AN ORDINANCE REGULATING PARKING ON MORAGA ROAD IN THE COUNTY OF �gONRA, COSTA ST`ATE .OF CALIFORNIA The Board of Supervisors of the County of Contra Costa, State of California, do ordain as follows: SECTION I: It shall be unlawful for any vehicle to park or stand along the designated portions of the hereinafter described streets located in the County of Contra Costa at any time: (1) Beginning on the west side of Moraga Road, 320 feet south of the intersection of the southerly right of way line of the California State Highway IV-CC-75A and the west line of Moraga Road, Lafayette, California, thence southerly along the west line of Moraga Road, 20 feet. Any part of Ordinance No. 386 in conflict herewith is hereby repealed. The County Surveyor is hereby authorized to designate such spaces by appro- priate markings or signs, as is moot practical. SECTION II: It shall be unlawful for any vehicle to park or stand upon the designated portions of the hereinafter described street in the County of Contra Costa for longer than ten minutes at any given time: (1) Beginning on the west side of Moraga Road, 300 feet south of the intersection of the southerly right of way line of the California State Highway, IV-CC-75A, and the west line of Moraga Road, Lafayette, California, thence southerly along the west line of Moraga Road, 20 feet, and (2) Beginning on the west side of Moraga Road, 340 feet south of the intersection of the southerly right of way line of the California State Highway, IV-CC-75A, and the west line of Moraga Road, Lafayette, California, thence southerly along the west line of Moraga Road, 40 feet. The County Surveyor is hereby authorized to designate such spaces by appro- priate markings or signs, as is most practical. SECTION III: Any person violating any of the provisions of this ordinance shall be guilty of a misdemeanor, and upon conviction shall be punished by a fine not to exceed Two Hundred Fifty Dollars ($250) or by imprisonment in the County Jail for a period not to exceed six (6) months, or by both such fine and imprisonment. SECTION IV: This ordinance shall take effect thirty (30) days after the date of its adoption and prior to the expiration of fifteen (15) days from the pass- age hereof, shall be published at least once in the "Lafayette Sun", a newspaper print- ed and published in the County of Contra Costa, State of California, together with the names of the members of the Board of Supervisors voting for and against the same. The foregoing ordinance was passed and adopted by the said Board of Super- visors of the County of Contra Costa, at a regular meeting of said Board held on the 10th day of ARril, 1951, by the following vote, to wit: AYES: Supervisors - I. Aga - f � AN ORDINANCE PROHIBITING PARKING ON PORTIONS a . OF SHASTA AVENUE AND HAZEL AVENUE IN "EAST " RICHMOND HEIGHTS" IN THE COUNTY OF CONTRA COSTA, STATE OF CALIFORNIA. The Board of Supervisors of the County of Contra Costa! State of California! do ordain as follows: SECTION I: It shall be unlawful for any vehicle to park or stand along the designated portions of the hereinafter described streets located in the County of Contra Costa at any time: Beginning at the intersection of the easterly line of Shasta Avenue, Block 109, "East Richmond Heights" with the northerly line of Hazel Avenue, thence easterly along the northerly line of Hazel Avenue 30 feet. Smith (SEAL) Deputy Clerk. 62 ORDINANCE NO. 6�04 J ! AN ORDINANCE FIXING THE SPEED OF VEHICLES ON CERTAIN ROADS OF THE COUNTY OF CONTRA COSTA, (j^� AND PROVIDING A PENALTY FOR THE VIOLATION THEREOF. The Board of Supervisors of the County of Contra Costa, State of California, do ordain as follows: SECTION I: Definition. The word "vehicle" as employed in this ordinance, shall include all vehicles and other objects howsoever propelled or carried, which are moved over the hereinafter referred to county roads. SECTION II: The speed to, be traveled by any vehicle over the hereinafter described roads is hereby fixed as follows: (1) 35 miles per hour on County Road A-20, said zone to start at Maloney Road and extend three miles east. (2) 35 miles per hour on Glenside Drive, said zone to extend to Reliez Station Road. SECTION III: The County Surveyor is hereby authorized and directed to place standard speed limit signs along and upon said roads to indicate said speed limits. SECTION IV: Any person violating any of the provisions of this ordinance shall be guilty of a misdemeanor and upon conviction shall be punished by a fine of not to exceed Five Hundred Dollars ($500) or by imprisonment in the County Jail for a period not to exceed six months. SECTION V: This ordinance shall take effect and be in force from and after the 7th day of June, 1951, and once before the expiration of fifteen days after the passage hereof shall be published once in the "Pinole-Hercules