RECOMMENDATION:
RECEIVE 2008 Annual Report submitted by the Bethel Island Municipal Advisory Council.
BACKGROUND:
On June 18, 2002, the Board of Supervisors adopted Resolution No. 2002/377, which requires
that each regular and ongoing board, commission, or committee shall annually report to the
Board of Supervisors on its activities, accomplishments, membership attendance, required
training/certification (if any), and proposed work plan or objectives for the following year, on the
second Tuesday in December.
The attached report fulfills this requirement for the Bethel Island Municipal Advisory Council.

Activities and Accomplishments:
One of the primary goals of the MAC this year and going forward was an attempt to
increase both awareness and the attendances at the monthly MAC meetings. In addition
to having information available on the County web site we also published the agendas
and copies of the meeting minutes on our local Bethel Island News web site. Plus we
recently had an article included in a newsletter sent out to an Island wide mailing through
The Bethel Municipal Improvement District. The article spells out who and what the
MAC is (see attache).
The other method employed is scheduling guest speaker at the monthly meeting who
bring timely and informative information to the public. This past April we had Deputy
Jim Lambert with Marine Services made a presentation on"what we can do better to
protect our boats and property". In May we had presentations made by both "Families
Forward" & Senior Helpline Services" In September Acting Chief Hugh Henderson
with East County Fire made a presentation and a question&answer secession concerning
the state of our fire services on the Island. This resulted in the MAC in conjunction with
E.C.C.F.P.D. forming a citizens committee to work with the Fire District in an attempt to
improve the fire protection on the Island. This venture is already producing what looks to
be some major improvements.
(1) The development of an Island wide"dry hydrant" system. If implemented,this
will allow the Fire Dept. to draw water at strategic locations directly from the
surrounding waterways without having to draft.
(2) MAC is working with BIAEPC, BIMID, The Chamber of Commerce and The
East Contra Costa Fire Protection District promoting the sale and installation to
residents of illuminate sets of house numbers. These house number signs will be
placed street side, on levees and on docks to better assist the Fire, Sheriff and
other emergency personal in locate proper addresses.
During the month of April MAC made a mailing to all the property owners on the Island
requesting donations to assist in funding the on going upkeep and maintenance of The
Bethel Island Area Community Park. This is an asset valued in excess of$660,000
which has no tax support or funding. The community responded with over$6000.00 in
donations. Going forward additional funding is needed and plans are being developed
through the BIMAC Park Committee to help raise additional revenue.
On October 14th as part of the regular BIMAC monthly meeting we hosted a
"Candidates Forum". All of the candidates (7) running for three open BIMID seats
were invited. Each candidate was permitted to give a brief opening statement as to why
they thought they would make a good board member and what they brought to the board.
That was followed by a question and answer session.

All but two of the candidates made an appearance.
Gary Agopian candidate for District Five Supervisor was also present. He requested in
advance and received the opportunity to address the audience and field questions. The
meeting was heavily attended and the community participation was excellent.
Membership:
I am very pleased to report that in my opinion we now have a very dedicated five
member Council. The recent addition of Bob Cameron who has previously sat on the
MAC as well as being a former elected BIMID member and David Graas who is also the
Bethel Island Emergency Coordinator rounds out a strong team. Belinda Bittner was
elected to take the Chair position effective January 2009 and Rich Marshall will serve as
Vice Chair. Both Belinda and Rich are seasoned contributors to the MAC and will surely
provide strong leadership in the coming year.

WORK PLAN/OBJECTIVES for 2009
January 7, 2009
One of the priorities for MAC in 2009 is to continue to provide the Bethel Island
community the opportunity to communicate with the Contra Costa County
government services. We will attempt to schedule monthly speakers to attend
the MAC meetings each month:
January 2009- BIMID will make a presentation after the regular MAC meeting
• Future:
o Planner, by appointment
o Weatherization
o Will Duke-marine patrol
o Recycle
o Vector control
o Neighborhood presentation
o Public works-bridge
o Fire department
• Bethel Island house number project:
o We are currently working on reflective address signs. The
order forms have been sent out and orders are coming in.
The fire department is working with MOW to install the address
signs for our Home Bound Seniors.

o We will continue to work with ECCFPD and the Citizen
committee to develop the "Dry Hydrant System"
The Bethel Island MAC meets the 2nd Tuesday of each month @ Scout Hall at
6:00pm.
