COSTA, STATE OF CALIFORNIA, AKENDING CRDIXANCE NO. 217 OF SAID COMM, ADOPTED ON THE 2ND DAY OF OCTOBER, 19339 By AMMING SECTION 9 TFMEOF The Board of Supervisors of the County of Contra Costa, State of California, do ordain as f ollows#* SECTION I. Section 9 of said Ordinance is hereby amended to read as follows: "9. DEDICATIONS; ILTROTEMENTS All parcels of land shown on any final map and intended for any public use shall be offered for dedication for public use except those parcels, other than streets, which are intended for the exclu- sive use of the lot owners in the subdivision, their licensees, visi- tors, tenants and servants. The subdivider shall improve all streets, highways and ways which are a part of the subdivision. Such improvements, as designated by the Planning Commission, shall conform to the following require- ments: (1) All streets shall be paved with a pavement not less than twenty (20) feet in width and with shoulders not less than tbree (3) feet in width, making a total width from shoulder point to shoulder point of not less than twenty-six (26) feet. The minimum thickness of the finished pavement shall be not less than seven (7) inches total, including the wearing surface. The work shall be done in accordance with the standard specifications of the Department of Public Works, Division of Highways, State of California, dated April 1945, hereinafter referred to as "Standard Specifications," insofar as the same may apply and in accordance with the following special provisions. In case of conflict between the Standard Specifications and any special provisions, the special previsions shall take precedent over and be used in lieu of such conflicting portion or portions. Construction drawings signed by the subdividerts engineer shall be furnished the County Surveyor for all work to be done. The drawings shall show center line profile necessary cross-sections, size and profile of drainage structures, together with drainage areas and estimated runoff for each drainage structure ; and other pertinent data so as to make a complete set of plans for the work to be done. Estimated quantities of the work to be dons shall be furnished by the subdivider. The above data must be submitted prior to approval of the map by the Board of Supervisors. Grades .All fills constructed in the grading work shall be carefully consolidated and the work shall conform to the require- ments of Section. 12 of the Standard Specifications. Subgrades The subgrade shall be brought to a true crown and grade and shall be compaoted by watering and rolling so as to conform to the requirements of Section 14 of the Standard Specifica- tions, glass "B" subgrade. Pavement base; The pavement base placed upon the approved subgrade shall be placed in not less than two (2) courses of such a thickness that when the wearing surface is in place the total com- pacted thickness shall be not less than seven (7)_ inches. The material and workmanship shall conform to the requirements of Section 19 t°Crusher run base" of the Standard Specifications. The base may be built by carefully spreading, watering and rolling if the subdividert s engineer so informs the County Surveyor in writing, stating mothods to be used and the County Surveyor approves such methods. The subdivider shall furnish the County Surveyor, without cost to the County, with tests from an approved engineering laboratory showing that the material meets all requirements of the Standard Specifications , or that it can 2. be brought to an equivalent bearing value by means of add mixtures or extra thickness of base. Bearing values are to be determined as set forth in the Standard Specifications. The subdivider shall furnish results of tests from an approved engineering laboratory showing such bearing values. Wearing urface. Upon the approved compacted base one of the following wearing surfaces shall be constructed: (a) A plant mix wearing surface of a empacted thickness of not less than one and one-half (1j) inches conforming in every way in workmanship and materials with the requirements of Section 26 "Plant mix surfacing" of the Standard Specifications. (b) An armor coat wearing surface of not less than one (1) inch compacted thickness shall be placed on the approved base and con- form in every gray to the requirements of Section 23 "Armor Coat" of the Standard Specifications. In preparing the wearing surfaces, asphaltic emulsions may be used if the subdividerts engineer provides a written statement of the methods to be used and has the written approval of the County Surveyor. Any proposed variations in the materials or construction aP the pavement moat be submitted in writing and the proposed work ap- proved by the County .Surveyor in. writing. The contractor who does the work mast show that he has a valid state license to do such work. Certificate: Upon completion of the paving, drainage, etc. , the engineer or surveyor who prepared the plans, or some other regi- stered civil engineer employed by the subdivider, shall present the County Surveyor a signed certificate that the work is completed and 3• that the work conforms in every way to these specifications and changes authorized in writing by the County Surveyor. ( ) Adequate water supply. (3) Such sanitary facilities' as may be necessary to protect the public health and to serve the public convenience. (4) In all cases there shall be installed such, structures as are necessary to the use and the proper drainage of the streets, highways and ways in the subdivision and to the public safety. All street improvements most be according to such standards as exist or as may be established by the County of Contra Costa and shall be installed to permanent grades approved by the County Surveyor, which grades shall be at elevations about the level of any reasonably possible inundation by storm, flood or tide waters. If all the required improvement work is satisfactorily comp- leted before the final or record of survey map..,is submitted to the Board of Supervisors for approval, such map shall be accompanied by a certificate, so stating, by the County Surveyor. If such improvement work is not satisfactorily completed be- fore the final or record of survey map is submitted to the Beard of Supervisors for approval and if such map is not accompanied by the foregoing certificate, the owner or owners of the subdivision shall, concurrently with the approval of such map by the Board of Supervisors, enter into an agreement with the Board of Supervisors, agreeing to have the work completed within the time specified in said agreement. Said agreement may provide for the improvements to be installed in units, for extensions of time under ,specified conditions or for the termination of such agreement upon a reversion of the subdivision or a part thereof to acreage. 4. Such agreement must be secured by a good and sufficient bund, approved by the Board of Supervisors, or by the deposit of money or negotiable bonds, as provided in the Subdivision Map Act. Any application for the release of any such bond or for the return of any such money or negotiable bonds shall be accompanied by a certifi- cate, by the County Surveyor, stating that all required improvement work has been satisfactorily completed, and no such bond shall be re- leased and no such money or negotiable bonds shall be returned unless and until such a certificate, in each oase, shall first have been filed with the Board of Supervisors. The plans and profiles of all improvements, other than these required by the provisions of this section, which are proposed to be installed by the subdivider in, on, over or under any street or right of way, easement or parcel of land dedicated by the map shall be sub-r jeot to the approval of the County Surveyor before the recording of the map. All parts of Ordinance No. 217 as amended in conflict with this ordinance are hereby repealed. This ordinance shall take effect and be in force from and after the „ , 2ncl- day of May , 1946, and before the ex- piration of f'if'teen (15) days, after the date of its passage, the same shall be published with the names and members voting for and against the same, in the "Co ,R_,TQjMNAL" , a newspaper printed and published in the County of Centra Costa, State of California.