News", newspaper of general circulation printed and published in the County of Contra Costa, State of California, together with the names of the members of the Board of Supervisors voting for and against the same. The Board of Supervisors of the County of Contra Costa, State of California , do ordain as follows: SECTION I: Section XII of Ordinance No. 599 shall be amended to read as follows: SECTION XII: ANNUAL, TAX LEVY TO MEET EXPENSES: The Board may levy a tax each year upon the real property in the district sufficient to pay the costs of carry- ing out the purposes of said district as defined herein provided, however, that in no event shall said tax exceed twelve cents (120) on each One Hundred Dollars (4100) of assessed valuation. The property remains the property of the County. All districts formed under and by the provisions of this act, unless previously dissolved, shall terminate as of January 1, 1953. SECTION III: Ordinance No. 605 amending Ordinance No. 599 is hereby repealed SECTION IV: This ordinance shall take effect and be in force immediately upon its passage and adoption and shall be published once before the expiration of fifteen (15) days after the date of its passage and adoption with the names of the members voting for and against the same in "Lafayette Sun" a newspaper of general circulation printed and published in the County of Contra 60sta, State of California. 64 Ord. No. 606, Continued May 219 1951 This ordinance is hereby declared to be an emergency ordinance affecting the peace, welfare and safety of the people. The reasons for the emergency are: A dis- trict under this ordinance must be formed immediately in order to do the necessary flood control work in the coming summer to avoid great damage to the central section of Contra Costa County due to likely floods in the winter. The Board of Supervisors of the County of Contra Costa, State of California, do ordain as follows: SECTION I: It shall be unlawful for any vehicle to park or stand along the designated portions of the hereinafter described street located in the County of Contra Costa, Sundays and holidays excepted, between the hours of 8:00 a.m. and 6:00 p.m. : on the south side of Walnut Court from Walnut Drive to Hampton Road. The County Surveyor is hereby authorized and directed to designate such space by appropriate markings. S. Navy Inland Storage area. The County Surveyor is hereby authorized and directed to place standard speed limit signs along and upon said road to indicate said speed limit. AN ORDINANCE PROVIDING FOR NO PARKING AT ME ANY TIME ALONG STREETS IN PORTIONS OF THE U0/' VUNINCORPORATED SECTION OF CONTRA COSTA COUNTY IN THE VICINITY OF KENSINGTON PARK AND PROVIDING FOR ONE HOUR PARKING, DIAGONAL PARKING, ONE WAY TRAFFIC AND A BOULEVARD STOP ON AND ALONG CERTAIN PUBLIC STREETS IN THE UNINCORPORATED SECTION OF CONTRA COSTA COUNTY IN THE VICINITY OF KENSINGTON PARK IN SUPERMI$ORIAL -DISTRICT -NUMBER. -ONE. The Board of Supervisors of the County of Contra Costa, State of California, do ordain as follows: SECTION I: It shall be unlawful for any car to stand or park at any time on or along the hereinafter described portions of public streets in the unincorporated territory of Contra Costa County, said portions of said streets being described as follows: (a) Beginning at a point on the curb on the west side of Amherst Avenue, Berkeley Highlands , where the same is intersected by the north line of Lot 1, Block D, "Berkeley Highlands" extended easterly; thence southerly along the curb on said west- erly side of Amherst Avenue, 50 feet* (b) Commencing at the intersection of the curb on the east side of Arlington Avenue, Kensington, produced southerly with the west curb on Amherst Avenue produced southerly; thence northerly from said intersection 30 feet to a point on the east curb on Arlington Avenue and the point of beginning of the following described No Parking zone; thence from said point of beginning northerly along the east curb on Arlington Avenue, 25 feet. The County Surveyor is hereby authorized to designate such spaces by appro- priate markings or signs, as is most practical. SECTION II: It shall be unlawful for any car to park except in a diagonal position along the hereinafter described portions of public street in the unincorporated territory of Contra Costa County, said portions of streets being described as follows: Beginning at intersection of the east curb on Arlington Avenue produced southerly with the west curb on Amherst Avenue in Kensington produced southerly; thence northerly 55 feet to a point on the curb on the east side of Arlington Avenue and the point of com- mencement of a diagonal parking zone; thence from said point of commencement along said easterly curb on the east side of Arlington Avenue 340 feet. The County Surveyor is hereby authorized to designate such diagonal