CQ,STA., AND TOPROVIDE TOE TIM NMMMR, Appo nmans, TEM AND COWENSATIONS OF The Board of Supervisors of the County of Contra Costa,, State' of California, de ordain as follows: In the County of Contra Costa the county and township officers, deputies, and employees shall receive as full compensation for all services required of them by law or by virtue of their office the following salaries: 1. CLERK. The County Cleer)c,four thousand three hundred and seventy-!five ($4,375#00) dollars per annum; provided that there shall be and there is hereby allowed to the County Clerk the following clerks, deputies and employees who shall be appointed by the Coun- ty Clerk and shall be paid salaries as follows one chief deputy at a salary of one hundred ninety-sevon ( 197*00) dollars per month; two court room deputies at a salary of one hundred seventy- five ($175.00) dollars each per month; one office deputy at a salary of one hundred seventy-five ($175.00)5.00) dollars per month; two office deputies at a salary of one hundred thirty--tiro ($132,00) dollars per month eeach,# one office deputy at a salary of one hundred twenty- five ( 12 00) dollars per month; and one office deputy at a salary of one hundred twenty ($120,00) dollars per month; provided, fur- ther, that in any year when a General or Primary Election or a Special State or County Xleection is to be held, or the compilation f a registration of voters is required by law, or supplements to be made thereto, the County Clerk shall receive for the: hire of extra help for ec piling of such registration of voters and making supple. ments thereto, and work incidental to said elections, his actual ex- pensees, to be paid upon filing and presentation of duly verified claims therefor, by the County Clerk or claims approved by the County Clerk with the Board of Supervisors of said County, after proper allowance of said claim by said Board of Supervisors; and provided further the said 1 County Clerk may appoint such number of registration deputies as BAY be necessary for the registration of voters in their respective prey- OiUots, each of said deputies to receive the sum of tau cents (1.00) per name for each elector registered by him; said registration depu•- ties to be paid for their services on the presentation and filing with the Board of Supervisors of said County a duly verified claim therefor, on the general fund of said County, after groper allowance of said claim by said Board of Supervisors, For the convenience of the general publics and to economize on help in his office, the County Clerk distributes to agents appointed by him throughout the County, game licensees to be sold by them, and the County Clerk shall not be required to pay into they County Treasury such commissions as are paid by the States of California on sale of game licenses but he shall be allowed to pay commissions to the selling agents so appointed by him. 2. AUDITOR. There shall be and there is hereby allowed to the Auditor the following deputies, clerks and employees who shall be appointed by the Auditor and hold office at his pleasure., and shall be paid salaries as folloWSt Ono deputy auditor at a salary of two hundred and seventy-five ( 275.00) dollars per month; one deputy auditor at a salary of one hundred and ninety-seven ($197.00) dollars per month; two clerks at a salary of one hundred nineteen { 119 00 dollars per month each; one clerk at a salary of one hundred twenty five ($125,001 4dollars per month; one clerk at a salary of one nun- died ten ($110.00) dollars ger month; one clerk at a salary of one hundred fifteesn. (J115.00) dollars ger month, and one clerk at a sal- ary al-ary of one hundred fifty ( :5000) dollars per month, one-half of which latter shall be taken from the salary fund end one-half of which shall be taken from the road fund of said County; provided further, that said auditor is hereby allowed such clerks and employ. sea as hes may deems necessary to appoint at a salary of five 45.001 dollars, four t*4.001 dollars, or three (43.00) dollars per day each; provided, howeverthat the total amount of such salaries and eux» penssations paid to sued clerks and employees on a ger them basis shall not exceed the total spm. of one thousand eight hundred ( WOOOO) dollars per annum; and provided, further, that if the State Board of Xqualization shall require as equalization of the assessments of this County with other counties in the State, then the auditor shall be allowed such additional clerks and employees as he may deem necessary to appoint at a salary of figs ($5.001 dollars, four ($4,00) doll s and three ($3.043) dollars per day each; provided, however, that the total amount of the salaries and a , ensations paid to such clerks and employees on a per diem basis shall not exceed the total sum of an additional one thousand eight hundred ( 1£00.00) dollars per annum. 