SECTION 2: All ordinances and parts of ordinances in conflict herewith are hereby repealed. SECTION 3: If any section, subsection sentence, olause or phrase of this ordinance is for any reason held to be unconstitutional, such decision shall not affect the validity of the reining portion of this ordinance. The 'Board of Supervisors of the County of Contra Costa hereby declares that it would' have passed each provisions of this ordin- anee irrespective of the fact that one or more ; sections', subsections, sentences , clauses or phrases, or portions' thereof, be declared :;uncon- situtional. SECTION 4: This ordinance shall take effect thirty ( 30) days after the date of its adoption and prior to the expiration of fifteen (15) days from the passage hereof, shall be published at least one (1) week in ` shut' Kernel , a newspaper printed and published in the County of 'Contra Costa.,, Mate of California,' together with the names of the members of the said Board' of Supervisors voting for and against the same 2.