parking spaces by use of white lines or other practicable method. , SECTION III: It shall be unlawful for any vehicle to drive on or along the hereinafter described public road in the unincorporated section of Contra Costa County, except in one direction as hereinafter designated: Edgecroft Road in Kensington Park is hereby made a one way street and traffic shall enter Edgecroft Road at the most westerly intersection of Coventry Road and Edgecroft Road; thence southerly, easterly, and northerly along Edgecroft Road, to its easterly intersection with Coventry Road, The County Surveyor is hereby authorized to put up such one way signs as are appropriate, SECTION IV: It shall be unlawful for any vehicle to enter the northerly intersection of Edgecroft Road and Coventry Road proceeding on and along Edgecroft Road without first coming to a complete stop at said intersection. The County Surveyor is hereby authorized and designated to install a proper boulevard stop sign at said intersection. SECTION V: It shall be unlawful for any vehicle to park or stand for more than one hour at any given time, Sundays and holidays excepted, between the hours of 67 Ord. No. 609, Continued May 219 1951 8:00 a.m. and 6:00 p.m. on the hereinafter described streets: (1) Colusa Avenue from Santa Fe Avenue to Ocean View Avenue; (2) Oak View Avenue from Colusa Avenue to Santa Fe Avenue. The County Surveyor is hereby authorized and directed to designate such space by appropriate markings. Said map, being duly prepared by the Contra Costa County Planning Commission and forming a part of the detailed and precised plans based on the Master Plan of said County, has been recommended and certified Pur- suant to the provisions of Section 75 of the Conservation and Planning Act of the said Planning Commission to the Board of Supervisors on the date specified on said map. Said map is hereby referred to and by reference hereby incorporated in this ordinance and made a part hereof and is hereby added to the Land Use Master Plan of the County of Contra Costa, State of California. Any land uses which are altered by this map are hereby established as the new land use districts and land uses permit- ted in the territories shown on this map, and any land uses in conflict by any previous amendment of this ordinance are hereby repealed by this ordinance. Recreational Residential District--(Map Designation R-R) : All of the land lying within a recreational residential district map be used for any of the following uses, and the use thereof is subject to the following regulations : 'Subsection 1. All of the uses permitted in an agricultural district together with such uses as are permitted by the provisions hereof after the granting of land use permits for the special uses authorized to be granted in an agricultural district. The specific uses under agricultural allowed in this district are only those as set forth and specified in Section 4, Subdivision E. Subsection 4 of Ordinance No. 382. 'Subsection 2 . In an island recreational district no other uses shall be per- mitted except as herein set forth in Subsection 1 unless otherwise provided for in this ordinance, except that the following specific uses are permitted without a use permit : single family residences with a minimum floor area of 400 square feet; summer family residences ; weekend residences; churches ; schools utility buildings ; and nurseries. 'The following uses may be permitted after the securing of a land use permit; boat liveries together with piers for hire of small craft only; accessory buildings; temporary structures; fishing boats for hire; buildings for the storage care and main- tenance of fishing equipment and craft, gear and accessory craft structures; clubs; summer lodges where the main building of the lodge building is not less than 2,000 square feet of lot area for each lodging unit; group summer lodges for seasonal rent; bathing beaches; sale of gasoline and fuel and boat parts and fittings, and bait and fishing gear. 'Subsection 3. Lot Area: All buildings or parts of buildings hereafter erected or altered for residential use shall provide a lot area of not less than 4,500 square feet, and no lot shall be less than 40 feet in width. ' 'Subsection 4. Height: No principal building or structure or part thereof hereafter erected or altered shall be more than 35 feet or 2J stories in height. No accessory building hereafter erected or altered shall be more than 20 feet in height. ' 'Subsection 5. Side Yards: There shall be a side yard on each side of all residences of not less than 5 feet, and there shall be an aggregate of 10 feet side yards. ii-11 group buildings of summer lodges and the like shall be at least 10 feet apart, and such distance shall be increased in width to a distance of 20 feet when 20 or more structures are to be built on any single