3. TRS g. The Treasurer, three thousand f ive hundred (43,500) dollars per annum; provided, that there shall be and there is hereby allowed to the Treasurer the following deputies, clerks and employees who shall be appointed by the treasurer and shall hold office, at his pleasure,'-and shall be paid salaries as follows: one deputy treasurer at a salary of one hundred seventy.-five ($175j00) dollars per month; such additional clerks and employees as the Trea. surer may deem necessary to appoint at a salary of four ($4.00) dol. Lars per day each; provided, however, that the toal amount of salaries and compensations paid to such clerks and employees on a per die, basis shall not exceed the sum of six hundred ( 6 .40) dollars per annum 4 ASSMS4R. The .Assessor, five thousand ($3,040.041) dollars per annum; provided that there shall be and there is hereby allowed to the Assessor the following deputies, clerks and employees who shall be appointed by the .Assessor and shall held office at his pleasure, and shall be paid the following salariesz one deputy assessor at a salary of two hundred nineteen ($219,00) dollars per month.; one im.. provemen.t val.uation deputy assessor at a salary of one hundred uinetyw seven ($197.40) dollars per month; one deputy assessor at a salary of one hundred fifty-eight ($15.00) dollars per month- one deputy assessor at a salary of one hundred fifty six (4156.00) dollars per month; one transfer deputy assessor at a salary of one hundred thirty- two (4132#00) dollars per month; four field deputy assessors to hold office not to exceed fiver months each in any one fiscal year, at a - salary of one hundred forty.-five ($145.0) dollars per month one , stenographer at a salary of one hundred ton ($110.00) dollars per month; and such additional deputy assessors, clerks and employees as the assessor may appoint at salaries sof ten ($10.00) dollars per day, six ($6.00) dollars per day, four ($4.00) dollars per day, three and 50-100 ($3050) dollars per day, and, three (43.00) dollars per day each; provided, however, that the total compensation of such addition,- al ddition-al deputy assessors, clerks and employees shall net exceed the sum of six thousand five hundred thirty ($6,533.00) dollars per annum, and provided, further, that the Assessor Is hereby authorized to contract with an abstract and title company for copies of transcript of rector.- ded instruments af'f'ecting titles at a compensation of forty ($40.00) dollars per month. 5, TAX 00:GTXGTOR. The Tax Collector, three thousend five hun- dred un -dred (43,500.00) dollars per annute provided that there shall be and there is hereby allowed to the Tax Collector, the fallowing clerks deputies, and employees who shall be appointed by the Tax Collector and shall be paid salaries as follows*. one deputy tax collector at a salary of one hundred ninety*Fseven (5197000) dollars Per month; one deputy tax collector at a salary of one hundred fifty-four ( 1.54*00) dollars per mouth; one deputy tax collector at a salary of one hundred thirty--two (1132.00) dollars per month; one clerk at a salary of one hundred nineteten, ($119.00) dollars per month; one stenographer at a salary of one hundred ten ($110.00) dollars per month; and such copy. isstss and clerks as the Tax Collector may appoint at a salary of three.. and 50-140 (43.50) dollars per day, or four and 50-100 ($4.50) dollars per day each; provided, however, that the total amount of salary and compensation paid to such copyists and clerks shall not exceed the sum of three thousand five hundred ($3,500,00) dollars per stnnum 6. DISTRICT ATTORM. There shall be and there is hereby allow- ed to the District .attorney the following deputies, clerks and employ,. ees who shall be appointed by the District Attorney and hold office at his ples sure, and who shall be paid salaries as follows one chief deputy district attorney at a salary of two hundred sixty-three (4263.04) 4 dollars per month; three duty distriot attorneys at a salary of one hundred ninety-seven ($197.00) dollars per month each; one detective who shsell assist the District Attorney in the detection of crime and prosecution of criminal cases, whose salary is hereby fie.► ed at the sum of one hundred ninety-seven (#197.00) dollars per month, one stenographer to the Aistriot ,attorney at a sale of one hundred twenty.