The Board of Supervisors of the County of Contra
Costa, State of California, do ordain as follows:
In the County of Contra Costa the county and township
officers small receive as full compensation for the services
required of thea by law or by virtue of their office the fol-
lowing salaries:
1. CLERK. The County Clerk, four thousand three
hundred seventy-five dollars [AIW5.00) per annum.; provided,
that there shall be and there is hereby allowed to the county
clerk the following clerks, deputies, and employees who shall
be appointed by the county clerk and shall be paid salaries as
tollbs: one chief deputy= at a salary of one hundred ninety-
seven Q10.00) dollars per month; two court room deputies at
a salary of one hundred seventy-five ( 175.00) dollars eaeh per
month; one office deputy at a salary of one hundred seventy-
five (1175.001 dollars per month; two office deputies at a
salary of one hundred thirty-two (4152.00) dollars per month
each; one office deputy at a salary of one hundred twenty
( 120.00) dollars per .month; and one office deputy at a salary
of one hundred. twenty-five (5125.00) dollars per month; Pro-
vided further, that in any year when a General Election or a
Special State or County Election is to be held, or the compil-
ation of a registration of voters is required by law, or sup-
plements to be rade thereto, the County Clerk shall receive
for the hire of extra help for compiling of such registration
of voters and making supplements thereto , and work incidental
to said elections, his actual expenses, but in the aggregate
a sum not to exceed seven and one-half RJO) cents for each
name registered or appearing on the Great Register for each
General or Special election, to be paid upon riling and pre-
sentation of duly verified claims therefor, by the County Clerk,
with the Board of Supervisors of said county; and provided
further, that in any year when a :.registration of voters is
required by law, or sup pleaents to be rade thereto, the said
county clerk may appoint such number of registration deputies
as may be necessary for the registration of voters in their
respective precincts, each of said deputies to receive the stun
of ten cents (101) per name for each elector registered by hire;
said registration deputies to be paid for their services on
the presentation and riling with the board of supervisors of
said county a duly verified claim therefor, on the general fund
of said county; after proper allowance of said claim by said
board of supervisors; the salary of the deputies, clerks, and

employees herein provided for shall be paid by said county in
monthly installments at the same time and in the same manner
and out of the same fund as the salary of the county clerk is
paid; provided, further, that the compensation for registration
of ejectors, and compiliation of the registration of voters and
supplements thereto) as herein provided for, shall not be paid
in monthly installments, but shall be paid after proper allot-
a.-nee of verified claims therefor by the board of supervisors of
said county.

2. SIHMIFF. The sheriff, five 'thousand dollars
(,,', 5,,000.00) per annum. All mileage for service of papers in
civil actions, arising either inside or outside the county, ex-
cepting actions in which the county is interested. JA%11 fees
for service of papers in civil actions. All expenses incurred
in c.-iminal cases and mileage in criminal cases for each mile

half (63W cents per mile; provided, that there shall be and
there is hereby allowed to the sheriff the following deputies,
clerks, and employees who shall be appointed by the sheriff
and shall be -said salaries as follows: one undersheriff, at a

one deputy sheriff at a salary of one hundred nrinety-seven
(%x197.00) dollars per month; two deputy sheriffs at a salary
of one hundred. seventy-five (y'175.00) dollars per month each;
one deputy sheriff to act in criminal cases at a salary of One

deputy sheriff to act as day jailer, at a salary of one hundred

necessary; provided) however, that the total amount of the com-
pensation for such additional deputies to be paid per diem
shall not in any fiscal year exceed the total slam of one thou-

vided, further, that the com, �ensation of said last mentioned
deputies shell be paid upon presentation of duly verified claims
filed with the board of supervisors of said county in the same
manner that other claims are filed and paid. The salaries of
the deputies, clerks, and employees herein provided for shall
be paid by the county in monthly installments at the sa-_,ne time
and in the same manner and out of the same -fund as the salary
of the sheriff is paid.
3. R.E.CORDE.R. The recorder, three thousand five hun-
dred ('W31500.00) dollars per inn=; provided, that -there shall
be and there is hereby allowed to the recorder the following
deputies, clerks, and employees who shall be appointed by the
county recorder and shall be paid salaries as follows: one

vided, however) that the total salaries on a per diem basis
paid to said last na..ied copyists shall not exceed the sum of
three thousand (Q'3'000.00) dollars per annum, and such last
named copyists employed on a per diem basis shall be paid for
their services on the presentation and filing with the board
of supervisors of said county their duly verified claims there-