taxable parcel of land. Set Backs: All structures shall be set back at least 30 feet 75 from any mean water level line along the banks of any island or portion of the main land within the boundary of this district, or shall be set back at least 10 feet from any public or dedicated road where any house faces a major water course and there is a road or levee between the proposed house and the mean water level line, then the house 1 , shall be set back at least 20 feet from the center line of the road. ' 1 'Subsection 7. Special provisions: No main building shall be located closer than 30 feet from the mean water level line of any of the water boundaries of the island area. Provided, however, use permits may be secured to modify this provision. Any piers or abutments on land extending out into the water past the mean water level line along the boundary of any island or portion of main land within the boundaries of this district shall be permitted use provided however they are reported by County authorities to proper State or any other agencies which may have control over the water in which they are being structured. The Plumbing Code for Contra Costa County shall be the Uniform Plumbing Code, 1950 Edition, adopted by Western Plumbing Officials Association at the Twentieth Annual Conference, October 1949, with the following exceptions: (1) Wherever the term "Plumbing Inspector" appears therein, it shall mean the County Building Inspector. (2) There shall be added to the Plumbing Code a new section at the end of Chapter VI of said code, Section 611, as follows: Section 611: Direction of Flow --- Each independent house drain, soil pipe or waste pipe within one building shall be run out the same side of the building and con- nected to a house sewer which shall run in a straight line to the main sewer. (3) The schedule of fees in Section 305 of the Uniform Plumbing Code is here- by changed as follows: Fee for the inspection of each house sewer shall be One Dollar ($1.00) , except that no fee shall be charged for the inspection of a house sewer for any house where a sanitary district, organized and existing by virtue of the laws of the State of California, is authorized to make and does make an inspection of such house sewer. In each of such cases, the inspection by the County Building Inspector shall extend to an include the house stub-sewer which is two feet (21 ) outside the foundation line of the house. (4) Chapter VIII, Section 801, of the Uniform Plumbing Code is hereby amended to read as follows : House Drain and House Sewer materials. The house sewer, beginning two feet (21 ) from any building or structure, shall be of cast iron pipe, vitrified clay pipe of approved standards or transite house connection pipe or its equivalent. Every horizontal soil or waste pipe or piping shall be provided with a cleanout at its upper terminal, and every such run of piping, which is more than fifty feet (501) in length, shall be provided with a cleanout for each fifty feet (501) 9 or fraction thereof, in the length of such piping, and a cleanout shall be installed directly at the upper end of every one-quarter (1/4) or ninety degrees (900) elbow or bend in any soil or waste piping; provided, however, that a cleanout shall not be required on any such concealed or completely enclosed pipe or piping which is above the first floor of the buildingg or any branch line less than five feet (51) in length. Every cleanout shall be installed so that the cleanout opens in a direction opposite to the flow of the soil or waste, or at right angles thereto. Every cleanout for a sand box shall be outside of the sand box. Every cleanout shall be so installed that there is a clearance of not less than eighteen inches (1811) in front of the cleanout, and so that such cleanout shall be readily accessible; and every cleanout under any portion of a building, which is within eighteen inches (1811) of the ground, shall be extended up to or above the fin- ished floor level directly above the place where the cleanout is required, or the cleanout shall be extended outside of the building. Every cleanout shall be located so as to be readily accessible and so located as to serve the purpose for which it is intended, in every case. Cleanouts shall be placed in every house connection sewer at the junction with the soil pipe at the building; at the junction with the main line sewer, or at the ' junction of the reducer and the four inch (411) pipe at the property line; at all changes in alignment and grade, above or below the point of change; and at intervals of not to exceed fifty feet (501) in straight runs. Cleanouts in straight runs longer than fifty feet (501 ) shall be uniformly spaced. All changes in direction of horizontal drainage lines shall be served by a cleanout if' such change of direction exceed twenty-two and one-half