RECOMMENDATION
Approve the staff' s recommendation on the Contra Costa County's Priority list for the
1986 State Transportation Improvement Program subject to concurrence from the Mayor' s
Conference.

REASONS FOR RECOMMENDATION/BACKGROUND
The California Transportation Commission (CTC) is charged to review the projects on
the current State Transportation Improvement Program (STIP) and to develop the fifth year' s
project list every year. In the nine-county San Francisco Bay Area, the Metropolitan
Transportation Commission (MTC) is responsible to develop the Regional Transportation
Improvement Program (RTIP) .
Metroplitan Transportation Commission has requested that every county develop their
own priority list for MTC's consideration.
For 198F, the CTC has requested that projects be submitted in 6 categories. They are:
1 . Committed projects
2. New projects
3. Federal Aid Urban projects
4. Landscaping project deferral and trades
5. Locally funded projects
6. Long lead time projects
The Urban Systems Technical Advisory Committee has prepared the attached list for your
consideration and the Contra Costa Transportation Advisory Committee has reviewed and
endorsed this list.
Attached is a memorandum from J. Michael Walford, explaining the recommended list.

SUBJECT: Report on the Status of the State , ransportation Improvement
Program (STIP)
This memorandum is intended to provide you with background information for
the public hearing on Tuesday, January 28, to adopt the 1986 STIP priority
list for Contra Costa County. The first part of the report deals with what
happened to the STIP in 1985. The second part of the report is what we
think is most likely to happen to the 1986 STIP and what Contra Costa can
expect.
With regards to the State Transportation Improvement Program (STIP) 1985 was
a year of confusion and disappointment. The California Transportation
Commission (CTC) initially indicated that only $80 million would be available
for new projects (compared to the normal $1 billion per year) . Then in June
of 1985, CTC made known that they had over programmed the STIP by $750
million over the next five years. This over programming was caused by the
difference between what California was allocated and what was actually
budgeted by the Federal Administration. As a consequence many projects were
deferred while some were dropped from the program. In October, CTC, in
order to conserve funds , revised their landscaping policy to defer and
delete all landscaping projects. Only projects that were court mandated or
specified in the environmental documents as project mitigation escaped the
axe.
Most of Contra Costa' s projects were affected to various degrees. The
projects on Interstate 680 were having problems in the environmental process
and were delayed for one year. We did receive commitments from the State
that project development work would continue so that further delays could be
avoided. All the landscaping projects associated with the widening projects
were deferred. We are now faced with the possibility of losing these
landscaping projects.
The operational improvements and the high occupancy vehicle (HOV) lanes
project on Interstate 80 received somewhat of a mixed treatment. This
project was listed as funded through Interstate Discretionary funds (FAID)
in the past. However, the State of California was not able to meet the
requirements to compete for these funds. In 1985 we managed to switch the
funding of this project from FAID to Interstate Completion and Interstate
Rehabilitation funds thereby assuring the completion of the project.
Unfortunately, the portion of the project from San Pablo Dam Road to Willow
Road was dropped from the STIP during the funding crisis.

The John Knox Freeway, known as Highway 17 before and now renamed Interstate
580, also received Interstate Completion funds. Efforts by the CTC to
dropped segments of this project was headed off. It now appears that the
John Knox freeway will be a reality with most of the landscaping elements
remaining intact.
I would now like to explain the proposed 1986 STIP and how it affects this
County.
CTC, after reprogramming all the projects that were deferred in the 1985
STIP has indicated in December 1985 that there will be about $240 million
available statewide for Interstate routes. The flip side is that about $160
million of noninterstate route projects will have to be further deferred.
As of January 23, 1986, CTC announced that there will not be any funds for
the 1986 STIP. The most that we can expect is to have a list prepared in
the event that monies are found.
CTC has requested that each County submit a priority list containing 6
categories. They are listed on the attached priority list. The list was
prepared by the City - County Engineering Advisory Committee and was approved
by the Contra Costa Transportation Advisory Committee. It will be in front
of the Mayor' s Conference on February 6.
