It shall be unlawful for any person, firm, i copartnership, association, or corporation to throw place, (except in the course of burning pursuant to permit granted by the Chief o the Fire Dpartmet of the Qrina-County Fire protection District) or permit to stand on any land within the said District any rubbish, true cutting or otter inflamable material, SECTION IIS It shall be unlawful for any person, firm oo- partnership, association or corporation to build, light, maintain or oause or permit to be built, lighted or maintained, any open or out- door fire without first obtaining a written permit therefor from the Chief of the Fire Department of the said District, or without comply- ing f with the instructions contained in said permit. The said permit i shall be issued by said Chief of the Fire Department upon request therefor whenever he determines that open or out-door burning can be I pp accomplished at the location requested by the person, firm, eo-part-= 'I nership, assooiation, or corporation making said request without creating a fire menace to the eommunity embraced in the said Distriot and/or adjoining areas. Said permit shall specify the person., firm, ao-partnership, association, or corporation to whom it is issued, shall set forth the location at which burn.ing is permitted, shall set forth the expiration sate of said permit which shall not extend beyond the next ensuing first day of April following the date of the request, 3 shall be revocable by said Chief of the Fire Department whenever he determines that the person, firm, co-partnership, association or corporation has failed to comply with the instructions contained in said permit, and shall set .forth the following instructions: 'l. SECTION . It shall be unlawful ul for any person., firm, co- partnership, association or corporation to place or maintain, or to cause or permit to be placed or maintained, any obstruction, whether permanent or movable,, before or upon any fire escape, exit, foyer, aisle, passageway, corridor, or any ether means of egress from any theatre, church, hospital, auditorium, meeting hall, or other place used for public assemblage, while open to the public, in the said Crinda-County Fire Protection District, of the County of Contra Costa, State of Calif- ornia. I No persons shall be allowed to attend or assemble in the aisles or passageways, during any time while any of the aforesaid des- cribed buildings or places are being used for public assemblage. All exit doors of such buildings or places shall open out and during the use of such a building, or place, for public assemblage, 2* f i E r E i I A shall not be fastened in any manner except by self-releasing hardware installed, thereon., which doors and hardware shall be maintained to open freely. SECTION 17. It shall be unlawfuly for any person, firm oo-partnership, association or corporation to accumulate, or to cause or permit the accumulation of rubbish, rags, paper or other inflamable refuse in any theatre, churrsh, hospital, auditoriums., meeting hall or other place used for public assemblage in the said Orinda-County Fire Protection District of the County of Contra Costa, State of California, n such manner as to constitute a fire menace. CIN V. It shall be unlawful for any person., co- partner-ships firm, association or corporation to disobey the lawful orders of f1 I{ any public officer or fireman in the immediate vicinity of the burning f of brush, stumps, lags, Fallen timber, fallows, slash, grass, grain, 9 brush, or forest covered .:land, or any other inflamable material in the said Orinda-County Fire protection. District, of the County of Contra E Costa, State of California, or offer any resistance to or interfere with the lawful efforts of any public officer, fireman., or company of:. firemen, to extinguish the same, or engage in any disorderly conduct calculated to prevent the same from being extinguished, or forbid, pre- vent or dissuade others from assisting to extinguish the same. SECTION VI. It shall be unlawful for any person, firm, Qo-partnership, association or corporation to ride, drive or propel any vehicle or conveyance upon, over or across any fire hose or chemi- cal hose used by or in charge of any fireman, or company or firemen in the said. Orinda-County Fire protection District, of the County of Contra E Costa, Mate of California, as to injure or damage in any manner any such hese or fire apparatus of any kind. S fi SEGEON VII. It shall be unlawful for any person, firms co— partnership, association or corporation to park any vehicle upon any I 1 f e � E C } street or highway within three hundred ( 300) feet' of any burning building, u or other burning structure, in the said Orinda-County Fire Protection Districts of the County of Contra Costa, State of California; provided, hover, that this section shall not apply to police officers or firemen