4. AUDITCOR. There shall be and there is hereby al-
loved to the auditor the following deputies, clerks and employ-

be -,-aid salaries as follovis: one deputy auditor at a salary of

at a salary of one hundred ten (9'110.00) dollars per month; one
clerk at a salary of one hundred fifteen dollars per
month; and, one clerk at a salary of one hundred fifty (5.-150)
dollars per month, one-Iialf of which shall be taken from the
salary fund and one-half of which shall be taken from the road
funk of said county; provided, further, that said auditor is
le-L,eby such clerks and emn-'.Loyees as he may deem necess-
ary and appoint them at a salary of five N5.00' dollars per day
eachi, and such additional clerks and employees at a salary of
four (44.00) dollars per day each, and such additional clerks

provided) however, that the total amount of salaries and comDen-
sation paid to such clerks and employees on a per diera basis

The salaries of the deputies and employees hereinabove provided
for shall be paid by the county in monthly installmentsatthe
same time, in the same manner, and out of the same fund as the
salary of the auditor is paid; provided, that,,the State Board of
Equalization shall require an equalization of the taxes of this
county with other counties in the state, then the auditor shall
be allowed such additional clerks and em-
ployees as he may deem
necessary and appoint the same at a salary of five 05.00) dollars
per day, and such additional clerks and employees at a salary of
Jour ($4.00) dollars per day each, and such additional clerks and
employees at a salary of three (% 3.00) dollars per day each; pro-
vided, however, that the total amount of the salaries and comper.-
sation -oaid to such clerks and employees on a Der diem basis shall
not exceed the total sum of an additional one thousand eight hun-
dred (81,800.00) dollars per annum; provided, furtheri that such
clerks and employees just referred to shall be paid for their
services out of the same fund as the auditor is paid upon their

filing vith the board of supervisors of said county their duly
verified claims for the sums due them.
5. TREASURER. The treasurer, three thousand five hun-
dred (0,500-00) dollars per annum; provided, that there shall
be and there is hereby allowed to the treasurer one deputy
treasurer who shall be appointed by the treasurer and who
shall receive a salary of one hundred seventy-five (3.175-00)
dollars per month, said salary to be paid in monthly install-
ments at the same time, in the same manner, and out of the
same fund as the salary of the treasurer is paid; provided,
further, that the said treasurer is hereby allowed such addit-
ional clerks and employees as he may deem necessary to appoint
at a salary of four (44.00) dollars per day each; provided,
however, that the total amount Of salary and compensation paid
to such clerks and employees On a per diem basis shall not
exceed the total of six hundred Q00.00) dollars per annum;
and provided further, that such clerks and employees shall be
paid for their services out of the same fund as the salary of
the treasurer is paid upon filing with the board of supervisors
of said county their duly verified claims for the sums due
them; provided, however , that the bond of the treasurer and
his deputy shall be executed with a reliable bonding and surety
company, and that the premiums on said bonds and the same hav-
inE been duly approved, shall be a charge against the county
and payable out of the general fund upon the presentation and
filing of duly verified claims therefor with the board of super-
visors; provided, further, that the sums allowed herein to the
treasurer shall be in full compensation for all work and labor
done by the treasurer in his capacity as such and all fees other-
wise allowed hin by statute shall be paid by him into the county
treasury and shall not be retained by him for his own use and
benefit.
6. TAX CULLECTOR. The tax collector, three thousand
five hundred (43,500.00) dollars per annum; provided, that
there shall be and there hereby is alloved to the tax collector
the following clerks, deputies , and employees who shall be ap-
pointed by the tax collector and shall be paid salaries as
follows: one deDuty tax collector at a salary of one hundred
ninety-seven Qli?.00) dollars per month; one deputy tax col-
lector at a salary of one hundred fifty-four 0154.00) dollars
pea month; one deputy tax collector at a salary of one hundred
thirty-two ( MM) dollars per month; one clerk at a salary
of one hundred nineteen (QllV.00) dollars per month; one steno-
grapher at a salary of one hundred ten dollars per
monthy and such copyists as the tax collector may appoint at
a salary of three and 001100 (In'13.50) dollars per day each, and
such clerks as the tax collector may appoint at a salary of
four 0.,4.00) dollars per day each; provided, however, that
the total anount of salary an, compensation paid to such copy-
ists and clerks shall not exceed the sua of three thousand
five hundred (J3,500.00) dollars per annum, and such copyists
an& clerks shall be paid for their services, on presenting
and filing with the board of supervisors of said county their
duly verified claims therefo2. The salaries of the deputies,
clerks, and employees herein provided for shall be paid by
said county in monthly installments at the same time, in the
same manner, and out of the same fund as the salary of the tax
collector is paid; provided, however ) that the compensation of