-seeven. (4127,00) dollars per month; "'twel. stenographers to the District Attorney at a salary of one hundred ten ($11.0.00) dollars per month each, 7 CORD R. They Coroner, such fees as are now and may hereafter be allowed by lav; provided, however, that the Coroner shall be allow- ed for general services in holding an inquest the sum of ten ( 10*00) dollars, and provided, further, that there shall be and there is here- by allowed to the Coroner one stenographer, whose duty it shall be to acct as reporter and tale down in shorthand and transcribe into long- hand the testimony of the witnesses at all inquests, which stenographer shall be appointed by the Coroner and hold office at his pleasure, and shall be paid a salary of one hundred ton ($116 .04) dollars per month. 8, SURVEYOR. The Surveyor, five thousend ($5,,000000) dollaars per annum, provided,, however, that the Surveyor shall not engage in privates practicer of engineering or surveying,, and provided, further, that there shall be and there is hereby allowed to the Surveyor the following deputies and employees who shall be appointed by the sur. veeyor, and shall hold office at his pleasure, and who shall be paid salaries as follows:: one deputy surveyor at a salary of two hundred sixty-three ($263.00) dollars per month; one deputy surveyor at a salary of two hundred nineteen ($219.063) dollars per month; one steno- grapher at a salary of one hundred ton ($110.04) dollars per month, provided, further, that there shall be and there is hereby allowed to the surveyor the following engineers end employees,, tea•=wit* two on- gineers at a salary of eight ($6000) dollars per day each; erne instru. nt seen at ea. salary of seven ($7.00) dollars per day; one drafts at a salary of seven and 563-.100 ( `x.503 dollars per day; one draftsman at a salary of seven ($7400) dollars per day; four chainmen st a salary 5 of five and M-100 (#5.50) dollars per day each; provided, however,' that the total compensation for said engineers and employees shall not exceed the total sum of fourteen thousand four hundred ($14,400,00) dollars per annum. 9. CLASSIFICATION 0P TOWNSHIPS. The population of the several judicial townships for the purpose of fixing the compensation of town-- ship officers shall be ascertained and declared by the Board, of Super- visors in the month of duly, 1933, and in the month of July every four years thereafter as follows: said board shall by carder at a regular meeting determine the population of each township to be three (3) times the registration of legal voters on file July first of said year in each township, and every four years thereafter sueceedi.ng, and it shall declare this sum to be the population of each township. Said township shall further be classified as follows: Class 1 - Townships having a population of more than 20,000, Glass 2 - Townships having a population of from 10,001 to 200000; Glass 3 :- Townships having a population of from 7,001 to 10 f 000; Class 4 - Townships having a pop- ulation of from 4,001 to 7,000* Class 5 - Townships having a popula- tion of from 2,001 to 4,000.- Class e , Townships having a population of from 4001 to 2,440; Class 7 - Townships having a population of lass than 1,000. 10. JUSTICES 0F THE PEACE. Justices of the Peace shall receiver the following monthly salaries: in townships of the first class, three hundred seven ( 307700) dollars per month. (2) In townships of the second clavas, one hundred seventy-five ($175,00) dollars per month. (3) In townships of the third class, one hundred fifty-four (4154.00) dollars per month* (4) In townships of the fourth class, one hundred thirty-t" ($132.00) dollars per month. (5) In townships of the fifth claps, one hundred ten ($110,#00) dollars per mouth. (s) In townships of the sixth class, forty ($40.00) dollars per month. 6 7) In townships of the seventh class,, fifteen ($15.00) dollars per month. It is further provided, that there shall be and there is hereby allowed to each justice of the peace, a sum not to exceed twenty per. cent (20%) of his monthly salary, for expenses necessarily incurred in the conduct of his office, Each ,justice of the peace shall file an itemized statement supported by receipts or vouchers on the first day of each and revery month designating the actual expenditure on his part of expenses necessarily incurred in the conduct of his said office,, for the preceding month, and no allowance shall be made to any justice of the peace for expenses necessarily incurred in the conduct of his said office unless the same shall be itemized and designated in said claim riled by him as herein provided. (8) For purposes of this section the various dockets and legal forms required by the lust keel of the Peace for the eon.duc t of their suffices shall not be deemed tw be. .. their offices, but such dockets and, legal farms, subject to the approval of the District Attorney, shall be furnished by the County upon requisitions to the Purchasing Agent and the expense thereof shall be defrayed from a General Fund appropriation for the purpose. 