authorized by the Fire Officer in charge to so park vehicles. ;i SECTION VIII. THE APPLICATION OF FLAMWLE FINMEMS. General Requirements-, r 1. Definition. The term finishing shop" shall mean a building or pert thereof used for the application of flammable finishes by means of spraying or dipping. If . Permits. A written permit from the Chief of said Fire IIf Department shell be required for the operation of any finishing shop using more than 1 ,gallon of material on any workingday, or storing in hconnection with the use thereof, more than 5 gallons of flammable finish. i 3. Lopation, Finishing shops in buildings of wooden const- ruction or in buildings used in whole or in part for human habitation or n connection with stores shall be suitably out off by fire partitions or I fire walls from ether portions of the building, and shall be equipped with an automatic sprinkler system. 1 .. Storage of Flammable Finishes in Finishing ,Sho2s. The storage of flammable finishes inside of finishing shops shall, be restricted as follows .- (a) Not to exceed 20 gallons, with no container exceeding 1 gallon in capacity, may be stored on a substantial shelf at least 4 feet above the floor and with suitable guard strips to p prevent containers from falling.. E (b) Not over 50 gallons with no container exceeding 5 gallons capacity may be stored in a. cabinet, entirely enclosed and made of suit- able stiffened sheet iron of at least 18 U.S. gauge in thickness, and i f f double walled with li inch air space or equivalent construction. Door sills shall be raised at least 2 inches above the bottom of the cabinet. (o) Guantities in excess of those given under (a) and (b) shall be in storage and mixing rooms approved in writing by the Chief of saidFire -Department as suitable. 5. Mixing operations shall be carried on only in storage rooms or special mixing rooms approved in writing by the Chief s of said Fire 'Department as suitable; provided that containers of a total capacity not exceeding gallons may be opened and their contents mixed in the finishing roam, during such times as the ventilating system is n operation. (b) Receptacles containing flammable finishes shall be kept 'i tightly covered. 6. Containers. (a) All containers of flammable able finishes 3 shall be of metal .su tabl,y constructed to prevent leakage- I.C.C. con- tainers shall be acceptable for storage. Housekeeping. (a) Fini thing shops shall be kept free from all unnecessary combustible materials and refuse. t b Floors of finishing shops, drain boards and the interior i f of spray booths shall be thoroughly cleaned at least once a day and all fans, ducts, side walls and ceilings kept as olean as may be practicable at all times* In cleaning, care shall be taken to ass implements which ill not cmate sparks. The Chief of the said Fire Department shall require the installation of portable fire extinguish- ore n uish-ere or other fire extinguishing applianoes as may be deemed necessary in finishing rooms, or near storage cabinets and spray booths. 13. §e2KL . Smoking shall be prohibited in any room used for the storage of flammable finishes and in any finishing roam. Suitable 'i O SMsigns shall be prominently displayed, .4, Sprai i a l spraying shall be performed in a spray room or spray ii I booth as specified below or its equivalent. y� if spraying is performed in a room not provided with spray I booths as herein provided, such spray room shall be separated from the re- mainder of the building by partitions of fire-resistive construction, equivalent to incombustible wallboard on wooden studding, cement or gypsum plaster on metal 'Lath on wooden studding or wooden studding covered on both sides with sheet iron. Dip Tanks, Dip tanks having area in excess of 10 square feet shall be provided with approved covers arranged to close { automatically in case of Fire and also arranged so that they can be closed manually. It shall be unlawful for the occupant of a finishing shop to carry on his operations in violation of any of the above provisions or to permit a violation of the above provisions; and it shalll be unlawful I' for the owner of the premises on which a finishing shop is located to per- mit a violation of the above provisions. SECTION . Any person, firm, oo-partnership, association R. or corporation violating any of the provisions of this ordinance shall be guilty of a misdemeanor and shall upon conviction be punished by a Pine not # exceeding Five Hundred Dollars (4500-00) or by imprisonment not exoeed.ing i six months or by both such Pine and imprisonment. Zvery separate act or transaction in violation of this ordinance shall be deemed a separate of- fense. SECTION .. This ordinance shall, take effect after the same shall have been posted in three ( ) of the most public places in the said Orinda- ounty� Fire Protection District for a period 1L t (� weeks.