degrees (22-1/20) from a straight line. Cleanout fittings shall be of the same nominal size as the pipes they serve, up to and including four inch (411) pipe, and not less than four inches (411) for larger pipes. Every waste or soil line run independently to house sewer shall have a clean- out at the upper terminus of horizontal run of such waste or soil line. (12) Section 717 of the Uniform Plumbing Code is amended to read as follows: , Section 717• When vents are not required. (a) No vent pipe will be required on a backwater trap or subsoil catch basin trap or sand trap when such sand trap acts as a primary settling tank and dis- charges into a secondary sand trap which is properly trapped and vented. (b) Traps serving sinks, which are part of the equipment of bars, soda foun- tains and counters , need not be vented in the manner specified in Section 1004 of this Code, when the location and/or construction of such bars, soda fountains and counters is such as to make it impossible so to do. When such conditions exist, said sinks shall discharge into a floor sink or hopper which is properly trapped and vented. (c) No vent pipe will be required on a trap which connects to a special waste pipe. (d) No vent pipe will be required when a cellar or floor drain has an Ordinance No. 617 Continued 85 Monday, July 29 151 effective trap of at least three inches (311) in diameter and is .connected above the center line of the horizontal drain. (13) Section 716 of the Uniform Plumbing Code is hereby amended to read as follows: Section 716. Vent Pipe Grades and Connections. All vent and branch vent pipe shall be free from drops or sags and be so graded and connected as to drip back to the soil or waste pipe by gravity. Where vent pipes connect to a horizontal soil or waste pipe, the vent pipe shall be taken off above the center line of such pipe, ahead of the trap being served. Unless prohibited by structural conditions, all vents shall rise vertically to a point not less than six inches (611) above the extreme overflow level of the fixtures served before offsetting horizontally, or whenever two or more vent pipes converge or are joined together, each such vent pipe shall rise to a point at least six inches (611) in height above the top of the plumbing fixture it serves. A branch soil or waste pipe to which two (2) , and not more than eight (8) , water closets (except blowout type) , pedestal urinals, trap standard service sinks, shower stalls, or floor drains are connected in series, may be vented by a circuit or loop vent provided that a vent is installed in front of the last fixture connection and the number of fixture drains between any two successive relief vents does not exceed three (3). Circuit or loop vent must be the same size as soil or waste pipe. No soil or waste pipe in a battery shall have a greater fall than one-quarter inch (1/411) to one foot (11) and the soil or waste pipe in such battery shall not exceed forty feet (401) in length. When other fixtures discharge above such branch, each branch shall be provided with a full size relief vent taken off in front of the first fixture connection. (14) Section 1106 of the Uniform Plumbing Code is hereby amended to read as follows: Section 1106. Pipe to Cast Iron. Joints between wrought iron, copper, steel or brass pipe and cast iron pipe shall be either soldered, caulked or screwed joints made in the approved manner. A brass or copper caulking hub shall be used in joining copper to cast iron. Cast iron body cleanout shall not be used as a reducer from cast iron to steel or wrought iron pipe. (15) Section 1511 of the Uniform Plumbing Code is hereby amended to read as follows: Section 1511. Material for Gas Piping. 1. All piping used for the installation, extension, alteration and/or repair of any gas piping shall be standard weight wrought iron or steel, or brass or copper ' pipe of iron pipe size, except that copper tube, type K or L, may be used underground or under a slab on grade. 2. All such pipe shall either be new, or shall previously have been used for no other purpose than conveying gas, and shall be free from internal obstructions and the ends thereof properly reamed. 3. All fittings used in connection with the above piping shall be of malle- able iron, brass or copper. 4. All joints in the piping system, unless welded, shall be screwed joints, having American Standard or S.A.E. Standard threads. Such screwed joints shall be made up with a thread compound, approved by the plumbing official applied to the male threads only. EXCEPTION: When necessary due to structural conditions, approved type gas piping may be installed in other locations when permission has first been obtained from the department having jurisdiction. 