of Supervisors shall provide. Such H F 7 Deputy Building Inspectors shall be selected by the Board from 8 a list of duly qualified applicants submitted to the Board by 1 9 „ the County Civil Service Commission. such 3eputy Building In- 1 F 10 spectors shall assist the Building Inspector in the performance 11 of his duties, and shall serve under his instruction and super- 12 visiont, 13 (4) The Building Inspector is hereby authorized and U 14 directed to enforce and administer all of the provisions of this 3 15 ordinance, and all the provisions of the codes adopted hereunder; 16 the provisions of county zoning ordinances , and any ether regula- 17 tions which he is directed to enforce by the Board of Supervisors 18 and by the law* For such purposes he shall have the power of a t 19 police officer* 20 (5) It shall be the duty of the Building Inspector to �r 21 have a permanent record kept of all the pertinent transactions 22 of his office, and to render a monthly report to the Board of 23 Supervisors of all permits issued and fees collected. All fees 24 collected shall be turned over to the County 'treasurer for deposit 25 in the General Fund of Contra Costa County. {;E f 26 c SECTIO" III. SCOPE OF ORDINANCE. �i 27 The provisions of this ordinance shall apply to all 28 buildings or structures in the unincorporated territory of Centra 29 Costa County which is included in and zoned by the Master Plan 30 3 Zoning Ordinance o0 382 of the County of Contra Costa, except_ 31 Hing the following t. 2 t �i i EE # #E E 1 any buildings or structures on property located within zoned 2 districts designated in said Master Pleb Zoning Ordinatoe No. 382 3 as Unrestricted and/or Agricultural; ,any ,Agricultural, Horticultural, Viticultural, Floricultural 5 end Animal Husbandry buildings or structures on property located 6 within zoned districts designated in said Master Plan Zoning Ordin. 7 ante No. 382 as Transition Residential .Agricultural, 8 ,All Industrial buildings or structures on property located 9 within zoned districts designated is said Master Plain Zoning Ordin. 10 &nee No. 382 as Light Industrial and Heavy Industrial. I 11 ! The intent and purpose of theses exceptions are in particular '1 12 to exempt all Agricultural and Industrial operations or pr6perties 13 from the provisions of this ordinance* However, be it further pro 14 vided that all Industrial buildings shall abide by the known mini- 15 mum requirements of the State Health and Safety Code,'' known as the 16 Riley Act, Part III, Chapter One, as amended September 15, 1945, 17 The owners of any Agricultural or Industrial operation or pro;_ 18 erty may, however, obtain the services of the Building Inspector, 19 provided they apply for permits and pair the fees therefor. 0SECTION Iv; CODES ADOPTED BY REFMHCZ. 21 For the purpose of establishing proper regulations for build- i 22 i ing construction and for the installation of plumb-ing and electric- 23` lost al systems, the following codes, or portions thereof, hereinafter forth, are hereby adopted and made a part of this ordinance by 24 reference without publication or posting thereof, and three (3) coo 25 les of each of these codes, as listed herein, are now on file for 28 use and examination by the public in the office of the County Clem 27 of the County of Contra Costa. 28 A. :SLUING CO 29' The Building Code for Contra Costa County shall be the 1946 30 Edition of the Uniform Building Cade, as adopted by the Pace- i 31 , ific Coast Building Officials Conference, with the following 32 exceptions: ggi i i 1 $ €E G§$3p F � 1 i (1) Section 205, Chapter 2 of Part 1 of the uniform B it - 2 I' ing Code, 1946 edition, shall be deleted. e 3 (2) Section 201 and Sub-sections (a) , (b) and (c) of See- .. 4 tion 202 of Part I shall be deleted. { 5 (3) Section 303, Chapter 3 of Part 1, Table 3-A Building 6 Permit Fees of the Uniform Building Code, 1946 edition 7 EE shall have the first two lines only amended to read as 3! 8 ;I follows; g a. The first line is to be deleted therefrom.. 10 ' b. The second line is to read as follows: "Less 1l than 4100.00. . . . .X1.00 fee.Ir 12 c. Any use permit obtained under the provisions of 13 Master Plan Zoning Ordinance No. 382 of Contra 14 Costa County shall require the additional fee of 15 X6.00. 