SECTION 4 It shall 'be unlawful for any person to cause , allow or. P6rmescape or be discharged`' from any chimney or flue directly or indirectly ;;connected with the furnanees , 'converters or other parts of any smelter into the free atmosphere , any air, smoke, gases or fumes which said air, smoke, gases or fumes contain oxides of sulphur estimated as sulphur triode or sulphuric anhydride amount- ing to ire than two and a half' (2 1 2) grams per cubic foot of .said aid', sake,' gases or fumes , and in calculating the pr air the purpose of this ordinance, such air, smoke, gases' or fumes shall be cal- culated at 'a temperature of sixty (60)degrees, Varhenheit thermometer, and at a barometric' pressure of thirty (30) inches. From and after the date this ordinance shall take of fecaerenafterprovided, it shall' be_ the duty of any pix= son desf.ring to operate 'a smelter to, procure 'from' the l ex-officio license collector of this county a 'license autrf i'ng him o operate the same, and shall pay; therefor to the said ''licen e, collector the license tax hereinafter set forth, for a' smelter of the capacity of the one he desires to operate. SECTIO' 7. The classification and the license tax for the operatIOR of after pursuant to the provisions of this 'ordi arl shell be as follows - _ CLASS 1. A smelter having a capacity not exceeding five hundred 0) tons of 'ore per day, the sum of'tven y five (2:5) dollars per month. f, ISS , smelter having a capacity of more than five hdrec SECTION 8. (a)' Enter and inspect any smelter for the operation of which a license has been granted .as aforesaid; (b) Observe and examine any process causing the evolution of any nodous or offensive air, smoke, gases, or fumes, and any appax`atps for preventing the discharge thereof into the atmosphere, or for rendering any. smoke, gases; fumes, or -nodous substance gene- rdted thereat harmless or inoffensive' when discharged; ' (c)' Ascertain the quantity' and composition of the ai'r, smoke gases, fumes, and noxious substances discharged from any such smelter (d)' Collect and remove for atsalyssi.s samples of air, smoke, gases, fumes and solid matter, generated or made at such smelter; and (e) Make such investigations and apply such tests as he may deers necessary or proper, or said' -Board may direct, to carry out the purposes of this ordinance.
