ORD INATUCE NO.. 9 AN CRD'INAYC CTEI A` TNG A LOCAL DEng SVE 001 ATC C ATMCRI m k ,.. ,4? .Li S.I. 711 ,�`R AS, on May 28, 1940$ the President of the United States created a Council of National defense and an Advisory Commission thereto for the purpose of assisting in the coordination of the various governmental, industrial, agricultural, economic, and ether activities essential to preparinng for the defense of the United States; and VMEREEAS, the Council of National Defense and its Advisory Commission have recommended that the National Defense Program and activities related thereto be; carried on through regular govern- mental channels insofar as possible; and `rdi AS, the Council of National Defense and its Advisory Commission has officially requested the California Council of De- fense to assist and to expedite the formation of local councils of defense; and AM AS, the County of Contra Costa desires to assist in, the program of rational Defense by coordinating all of its public and private facilities, resources and activities with the program aforesaid; NOW THEi3F The Board of Supervisors of the County of Contra Costa does ordain as follows Section 1. ".here is hereby created the Contra Costa County Defense Council. Section 2. The Defense Council shall be composed of two representatives of the Board of Supervisors, to be designated by the Board of Supervisors- the district attorney; the Sheriff* County.;.. Engineer; County Health Officer; other appropriate County officers; and one representative from each of the incorporated cities within the county, to be nominated by the governing body of each such city and appointed, by the Board of Supervisors. Such additional members as may be required to cam out the purpose of this ordinance, not exceeding twenty-five in number, may be appointed by the Board of Supervisors upon recommendation of the Council as con- stituted above. The Council shall designate; a Chairman and Viee--Chairman from among the members of the Council and may appoint a Secretary who heed not be a member of the Council it and who shall Derform such duties as may be assigned to him by the Council. Section 3. Section 4. It shall be the duty and responsibility of the Defense Council to coordinate the activities within the 'county of governmental and private agencies, land of individuals, cooperating n the defense effort;' to stimulate public interest and articipa- tion in defense activ ties to consider and recommend to appropriate governmental authorities plans for the public safety, health and welfare; to plan a major disaster program, capable of functioning in, a defense emergency', and to perform such other advisory functions as mai' be requested of it by officials of the city, county, state, and Federal agencies engaged in the defense effort. Said Council shall receive, acknowledge and appraise proffers of facilities, services and ideas originating within the community and make appropriate disposition of same; clear information concern- ing defense programs and objectives' among cooperating agencies, roe- ommend adjustments' or arrangements necessary for prompt assimilation of government programs for defense to the appropriate officers, de- partments or agencies; 'i receive 'requests for assistance from the State Council of Defense and from Federal defense authorities and transmit these requests to the proper authorities or agencies; accumulate or assist in the accumulation of information. 'regarding local govern- mental, financial, economic, `.industrial and human facilities and re- sources end transmit any such, facts, as well as other necessary in- formation, to the State Council of Defense and to Federal defense authorities, :every department, commission, officers and employee of the County of Contra Costa shall cooperate with and assistthe Defense Council'' ao as to enable the Council to accomplish the objectives of this ordinance. Section 5. There is hereby created as permanent committees of the Defense Council: (l) Cottee on Civil Protection, which shall consider defense matters relating to the public safety, the protection of civil liberties and the -maintenance of law and order,' including the preparation of a disaster preparedness plan; ' (2) Committee on Human Resources and Skills, which shall asaist in. the registration of persons for defense work of all kinds, cooperate with governmental agencies in raking plans for defense' training of skilled' workers and 'other persons engaged' in defense work requiring special training, and analyze and report to the Defense Council on all prof'f'ers of assistance from private persons and organizations; ( ) Committee on Health, Welfare, and Consumer Interest, which shall consider activities designed to contribute directly to the social, physical and economic well-being 'of the individual and the family, protection from want, protection "against unwarranted rise in prices, (4)' Committee on Transportation., Works and Facilities, which shall. consider provisions ;for necessary strueturest works for water supply and transportation, highwayst highwaysairports and other transportation facil- ities; (5) Committee on Public Information., which shell serve all committees of the Council as' a medium through which to inform the public of defense activities, develop plans for the use of newspapers, radia, and ether means of public informations and 'attract anal sustain. Cine ! interest aid par tiCipati.on is defense work; ( ) Committee on Industrial Resources and Production, which shall consider the industrial resources of the county as these relate to defense ;pro- duction and assist in ming the most advantageous use of such facilities; (7) Committee ' on Agricultural Resources' and Product- ion, which shall consider the conservation and use of hand and the crops and livestock it supports,' the growing and marketing etin of plant and animal products' for consumption as food or as ravel materials en- tering into industrial production. The Defense Council may create other permanent committees and such temporary committees of the Council as the Council deems necessary and shall' define their duties within the purpose cifthis ordinance and may abolish any such committee. The chairmen of the permanent committees of the Defense Council shall be designated by the Chairman of the Council from among the members appointed as pro- vided in Section. 2 of this ordinance. Members of permanent committees other than the chairman and all members of temporary committees shall be appointed by the Chairman of the }defense Council and need not b mme bers of the Defense Council. Section 6. . This ordinance is hereby declared to be an emer- gency measure necessary for the immediate preservation of the public puce, 'heath and safety, and shall take effect and be in 'force from and after its passage and publication as required by law. The' follow- ing is 'a specific statement ;showing the urgency of this ordinance; An emergency exists in the United States and in this State in providing adequate National and local Defense. It is necessary that all information be ,gathered relating to National 'Defense and to provide for the proper cooperation and coordination of public and private agencies so that adequate local Defense may be prodded for at as e'arly`;, a date as possible.
