THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA
Adopted this Order on January 28, 1986 , by the following vote:
AYES: Supervisors Fanden, Schroder, McPeak, Torlakson, Powers

ABSENT: None
ABSTAIN: None

SUBJECT: Toxic Air Incident at Airport
Plaza Building, Concord
Dr. Wendel Brunner, Assistant Health Services Director,
Public Health, advised the Board that in the investigation of the
toxic air incident at the Airport Plaza Building in Concord, the
Health Department had questioned Wells Fargo employees involved in
the incident, made industrial measurements and collected information
from both Wells Fargo management and Tosco representatives. He
noted that both the Air Quality District and the Health Department
test results were consistent and concluded that the release at Tosco
earlier in the day was not the cause of the incident at the Airport
Plaza Building, since no one in the surrounding community was
impacted and the symptoms were not consistent with the material
which had been released. Dr. Brunner stated that the incident was
due to no one particular cause but rather a combination of things,
including odors from the new materials, carpets, etc. used in the
building and the tightly sealed, energy efficient air circulation
system which allowed the odors to build up and become noticeable.
He stated that the Health Department could reassure the employees at
the Airport Plaza Building that there was not any health risk because
of the incident.
Supervisor Nancy Fanden suggested that there should be
. some guidelines developed addressing the issue of the types of
materials that could be used in public buildings to avoid incidents
of this kind.
Board members being in agreement, IT IS ORDERED that the
oral report of the Health Services Director on the review of the
toxic air incident at the Airport Plaza Building is ACCEPTED.
IT IS FURTHER ORDERED that the Health Services Director is
REQUESTED to recommend guidelines as to the type of materials that
can be used in public buildings to reduce environmental pollution.