11. SHERIFF. The Sheriff, five thousand dollars 35$'000.00) ) per annum, provided, further, that there is hereby allowed to the Sheriff the following deputies, clerks and employees who shall be appointed by the Sheriff and held office at his pleasure, and who shall be paid salaries as follows: one undersheri.ff at a salary of two hundred nineteen ($219.00) dollars per month; one deputy sheriff at a salary of one hundred ninety-seven ($197.00) dollars per month; two deputy sheriffs at a salary of one hundred seventy-five ($175.00) dollars per month each rine deputy sheriff to act in criminal cases at a salary of one hundred seventy-five ($175.04) dollars per month; two deputy sheriffs at a salary of one hundred fifty-four ($154.00) dollars per month each, two deputy sheriffs to act as bailiffs at a salary of one hundred sixty-two ($162.00) dollars per month each; two deputy sheriffs at a salary of one hundred fifty { 150.40) dollars per month each, one stenographer to the Sheriff at a salary of one hun- Brod thirty-tiro (41-32000) dollars per month one stenographer to the Sheriff at a salary of one hundred twenty-three (*123.00) dollars per month; one stenographer to the Sheriff at a salary of one hundred t ($110#00) dollars per month; one assistant jailer at a ,salary of seventy-five ($►75.40) dollars per month, one jell matron at a. salary of ninety (490.04) dollars per month; provided., further, that the Sheriff may employ from one to five persons to act as deputy sheriffs at a salary of four and 50-100 ($4..54) dollars per day each., when, in the judgment of the Sheriff, such deputies are necessary; provided, however., that the total amount of the compensation for such additional deputies to be paid per diem shall not in any fiscal. year exceed the total sum of one thousand three hundred twelve ($1,,312.+0 dollars and provided, further, that the Sheriff shall be and he is hereby required to collect from the State of California all fees, m.ile'ages, compensations and per diems provided for by law for the transportaUen of adult prisoners, juveniles, delinquents, and insane persons com- mitted by proper and judicial authority of said County to the, various Mate Institutions of the State of California, and all fees, mileages, compensations and per diams provided for by Sections 4175 and 4176 of the Political Code of the State of California, and all fees and mileage collected by the Sheriff for the service of all papers and processes in both civil and criminal matters issued by and out of any Court of the State of California, all of which said fees, mileages, compensations, and per diems shall be collected by the said :sheriff for the use and benefit of said County, and shall be by him accounted for and paid into the County Treasury at such times and in such manner as required by law. Provided, however, that until such time as the County provides for the office of sheriff and wakes available to his use, such number of automobiles as are reasonably necessary to carry out the duties of his office, there shall be and there is hereby allowed to the Sheriff to be by him retained for his own use all mil" sage for service of papers in civil actions arising either in or out- side of the County, steepting actions in which the County is interested and also all mileage in criminal cases for each mile actually and necessarily traveled by automobiles at the rate of six and one -half (6 ¢) cents per mile, 12. CONSTABLIS. Gcnstabl.es in the several townships shall receive the following salaries: (1) In townships of the first class,as the sum of one hundred fifty- eight (4158# ) dollars per month, (2) In townships of the second class, the, sum of eine hundred fifty-eight ($158.48) dollars per month. (3) In townships of the third glass, the sum of one hundred fifty- eight ($258,04) dollars per month. (4) In townships of the fourth class, the sum of one hundred fifty.