16 (:4) Section 140,5, Sub-sections (a) and (b) , Chapter 14, 17 11 Part III, , of the Uniform Building Code, 1946 edition, f 18 I shall be deleted, and the same amended by substituting 19 f the f ollo%jing, to-wit: 20 1; a. .1DC3 S. All living rooms, kitchens and other rooms used for living, eating or sleeping pur- 21 I poses shall be provided with windows with an are 22 9 not less than twelve (12) square feet nor one- 23 eighth of the floor area of such room. Not less 24 than one-half such area shall be openable. The 25 � window area in bathrooms, grater-closet com.part- 26 ments and other similar rooms shall not be less 27 than three (3) square feet. Required windows 28 shall open on a court, yard or street either dir 29 30 ectly or through a parch with a minimum clear 30 height of not less than. seven (7) feet and a dep h 31 of not more than seven (7) feet. Supervisors for a permit, said permit to be granted 23 E_ or refused by the Beard of Supervisors of the county. 24 SECTION V: 25 'Whenever in said Uniform Building Code, 1946,edition, i 26 reference is made to any fire zone, it shall be construed to mean 27 11 one of the established districts as indicated in the lege: for H 28 land use districts designated in the Precise Land Use Phan for f£ 29 that area as outlined in the Master Plan Zoning Ordinance No. 382 30 of Centra Costa County. Agrioultural 14 le U Unrestricted 15 16 17 E SECTION VI: .E 18 Any new buildings and/or structures erected outside of 19 the unincorporated areas of the county included within the scope 20 of this ordinance, and moved into the unincorporated areas in- 21 oluded within the scope of this ordinance shall comply with all '3 le 22 R of the requirements of this ordinance, and no such building or 23 structure shall be so moved until an inspection has been had by 24 the Building Inspector of the count and �€ y, a permit to move the E 25 same has been granted, 1 26 B. FLUPIBING CODE. 27 The Plumbing Code for Contra Costa County shall be the 28 Uniform Plumbing Code, Second 1946 Edition, adopted. by �E 29 the Western Plumbing Officials Association at the F 30 Sixteenth Annual Conference in October, 1945, with the 31 ' following exceptions.* € 6 E EE E 1 (1) Whenever the term "Pluabing Inspector" appears I 2 ' therein., it shall mean the County Building Inspector 3 C. Fees shell be due and payable upon. rendering � 13 of a bill therefor by the Building Inspector, and. if � 14 not paid within rive (5 ) days from presentation. of 15 bill no further permits and no certificate of apprOVELl 16 shall: be given to the person so in arrears. 17 Permittees shall pay to the Building Inspector for I 18 permits and inspections the fees prescribed in the ° 19 following schedule: 20 Item 1--Permits, issuing and filing 75 ff 21 I Item 2--Branch circuits, each .10 I 22 1 Item. 3-..Outlets not over 1254 watts rated capacity for lighting, heating, power, 23 ' signaling or ether purpose for which fees are not herein specifically prescribed, each .10 24 Item 4--Outlets over 1250 watts rated capa- 25 city, each .25 26 �E Item 5--Outlets, including attached recep- tacles, where installed not more than 24" 27 apart, and where more than 24 such outlets € are involved, for border, strip or foot- 28 lights, or for outline, decorative, display €� or group lighting, elsewhere than on elee- 29 trical sign.. 9 Minimum charge for such installation up to 30 50 lights 1.04 Over 50 lights, each .42 31 Tube display lighting; for each H. H 13 SECTION VIII PENMALTY 14 ,any person, firm or corporation violating any of the pro- 15 visions of this ordinance, or of the codes adoptedhereunder, shall 16 be deemed guilty of a misdemeanor, and upon conviction thereof 17 11 ,shall be punishable y a fine of not more than Five Hundred Dol- 18 Lars 0500.00) or by imprisonment in the County sail for not more 19 ' than six {6} months , or by both such fine and imprisonment, 20 SECTION IX: LIABILITY OF COUNTY. j 21 This ordinance shall not be construed as imposing upon: 22 the County of Contra Costa any liability or responsibility for 23 ; damage resulting from defective building,, plumbing or electric �t 24 11 work; nor shall the County of Contra Costa, or any official or ear- i, 25 11 ployee thereof, be held as assuming any such liability or respoh- �1 E: 26 j s bility by reason of the inspection authorized thereunder. 27 SECTIO 28 All ordinances or parts of ordinances in conflict here- 29 ith are hereby repealed. d'e E D3 E 30 s SECTION I: ='E TIVE DATE.
