TO BOARD OF SUPERVISORS Transportation Committee Contra Fes' Supervisors Torlakson and Schroder l�,l.J,l��,"}}�,, January 26, 1988 Costa DATE' Cot/ Response to Caltrans ' Request for Comments on a Negative "'� �`1 SUBJECT: Declaration for Constructing an Additional Lane on I-680 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: The Transportation Committee recommends that: 1 . the Board of Supervisors take a position of "no comment" regarding Caltrans ' request on its CEQA position of a "negative declaration" for constructing an additional lane on I-680 in each direction between Willow Pass Road and Marina Vista; 2 . the Board of Supervisors request Caltrans encourage carpooling during construction of project by establishing additional park & ride lots in the I-680 corridor and helping to fund TSM efforts sponsored by the County; 3 . the Board of Supervisors request Caltrans to further encourage carpooling during the reconstruction of the I-680/State Route 24 interchange by all feasible TSM measures including reconsidering the use of the new lanes between Willow Pass Road and Marina Vista as High Occupancy Vehicle (HOV) lanes until reconstruction of the interchange is complete and to reevaluate the HOV designation at that time; and 4. the Board of Supervisors request Caltrans to accelerate construction of the future additional lanes ( i.e. the seventh and eighth lanes) between Willow Pass Road and Marina Vista to handle the traffic congestion approaching the Benicia Bridge. County Administrator �4 cc: A Community Development, TPD ATTESTEDQ '_ Caltrans PHIL BATCHELO CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY 'DEPUTY REASONS FOR RECOMMENDATIONS/BACKGROUND: The Board of Supervisors on January 12, 1988, requested the Community Development Department to review the negative declaration for an additional lane in each direction on I-680 between Willow Pass and Marina Vista. The widening will occur in the median and on the northern portion (at Marina Vista) of the project on the outside lanes. Staff reported their findings to the Transportation Committee based on the Board' s policy that all transportation items be referred to the Committee. This board order is a modified version of the staff submittal, and is offered as a substitute. The Committee and staff agree with the assessment that filing a Negative Declaration on this road widening is appropriate. It is the Committee's opinion that in order to reduce congestion during the construction of this freeway widening, Caltrans should encourage ridesharing. This could be accomplished by establishing park & ride lots along the I-680 corridor, and helping to fund current TSM efforts sponsored by the County. We also feel the Board should be aware of the potential for new freeway lanes to encourage the use of carpools and vanpools if the new capacity were reserved for such high occupancy vehicles (HOV' s) . The time savings provided by such a facility would complement the TSM ordinances and employer commute plans currently in place to help limit the percentage of commuters driving alone to work. Incorporating HOV lanes into this project may be a significant tool in mitigating construction impacts of the I-680/State Route 24 project which will significantly disrupt traffic during construction. Caltrans should reconsider the HOV lane alternative in view of the impact beyond this project' s boundaries, which involve benefits to the County' s TSM efforts and its potential as a construction mitigation measure of the I-680/State Route 24 project.