2. All gas piping installed below ground outside of any building or structure shall be protected against corrosion to the satisfaction of the plumbing official. All ferrous gas piping installed below ground shall be protected against corrosion by a .mastic bituminous coating. 3. All gas piping shall be graded toward the meter wherever possible. Piping trapped by a change of grade shall be provided with a suitable drip pipe at the points where condensation will tend to collect. The drip pipe shall be at least six inches (611) long, the end capped and accessible for draining. 4. All gas piping shall be supported, at intervals of not more than six feet (61 ) by straps or hooks capable of withstanding four (4) times the weight of the pipe being so supported. 5. All gas outlets located in a barbecue or fireplace shall be controlled by an approved operating valve located in the same room and outside of the hearth but not more than four feet (4' ) from such outlets. 6. Where unions are necessary, "right and left" nipples and couplings shall be used. Bushings shall not be used in concealed locations. Ground-joint unions may be used at fixture or appliance connections. 7 If air or oxygen under pressure is interconnected with the gas piping system, an approved spring-loaded check valve shall be installed to prevent any air or oxygen from entering the gas piping. 8. A stopcock shall be installed at the house piping outlet ahead of all water heaters and ahead of the union connection. 9. All hose-end valves (hose cocks) shall conform to the American Standard "Listing ?requirements _'or Gas Valves". (17) Section 307 of the Uniform Plumbing Code is hereby amended to read as follows: Section 307. Notification. It shall be the duty of the person doing the work authorized by the permit to notify the plumbing official, orally or in writing, that said work is ready for inspection. Subdividers of realty subdivisions in Contra Costa County shall submit tentative maps to the Health Officer of Contra Costa County for investigation of such subdivisions to prevent creation of a health nuisance. SEC`T'ION 2. The tentative map of the realty subdivision shall show provision for adequate drainage to prevent inundation of any lots as approved by the office of the County Surveyor, and shall state the source of water supply, the method of sewage disposal and the total acreage of the subdivision. ' SECTION 3 . The subdivider or his agent may be required to perform necessary soil tests to determine that the lots in the subdivision are of sufficient size to her- mit location, installation, operation and espansion of the individual sewage disposal systems , if such are proposed. No lot may be less than 8,000 square feet in area where individual sewage disposal is required for single family dwellings , nor less than 12, 000 square feet in area when both individual sewage disposal and private water supply are required . Under special circumstances , the Health Officer may determine that the lot size should be larger or smaller and the Board of Supervisors may act as a Board of Review. These requirements are not to be interpreted as changing existing requirements of other county agencies. SECTION , 4. Subdividers proposing formation of a sewage disposal district for a tentative subdivision shall file with the Health Officer a copy of the tentative map of the subdivision together with drawings showing general plans and sections of the ' disposal system, without working details, sufficient to permit the Health Officer to determine that no health problem will result from the operation of the sewage disposal system. (a) All property required for sewage disposal system structures and facili- ties must be deed to the district or county before construction is com- menced. Such deeds may provide for the reversion of the land to the conveyor when such sewage disposal system structures and facilities have been abandoned with permission of the Health Officer. Plans of subdivision sewage disposal construction as completed shall be filed with the Health Officer. SECTION 6. The Health Officer may approve, or may conditionally approve sub- ject to special conditions essential to prevention of health nuesance and for full com- pliance of regulations , or disapprove the tentative map of the subdivision. SECTION 7. Ido permit to utilize any premises requiring the disposal of sewage shall be issued by any county agency in any subdivision, the tentative map of which has not been approved by the Health Officer. SUCTION 8. The final recorded maps of tentative maps as required to be filed ' by Article II , Section 1 of this Ordinance, shall be filed with the Health Officer. ARTICLE III. INDIVIDUAL SEN AGE DISPOSAL SYSTEMS SECTION 1. Individual sewage disposal systems consisting of septic tanks, adequate subsurface disposal systems, or other means of sewage disposal adequate and sanitary in fact shall be provided for all premises requiring disposal of sewage where