HomeMy WebLinkAboutORDINANCES - 12151987 - 87-100 ORDINANCE NO. 87-100 (Sprinklers in Buildings Exceeding 10, 000 square feet) The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical footnotes from the official text of the enacted or amended provisions of the County Ordinance Code) : SECTION I . SUMMARY. This ordinance amends the 1985 Edition of the Uniform Building Code, which is the County' s building code, to generally require sprinklers in all buildings (except agricultural buildings and open parking garage buildings ) exceeding 10,000 square feet in floor area, and to disallow openings in area separation walls unless sprinklers are installed. SECTION II . Section 74-3 . 503 is added to the County Ordinance Code, to amend UBC Section 505, to disallow openings in area separation walls unless sprinklers are installed, to read: 74-3 . 503 UBC Sec. 505 , Area Separation Walls. The introductory paragraph of Subsection (e) of Section 505 is amended, to read: " (e) Area Separation Walls. Each portion of a building separated by one or more area separation walls may be considered a separate building provided the area separation walls contain no openings unless the building is protected throughout with an approved automatic fire extinguishing system, as specified in Chapter 38, and the walls meet the following requirements: " (Ord. 87-100 § 2 . ) SECTION III. Section 74-3 . 3801 of the County Ordinance Code is amended, to amend Subsections (b) , (c) and (d) of UBC § 3802 , to generally require installation of sprinklers in all buildings exceeding 10,000 square feet in floor area except agricultural buildings and open parking garage buildings, to read: 74-3 . 3801 UBC Sec. 3802, Automatic Fire-extinguishing Systems . (a ) Subsection (b) of UBC Section 3802 is amended to read: " (b) All Occupancies . An automatic sprinkler system shall be installed: 1. In every story or basement of all buildings when the floor area exceeds 1500 square feet and there is not provided at least 20 square feet of opening entirely above the adjoining ground level in each 50 lineal feet or fraction thereof of exterior wall in the story or basement on at least one side of the building. Openings shall have a minimum dimension of not less than 30 inches. Such openings shall be accessible to the fire department from the exterior and shall not be obstructed in a manner that fire fighting or rescue cannot be accomplished from the exterior . When openings in a story are provided on only one side and the opposite wall of such story is more than 75 feet from such openings , the story shall be provided with an approved automatic sprinkler system, or openings as specified above shall be provided on at least two sides of an exterior wall of the story. If any. portion of a basement is located more than 75 feet from openings required in this section, the basement shall be provided with an approved automatic sprinkler system. 2 . At the top of rubbish and linen chutes and in their terminal rooms . Chutes extending through three or more floors shall have additional sprinkler heads installed within such chutes at alternate floors . Sprinkler heads shall be accessible for servicing. 3. In rooms where nitrate film is stored or handled. 4 . In protected combustible fiber storage vaults as defined in the Fire Code. 5 . In all buildings when the total floor area exceeds 10 ,000 square feet. The area of mezzanines shall be included in determining total floor area. EXCEPTIONS; 1. Agricultural buildings. 2 . Group B. Division 3, open parking garage buildings containing no other occupancies and where exterior walls containing openings are located not less than 20 feet from an adjacent property line or center street line or public space. 3. When determining whether a building' s total floor area exceeds 10 , 000 square feet, the floor area of mechanical rooms of not more than 50 square feet and separated from the remainder of the building by not less than a 1 hour fire resistive occupancy separation need not be considered. (b) Subsection (c) of UBC section 3802 is amended by deleting subparagraph 3 . (c) Subsection (d) of UBC section 3802 is deleted. (Ords. 87-100 53, 80-14 §7 , 74-30 . ) SECTION IV. EFFECTIVE DATE. This ordinance becomes effective 30 days after passage, and within 15 days of passage shall be published once with the names of the supervisors voting for and against it in the Contra Costa Times , a newspaper published in this County. -2- ORDINANCE NO. 87-100 PASSED and ADOPTED on December 15 , 1987 . by the following vote: AYES: Supervisors Powers , Fanden, Schroder'; Torlakson , McPeak.