such copyists and clerks shall be paid upon the presenting
and Filing of the claims with the board of supervisors as
hereinbefore provided.
7. DISTRICT J O,*,TI . `here shell be and there
hereby is allowed to the district attorney the following
clerks, deputies, and employees who shall be appointed by the
district attorney, who shall hold office at the pleasure of
the district attorney, and shall be paid salaries as follows;
one chief deputy district attorney at a salary of two hundred
sixty-three (4263.00) dollars per month; two deputy district,
attorneys at a salary of one hundred ninety-seven ( 197.00)
dollars per r-ionth each; one detective who shall' assist the
district attorney in the detection of crime and prosecution:
of criminal oases, whose salary is hereby fixed at the sum of
one hundred ninety-seven ($197.00) dollars per month and one
stenographer to the district attorney at a salary of one
hundred twenty—seven ( 127,00) dollars per ?month, whose duty
it shall be to do general stenographic work for the district
attorney; three stenographers to the district attorney at a
salary of one hundred ten ($110.00) dollars per month each.
The salaries of the deputies, clerks, and employees as herein
Drovided shall be paid by type said county in monthly install-
ments at the same time, in the same manner, and out of the
same fund as the salary of the district attorney is paid. The
district attorney and his deputies shall be allowed six and
one--half cents (6-s-O) per mile, without any constructive mile-
age for his expenses of traveling necessarily done by auto-
mobile, and his actual traveling expenses when he travels by
rail.
8. SUcIMI ?EN-DEFI1 Gl, SCHOOLS. The superintenuent of

Superintendent of 9chools shall receive from the effeetive date
of this ordinance to the first Monday in. Tanuary, 1935, : aur",Thou-

in the discharge of his duty in visiting and examining schools
as provided by lana, and it shall be .the duty of said field
deputy superintendent to make written report, notice; of his
examination to be transmitted by the superintendent of schools
to each trustee of all districts so examined, which said field
deputy shall .receive a salary of two hundred sixty-three
( 63.00) dollars per month; one deputy superintendent of
schools who shall receive a salary of one hundred fifty-four
( 154.00) dollars per month, and, one deputy superintendent of
schools who shall receive a salary of one hundred (9'100.00)
dollars per month. The salaries of the deputies provided for
shall be paid by said county in Monthly installments at the
sa-.ie title, in the sa=ge 4-tianner, and out of the same fund as
the salary of the superintendent of schools is paid. lshe sup-
erintendent of schools and his deputies shall be allowed six

9. ASSESSOR. The azsassor, five thousand Q51000-00)
dollars per annum; provided, that there shall be and there
hereby is allowed to the assessor the following deputies,
clerks, and employees who shall be appointed by the assessor
and shall be paid salaries as follows: one deputy assessor
at a salary of two hundred nineteen (;;x219.00) dollars per
month; one improvement valuation deputy assessor at a. salary
of one hundred ninety-soven 4197.00) dollars per month; one
deputy assessor at a salary of one hundred f0ty-eight (9-158-00)
dollars per }?onth; one deputy assessor at a salary of one

