The Board of Supervisors of the County of Contra Costa, State of California, does ordain as followa: SECTION I. Ordinance No. 820, the Subdivision Ordinance of Contra Costa Oounty, is hereby amended by the amendment of Section XIV, Specifications, Subsection II, Part 0, to read as follows: 00. Wherever the quantity of store water routed to the streets exceeds the capacity of the gutters, such water shall be carried in open ditches or closed conduits at the option of the subdiviAer. An additional minimum width of twelve feet (121) shall be provided along all ditches for maintenance purposes. Such drainage ditch and the property required for maintenance purposes shall be dedicated in fee to the County on the final map• Any portionuof the Contra Costa Canal running through the proposed subdivision, earth drainage ditches and ditches lined with reinforced concrete shall be fenced on both sides within the subdivision. If the ditch is lined with reinforced concrete, fencing may be plaosd along both sides or the lining with access gates for workman provided at reasonable intervals. Fences shall have a minimum height of five feet (51) above adjacent finished lot surface and be constructed of redwood construction heart e or better. "AN ORDINANCE OF TIM COUNTY OF CONTRA COSTA CREATING AND ESTABZMHIW A MERIT SYSTEM FOR SAID COUNTY, PURSUANT TO THE PROVISIONS OF THE COQ CIVIL.SERVICE ENABLING ACT% BY ADDING THERETO SECTION 10-D PROVIDING OIVIL SERVICE STAIUS UNDER THE MERIT SYSTEM FOR EMPLOYEES OF THE CONTRA COSTA COUNTY FLOOD CONTROL AND WATER CONSERVATION DISTRICT. The Board of Supervisors of the County of Contra Costa, State of California, does ordain as followst SECTION I. Ordinance no. 325 of the County of Contra Costa is hereby amended by adding thereto, after Section 10-0, the followings "SECTION 10-D. The provisions of this ordinance shall apply to all sWlcyment of the Contra Costa County Flood Control and Water Conservation District. All present and future employees of the Contra Costa Flood Control and Water Conservation District shall be and are declared to be part of the County Merit System, and shall have all of the rights, privileges and responsibilities under said system that ars accorded to County employes#. Any transfer between the County service and the described District service shall not operate to prejudice employees* status established under this Merit System." SECTION II. This ordinance is hereby declared to be an emergency measure- The facts constituting the emergency are as follower The Civil Service Department of this County is unable to recruit personnel to take GOVIOytaent with the Contra Costa County Flood Control and Water Conservation District. The lack of personnal.will delay and defeat the program of flood control and water conservation to the detriment of the health and safety of the residents of the County of Contra Costa. SECTION III. The Planning Commission shall report its findings in writing within semen (7) days after the close of the hearing. Such report shall be filed with the Planning Department. In its findings it shall report the facts found and its conclusions as to whether a land use permit should be granted, granted with con- ditions or denied. Such facts found, if supported by substantial evidence before the Planning Commdesion, shall be final and such oon- olusiona, if reasonable considering such facts and all reasonable intend- mmnte and inferences therstromy shall be final ten (10) days after such report is filed, unless an application for hearing before the Board of Supervisors has been Mled. Any person, whether applicant for protestant, who is dissatisfied with the findings of the Planing Commission may, within ten (10) days after such report is Hied, apply to the Board of Supervisors of the County of Contra Costa for a hearing. Such application shall be filed with the Planning Department, The application shall be in writing and shall fully state the reasons why a hearing should be granted by the Board of Supervisors. In ooraidering whether a hearing should be granted, the Board of Supervisors will consider only the written application. The Bould of Supervisors may, on such application or on its own motion, order the natter to be heard by the Board of Supervisors by the affirma- tive vote of three (3) members. If no hearing is granted within ten (10) days of the filing of an application it shall be deemed to be denied. If a hearing is ordered by the Board of Supervisors, the notice of hearing shall be given and the report of findings and conclusions shall be made by the Board as is done in the case of a hearing by the Planning Commis- sion. The findings and conclusions of the Board of Supervisors, if amp- perted by substantial evidence in the record or in the hearing before the Board of Supervisors and the conclusions, if reasonable considering such facts and all reasonable lntendsente and inferences therefrom, shall be final. The Board of Supervisors of the County of Contra Costa, State of California, does ordain as follows: SECTION I. DEFINITION. The work "vehicle", as employed in this ordinance, shall include all vehicles and other objects, howso- ever propelled or carried, which are moved over the hereinafter described portion of county road. SECTION II. The speed to be traveled by any vehicle over the hereinafter described portion of county road is hereby fixed as follows: (a) NOT TO EXDEED 35 miles per hour over that portion of ST. MARY'S ROAD north of Camino Colorados and located outside of residential or business districts, as defined by the Vehicle Code of the State of California. (b) NOT TO MWEED 35 miles per hour on that portion of MORAGA ROAD north of St. "is Road and located outside of residential or business districts, as defined by the Vehicle Code of the State of California. SECTION III. The Road Commissioner is hereby authorized and directed to place standard speed limit signs along and upon said road Indicating said speed limit. SECTION IV. Ordinance No. 559 is hereby repealed. SECTION V. Any person violating any of the provisions of this ordinance shall be guilty of a misdemeanor and shall be punished as provided in Section 762 of the Vehicle Code of the State of California.
