GILBERT, DIRECTOR OF GENERAL SERVICES 3 DATE: January 21, 1986 SUBJECT: APPROVING LIST OF PROJECT AND CONSTRUCTION MANAGEMENT FIRMS FOR NEW COUNTY DETENTION CENTER (4411-4101; 0928-WH101B) Specific Requests or Recommendations & Background & Justification I. RECOMMENDED ACTION: A. APPROVE the following firms as- highly qualified to provide project management services for the New County Detention Center, listed in order of preference, as recommended by the County Selection Committee: O'Brien Kreitzberg & Associates, San Francisco, Raymond Kaiser Engineers, Inc. , Oakland, Turner Construction Company, Inc. , San Francisco. B. AUTHORIZE the County Administrator or his designee to (1) negotiate an appropriate agreement with the firm listed first for project management s6rvices at a price which the County Administrator determines to be fair and reasonable to the County, and (2) if staff is unable to negotiate a satisfactory agreement, to formally terminate negotiations with the first firm and undertake negotiations with the other firms, in the order of preference determined by the Selection Committee and as described in Government Code Section 4528, until an appropriate agreement is reached. II. FINANCIAL IMPACT: Authorizing negotiations will have no significant financial impact. However, any agreement resulting from these negotiations will be submitted to the Board for approval , and, if approved, will encumber funds from the capital budget established for the New . Detention Center. An Agreement can ' be negotiated which will encumber funds for only one or two phases of service at a time, not for full services. In this manner, encumbrances can be distributed over several fiscal years. III. REASONS FOR RECOMMENDATIONS/BACKGROUND: A. By an Order dated September 10, 1985, the Board authorized the Public Works Works Director to solicit Statements of Qualifications from project managers and construction management firms and to conduct an evaluation process to determine the most highly qualified to provide project management services for the New Detention Center. REASONS FOR RECOMMENDATIONS/BACKGROUND: (continued) B. The Public Works Director issued a Request for Statements of Qualifications on September 10, 1985. The request was advertised in a major construction newspaper with circulation throughout northern California, was sent to all firms which had expressed interest in the project over the past few years, and was distributed throughout the state by a marketing .intelligence service. The Director received responses from 22 candidates on October 8, 1985, and assembled a Screening Committee on October 16, 1985 to determine the most qualified, based on a review of the Statements of Qualifications. the Screening Committee found seven candidates most qualified and, on December 4 and 5, 1985, a Selection Committee conducted one-hour interviews. with each of six candidates (one .dropped out of contention before the interviews). Following the interviews, a Selection Committee ranked the candidates in order of preference, based on the presentations during interviews, Statements of Qualifications, and responses from references. C. The Selection Committee comprised the Director of Justice System Programs from the County Administrator's Office; an Assistant Sheriff; and the Assistant Director of General Services. Also, other representatives from the County Administrator's Office, the Sheriff-Coroner Department and the General Services Department participated as observer/advisors in the interviews and in the post interview discussion. D. The Committee has recommended that the County Administrator seek authorization to negotiate an appropriate agreement for project management services with the candidate ranked first and, if negotiations fail , to negotiate with the other firms as described in Government Code Section 4528, in the order of preference established by the Committee. E. The County must proceed with an agreement for project management services because (1) it does not have sufficient staff to provide the services and (2) 'it will need to have such an agreement in effect by the time a site is confirmed and the predesign program is complete so that the project will proceed without delay. The predesign program is at least 90 percent complete and could be completed within a few weeks after the site is confirmed. IV. CONSEQUENCES OF NEGATIVE ACTION: If this recommendation is not approved, the County will risk delay in a project which must be completed as soon as practical to relieve crowding in the existing detention facility. Also, undue delays could jeopardize or complicate State grant funds designated for the New Detention Center. RDH:fc bo:DetCent16.t12 -