as the assessor may appoint; provided, however, that the total
compensation of said additional deputy assessors, clerks, and
copyists shall not exceed the sum of six thousand five hundred
thirty (06,530.00) dollars per annum, The salaries of the
deputies, clerks, and employees shall be paid for their serv-
ices in monthly installments at the same time, in the same
manner, and out of the same fund as the salary of the assess-
or is paid; provided, however, that the compensation of said
additional deputy assessors, clerks and copyists shall be
paid out of the sane fund as the salary of the assessor is
paid upon the presentation and filing of verified claims with
the board of supervisors as hereinbefore provided; provided,
however, that the assessor shall receive no compensation or
commission for collection of personal property taxes; nor
shall such assessor receive any compensation or commission
for making out the military roll of persons returned by him
as subject to military duty as provided by section 1901 of
the Political Code; provided, further, that the assessor is
hereby authorized to contract with an abstract and title com-
pany for copies of transcript of recorded instruments affect-
ing titles at a compensation of forty (140.00) dollars per
month.
10. 0041301FIEF1. The coroner, such fees as are nor and
may hereafter be allowed by law; provided, however, that the
coroner shall be allowed for general services in holding an
inquest the sum of ten (00,00) dollars, and there shall be
and there is hereby allowed to the coroner one stenographer,
whose duty it shall be to act as reporter and take down in
shorthand and transcribe into longhand the testimony of the
witnesses at all inquests. Said stenographer to the coroner
shall be appointed by the coroner and be paid a salary of
one hundred ten (1110,00) dollars per month, which salary shall
be paid by said county in monthly installments at the same time,
in the same manner, and out of the same fund as the salary of
the county officers is paid. Ill subpoenas or processes issued
by said coroaer may be served by any peace officer and fees for
such services shall be paid as provided by law. The coroner
shall be allowed six and one-half cents j6jj) per mile, without
any constructive mileage for his expenses of traveling neves-

scarily done by automobile, end his actual traveling expenses
when he travels by rail.,
11. PUBLTC AD-'--' T,7TSTRATOR. The public administrator,
such fees as are now or may hereafter be allowed by law.
12. SUMTEYOR. The surveyor, five thousand (�5'000.00)
dollars per annum; provided, that there she!! be and there is
hereby allowed to the surveyor the following deputies and em-
ployees who shall be appointed by the surveyor and hold office
at his pleasure, to wit: one deputy surveyor at a salary of
two hundred sixty-three 0263,00) dollars per month; one dep-
uty surveyor at a salary of two hundred nineteen (4219.00)
dollars per month; one stenographer at a salary of one hundred
ten 0410.001 dollars per month. The salaries of the deputies
and the stenographer herein provided for shall be -paid by the
said county at the same 'U_-Lae, in the same manner, and out of
the sane fund as the salary of the surveyor is paid. In addit-
ion to the deputies and the stenographer herein provided for,
the surveyor shall be allowed the following engineers and em-
ployees: two engineers at a salary of eight (48.00) dollars,
Der day each; one instrument man at a salary of seven (47.00)
dollars per day; one draftsman at a salary of seven and 50/100
07.50) dollars per day; one draftsmen at a, salary of seven
(�7.00) dollars per day; four chairmen at a salary of five
and 50/100 05.50) dollars per day each; provided) however,
that the total compensation for said engineers and employees
shall not exceed the sum of fourteen thoz=usand four hundred
(zX14,400.00) dollars per annum; and provided) further, that
the compensation of said engineers and employees shall be
raid by the county on the presentation and filing of claims
therefor with the board of supervisors as hereinbefore provid-
ed, said payment to be made from the same fund as the salary
of the surveyor is paid. The surveyor and his deDutiea shall
be allowed six and one-half cents (6-1 ) per mile, -without any