-eight (0158,001 dollars per month. (5) In townships of the fifth class, the sum of one hundred fifty" eight ($158.00) dollars per month, (6) In townships of the sixth class, the sum of ninety (090.00) dollars per month. ( 7) In townships of the seventh olass, they am of twenty-five (425.00) dollars per month, It is further provided that constables in townships of the first, second$ third, and fourth class shall receive an amount not to exceed twontyi-f ive (25%) percent of their monthly salary as and for expenses necessarily incurred in the conduct of his office. Bach constables shall filer an itemized statement supported by receipts or vouchers, on the first day of each and every month, designating the -actual expenditures can his part of expenses necessarily incurred in the cyan. duct of his office, for the preceeding month and no allowance shell be made to any constable for expenses unless the sat3lee shall: be item,- ized and designated in said clam filed by him as herein provided, In addition to the salary and expenses above provided, constables shall in all classes of townships, receive the following fees; for serving subpoenas the same, fees and mileage as are now or may be hereafter allowed by late for the service of ta: subpoena issued out of Just cee .eaurt for summoning a ceoroner's jury, the same fees as are 9 nava' or may be hereafter allowed for summoning a jury in a civil ae turn, in the justice court for transporting prisoners to the County jail, or patients to the County hospital the sum of six and acne-half (50) cents per mile. In addition to the salaries, compensations, and fees above allowed, each constable may receive for his own use in civil cases the fees allowed by law-, 13. RECORDIR. The Recorder, three thousand five hundred ($5,500.00) dollars per annum; provided, that there shall be and there is hereby allowed to the Recorder the following deputies, clerks, and employees who shall be appointed by the County Recorder and hold office at his pleasure, and shall be paid salaries as follows: one deputy recorder at a salary of one hundred eighty (01M.00) dollars per month* one deputy recorder at a salary of one hundred fifty-four ($154#00) dollars per month two index clerks at a salary of one hundred nineteen ($119#00) dollars per month each; four copyists at a salary of one hundred nineteen (4113.40) dollars per month each*- and such copyists as the County Recorder shah: appoint at a salary of three and 50-100 ($3.50) dollars ger day each. Provided, however, that the total salaries an a per diem basis paid to said last named copyists shall not exceed the sum of three thousand ( 3,0©0.44) dollars per annum. 1.4. PUBLIC ADMINISTRATOR. The Public Administrator, such fees as are now or may hereafter be allowed by law. 15. SEALER OF WEIGHTS AND MEASURES. The Sealer of Weights and measures, two thousand one hundred (42,144.44) dollars per annum; provided that there shall be and there is hereby allowed to the Sealer of Weights and Measures one deputy who shall be paid a salary of one: hundred thirty-two (t132.00) dollars per month. 16. AGRICULTURAL COMMISSIONER. The Agricultural Commissioner two thousand six hundred twenty-eight ($2,625.00) dollars per annum; provided that there shall be,, and there is hereby allowed to the Agricultural Ctmmissioner the following inspectors and clerks to be appointed by said commissioner, which positions area hereby created, and the salaries hereby fixed as follows, tai-wit: one standardization 10 inspector at a salary of five dollars {$5.00} per diem during the term actually employed; and five rodent inspectors at a salary of four and 80-100 ($4.80) dollars per diem each, during the time actually employed, but the aggregate amount which may be expended in any year for all such inspectors and employees shall not exceed eight thousand ( 8,000*X30) dollars; and one bee inspector at a salary of six hundred ($600.00) dollars per annum. The Agricultural Commission.. or is also authorized and empowered to appoint one clerk at a salary of one hundred {4100.00} dollars per month. 170' PROBATION OFFICER. The Probation Officer, two thousand six hundred twenty-eight ($2,028.00) dollars ger annum; provided that there shall, be and there is hereby allowed to the Probation Officer one assistant to Probation Officer at a salary of one hundred sixty- five ($155.00) dollars ger month, eine stenographer whose salary shall be one hundred ten ($11.4.40) dollars per month. 1S. SMW OF SCHOOLS. The Superintendent of Schools five thousand ( 5,000.00) dollars per annum; provided that there shall be and there is hereby allowed to the Superintendent of Schools the following deputies, clerks, and employees who shall be appointed by the Superintendent of Schools and hold office at his pl.easuret and who shall be paid salaries as follows: one deputy superintendent of schools at a salary of one hundred s eventy,.f ive ( 175 0€) dollars ger month, one field deputy superintendent of schools to assist the Superintendent in the discharge of his duty in visiting and examin- ing schools as provided by law, and it shall, be the duty of said field deputy superintendent to make written report of his examina tion to be transmitted by the Superintendent of Schools to each trus- tee of all school districts so 'examined, which: said field deputy shall reoeive. a salary of two hundred sixty-three (4263.00) dollars per month, one deputy superintendent of schools who shall. receive a salary of one hundred fifty-four ($154#00) dollars per month one deputy superintendent of schools at a salary of one hundred ($140,00) dollars per month. th. 19. COMM LIBRARIAN. County Librarian, two thousand six h=- 11 died twenty.