no connection is available to a sewage disposal system meeting requirements of the Health Officer. SECTION 2. Permits for installation of new individual sewage disposal systems are required in all areas of the county and must be secured before foundations are laid or structures erected . Permits will be granted upon compliance with regulations and where no health nuisance will be created. (a) The Health Officer shall ne notified of any change proposed in the syste after his approval. ' (b) The sewage disposal system shall be designed to receive all sanitary sewa,ge from the premises. No basement, footing, or surface drainage shall be permitted to enter any part of this system. SECTION 3. Reconstruction or relocation of all or part of any existing dis- posal system requires a permit as in Article III, Section 2 above. SECTION 4. The provisions of this Ordinance relating to individual sewage dis- posal systems do not apply to parcels of land of not less than two and one-half (2-�) acres located within an agricultural district and used for agricultural purposes as de- fined in the Master Plan Zoning No. 382 of the County of Contra Costa , and amendments thereto. SECTION 5. Applications for permits shall be made to the Health Officer. Per- mits issued by sanitary or other districts maintaining equivalent standards shall be acceptable to the health Officer in lieu of his permit. ORDINANCE NO. 640 (continued) SECTION 6. The Board of Supervisors of the County of Contra Costa hereby declares that it would have passed each provision of this Ordinance, irrespective of the fact that any one or more ' sections, articles, subdivisions, subsections , clauses, phrases or provisions are de- clared unconstitutional . Any person, firm or corporation, whether as principal, agent, employee or otherwise, violating any of the provisions of this Ordinance shall be guilt of misdemeanor and , upon conviction thereof, shall be punishable by a fine of not more than $300 or by imprisonment in the County Jail of the County of Contra Costa for a term not exceeding three months , or by both such fine and imprisonment. PENALTY FOR THE VIOLATION THEREOF The Board of Supervisors of the County of Contra Costa, State of California, do ordain as follows: SECTION I: Definition: The word "vehicle" as employed in this ordinance, shall include all vehicles and other objects howsoever propelled or carried, which are moved over the hereinafter referred to county roads. SECTION II: The speed to be traveled by any vehicle over the hereinafter described roads is hereby fixed as follows: (1) 35 miles per hour on Glorietta Boulevard between the inter- section of that road with Moraga Road and Acalanes Road. (2) 35 miles per hour on Overhill Road between the intersection of that road with Glorietta Boulevard and Moraga Road. SECTION III: The County Surveyor is hereby authorized and directed to place standard speed limit signs along and upon said roads to indicate said speed limits. SECTION IV: Any person violating any of the provisions of this ordinance shall be guilty of a misdemeanor and upon conviction, shall be punished by a fine of not to exceed Five Hundred Dollars ($500) or by imprisonment in the County Jail for a period not to exceed six (6) months. SECTION V: This ordinance shall take effect and be in force from and after the 29th day of November, 1951, and once before the expiration of fifteen (15) days after the passage hereof shall be published in the "Lafayette Sun", a newspaper of gen- eral circulation printed and published in the County of Contra Costa, State of Calif- ornia, together with the names of the inembers of the Board of Supervisors voting for ' and against the same. The Board of Supervisors of the County of Contra Costa do ordain as follows: SECTION I. Every person operating a vehicle on County Road 791+1 shall bring such a vehicle to a full and complete stop and shall keep such vehicle stationary until he has ascertained by looking and listening that it is safe to enter and cross, before crossing the Southern Pacific Railroad right of way where said right of way intersects County Road 7941. SECTION II. Vehicular stop signs of the type and style prescribed by the Director of Motor Vehicles shall be placed on the west side of the Southern Pacific Railroad Company's right of way where said railway intersects County Road 7941, which is a county road located at the line dividing Sections 3 and 10, Township 1 South, Range 3 East, Mt. Diablo Base and Meridian, and commonly known as Camino Diablo. SECTION III. Any person violating any provisions of this ordinance shall be deemed guilty of a misdemeanor and, upon conviction, shall be punished by a fine of not more than Five Hundred Dollars ($500) or by imprisonment in the County Jail for a period not exceeding six (6) months or by both such fine and imprisonment.