constructive mileage for his expenses of traveling necessarily
done by automobile, and his actual traveling expenses when he
travels by rail.
13. CL4fSSI_1qI0ATIO1'7 OF TO77Y,SHIPS. The population of
the several judicial townships for the purpose of fixing the
compensation of tomaship officers shall beascertainedand
declared by the board of supervisors in the month of July,
1934, and in the month of Suly every four years thereafter)
as follows: said board shall by order at a regular meeting
determine the population of each township to be three (3)
times the registration of legal voters on file July first of
said year in each township, and every four years thereafter
succeeding, and it shall declare this sum to be the population
of each township. Said township shall further be classified
as follows: Class 1 townships having a population of more
then 20p000; Class 2 townships having a-population of from
10,001 to 20,000, Class 3 - townships having a population of
from 7,001 to 10,000; Class 4 - townships having�a population
of from 4001 to 7,000; Class 5 - townships having a populat-
ion of from 2,001 to 41000; Class 6 - townships having a
population of from 1,001 to 21000; Class 7 - townships having
a population of less than 11000.
14. JUSTICES OF TIE PLACE. Tustices of the peace
shall receive the following monthly salaries, to be paid each
month as the salaries of county officers are paid, which
shall be in full for all services rendered by them in crim,
incl cases, and shall receive the following compensation per
month, according to the classification hereinabove designated:
(1) In'_townships of the first class, the sun, of three
hundred seven (,'307.001 dollars er month -�or wages, and the
further sure of sixty-two (6�62.00� dollars per month for ex-
penses necessarily incurred in the conduct of said office.
(2) In townships of the second class , the suit of one
hundred fifty-four (1:13154.00) dollars per -month for waves, and
the -.Purther sum, of thirty-on.e (�51.00) dollars per month for
expenses necessarily incurred in the conduct of said office.
(3) In townships of the third class, the sun of one
hundred fifty--four 01511.00' dollars per month for wages
and the further surf of thirtoy-one ( 31.00) dollars per month
for expenses necessarily incurred in the conduct of said of-
fice.
(4) In townshiDs, of the fourth class, the sum of
one hundred thirty-two lf132.00) dollars per month for wages,
and the further sum of twenty-seven (%-?�27.00) dollars per month
for emoenses necessarily incurred in the conduct of said of-
fice.
(5) In townships of the fifth class, the sum of one
hundred ten (6' 110.00) dollars per month for wages, and the
further oum- of twenty-two ( 122_.00) dollars per month for ex-
penses necessarily incurred in the conduct of said offioe.
(6) in townships of the sixth class the sum of forty
(_."' 40.00) dollars per month for wages and the further sULI
of eight (48-00) dollars per month for expenses necessarily
incurred in the conduct of said office.
(7) In townships of the seventh class) the sum of
fifteen 0, 15.00) dollars per month for wages, and the further
sum of three (43-00) dollars -per month for expenses necessar-
ily incurred in the conduct of said office.
(8) Each justice of the peace must pay into the coun-
ty once a month all 'Lines and fees collected by him in criminal
and civil cases and the auditor must withhold war.-ants for

of all c-rimina.1 and civil cases tried or filed and fines and
fees collected and paid into the county treasury.
15. CONST Via. Constables shall reoeivo the fol-
lowing compensation to be paid each month as salariesof county
officers are paid, which shall be in full for all services
rendered by them in criminal cases and shall receive the fol-
lowing compensation per month, according to the classification
hereinbefore designated:
(1) In townships of the first class, the sum of one
hundred fifty-eight (,;__158.00) dollars per month as salary end

( ) In townships of the second class, the sum of one
hundred fifty-eight ($158.00) dollars per month as salary and