-eight (t29628.00) dollars per annum. 2o, SU.TR ISORS. Each Supervisor shall receive as eXpense'S as Supervisor and Road Commissioner six and. one-half W) cents per mile each way traveling to and from his residence while engaged in the performance of the duties of supervision of public made, or other business of the County, said mileage not to exceed threes hum- died ( 50000x1) dollars per annum while traveling within the aunty of Contra Costa, and in addition thereto shall be allowed at the rate of six and one.-half ( 0) cants per mile for actual miles traveled without the County of Contra Costa as mileage for the performances of County* business outside the County, It is further providesd$, that there shall be and there is hereby allowed to each supervisor., a sum not to exceed twenty.-five percent (25 ) of his monthly salary, for expenses necessarily incurred in the conduct of his office. Each Supervisor shall file an itemized state.., meat supported by receipts or vouebe" on the first day of each and every month designating the actual expenditure turex on his part of expenses nsee:ssarily incurred in the conduct of his said offi,ee, fcsr the pre*- cseding month, and no allowance shall be made to any Supervisor for expenses necessarily incurred in the ocnduot of hiss cCfioe unless the same shall be itemized and designated in said claim filed by him as herein provided, 21. BONDS. The roost of bonds of County officers, their asssis. tants, deputies and employees, such as required by law to be furnished when executed with a reliable bond and surety company,, and duly* approved shall be a charges against the County} payable out of the General Fund, 22, ALLOWANCE FOR ACTUAL AND NECESSARY ElaMSES. Detailed expense accounts must be rendered on the first day of each month for the expenses incurred in the previous month. For traveling necessarily done by automobiles, an officer shall be allowed 12 mileage at the rate of six and comae-half ( 0) cents per. mile, out any .constructive mileage and he shall be allowed his acts traveling expenses when he travels by rail. The salaries and expenses of the officers and their deputies herein set forth shall be in full compensation for the services rem quired of them as such officers and deputies in and by virtue of their offices and by lax in such-'ease made and provided, and all other fees, mileage, or ether remuneration or compensation of any kind or character received by officers or their deputies, for or by reason of any duty imposed by lair on them as such officers and depu-- ties or accruing to the by virtues of their offices and unless spee'i". fictally allowed to them herein shall be p€ id into the County Treace suryt at such times and in such manner as required by law, provided,' however, that until, such time as the County provides for such officers and makes available to their use such numbers of automobiles as are reasonably necessary to carry out the duties of their respective off ice, such officers shall be allowed to retain for thei r opt use and benefit such mileage as may be allowed by law or hersiubefore set forth and allowed 23. SALARISS - HOW PAID. Salaries of all officials, deputies, clerks, and employees herein provided for shall be paid by the County in monthly installmenU3, at the same time and in the same manner, mut of the same fund as the salaries of County officers are paid, except as herein otherwise ordained; provided, however, that the salary and compensation of all clerks, engineers, copyists and employees of every kind, working on a per diem basis, shall be paid only upon their filing with, and allowance by the Board of Super- visors of said County of their duly verified e3a-i:ms for the aums due them; and provided, further. This ordinance shall take effect and be in farce from and after the Sth day of September, 1935, and before the expiration of fifteen (1.5) days after the date of its passage the same shall be published with th e names of the members voting for and against the same in thea newspaper printed and pubs S5 lished in the. County of Centra Costa.