(5) In toignship s of the third class, the sum of one
hundred fifty--eight 0158.00) dollars per month as salary,
and the further sum of forty (4'40.00) dollars per month for
expenses necessarily incurred in the conduct of his office.
(4) In townships of the fourth class, the sum of one
hundred fifty-eight G158.00) dollars per month as salary and
the further sum of forty (040.00) dollars per month for ex-
penses necessarily incurred in the conduct of his office.
(5) In townships of the fifth class, the sure of one
hundred fifty-eight (4158.0{0 dollars per month as salary.
(6) In townships of the sixth class, the sum of
ninety ( '90.0) dollars per month as salary.
(7) In townships of the seventh class, the sum of
twenty-five (625.00) dollars per month as salary.
it is further hereby provided that should the board
of supervisors deera it wise to co=mbine one or more judicial
townships, that constables in the enlarged township shall
have the same number of deputies as there were constables in
the judicial district eliminated by the consolidation. Said
deputies under such consolidated form shell receive the sa_rae
rate of pay as herein listed for the class as determined by
the population within the territorial limits of their res-
pective districts, as said districts existed at the tine of
the consolidation. At the till-le that the board of supervis-
ors as hereinbefore provided, determines the population of
the respective townships, said board shall make a finding in
the sane _°:tanner determining the papulation of said district
of said consolidated township for purposes of fixing the com-
pensation of said deputy constables herein provided, accord-
ing to class.
Fees. Tor serving a coroner's subpoena the same fees
and Laileage as are now or may hereafter be allowed by law for
the service of a subpoena issued out of a justice court; for
sums uonin,g a coroner 's jury, the sara.e fees as are nou or may
be hereafter allowed for surzioning a jury in a civic, action,
in the justice court; for transporting, prisoners to the county
jail, the expenses for such transportation. In addition to
the monthly salar�r allowed hire herein, each constable may re-
oei.ve for his own use in civil cases the fees allowed by lair.
16. S AL , the sealer of weights. and measures,
two thousand one hundred (�, ,2sl O.00) dollars per annum; pro-
vided, that there shall be and 'there is hereby allowed to the
sealer of weir hts and measures one deputy who shall be paid a
salary as follows: one hundred thirty-two (U32.00) dollars
per month. The salary of the sealer of weigh-us and measures
and deputy herein -provided for shall be paid for by said
county at the same tirae, in the same 11-lanner, and from the
sal-de fund as the salary of other county officers are paid;

17. COTUNITY County librarian, two thou-
sand six hundred twenty-five ( 2t625.00) dollars per annum;
provided, that the salary of the county librarian shall be
paid by the said county in monthly installments at the same
time, in the same manner, and' froi:ii the same fund as the sal-
aries of other county officers are paid; provided, further
that verified claiiss of the county librarian for traveling
expenses necessarily and actually incurred in the performance
of the duties of the office shall be presented and filed with
the board of supervisors each month for the amount claimed
durinryZD the Drecediag month. The county librarian shall be
allowed six and one-half cents (62O) per mile, without any
constructive ,,-Lileage for her expenses of traveling necessarily
done by automobile, and her actual traveling expenses when

18. SUPaRVISCiRS. -J.']ach supervisor shall receive as
expenses- as supervisor and road commissioner six and one-half
cents per rile each way traveling to and from. his res-
idence while engaged in the performance of the duties of
su-aervision of public roads, as commissioner, or other bus-
iness of the county, said e--i0penses not to exceed three hun-
dred Y300.00) dollars per annum. , while traveling -,,-ithin the
County of Contra Coste) and in
addition thereto shall be
allowed at the rate of six and one-half cents (6-LO) per mile
for actual miles traveled without the County of Contra,
Costa as compensation for the performance of county business
outside said county.
19. PROBATION CY11"ICE.R. There shall be one Drobation
officer whose salary shall be two hundred nineteen (�219-00)
dollars per month, and one stenographer whose salary shall be

officer shall be allowed six and one-half cents (6224) per mile,
without
any constructive mileage for his expenses of travel-

Actual, reasonable, and necessary expenses shell be allowed
all the officers of the county in the discharge of their of-
ficial duties. 1 etailed expense accounts must be rendered
on t1 e first day of each -alonth .for the expenses incurred in
the previous month. "For traveling necessarily done by auto-
mobile, an officer shall be allowed 1nileage at the rate of
six and one-half cents (6'-�OL¢) per mile, vithout any construc-
tive lileage, except as herein otherwise provided.
If any section, subsection, sentence, clause, or
phrase of this ordinance is, for any reason, held to be uncon-
stitutional or invalid, such decision shall not effect the
validity or constitutionality of the remaining portions of
this ordinance. The Board of Supervisors hereby declare that
it uould -P ve passed this ordinance and each section, sub-
section, sentence, clause, or phrase thereof irresDective
of the fact that one or more of the sections, subsections,
sentences, clauses, or phrases thereof be declared unconstit-
utional or invalid.
