RECOMMENDATIONS
ACCEPT the 2008 Advisory Body Annual Report for the Bay Point Redevelopment Project Area
Committee(PAC).
FISCAL IMPACT
No General Funds were utilized. Redevelopment Agency funds are used to staff the PAC.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Board policy requires that regular and ongoing board,commission,or committees shall annually report
on its activities,accomplishments,membership attendance,required training/certification,and proposed
work plan or objectives for the following year. The annual report is included t Att hment A.

I. Activities: The Bay Point Redevelopment Project Area Committee (PAC) continued its work in
reviewing various development proposals, including several minor subdivisions on infill parcels, a mixed
use development on Willow Pass Road, and the Orbisonia Heights-Pittsburg/Bay Point BART Station
Area Specific Plan implementation.
Il. Accomplishments: The PAC considered the 6°i Redevelopment Plan Amendment to increase the tax
increment revenue cap and to increase the amount that bond revenues can be outstanding. The PAC also
made recommendations on several development proposals, including a seven-lot subdivision on Bella
Monte Ave., 62-unit multi-family apartments on Willow Pass Road, 14 single-family homes on
Driftwood Drive, a drug store on Willow Pass Road, and several other development proposals. The PAC
also gave input on the Proposed Willow Pass Road Safety Improvement project, the Orbisonia Heights
Replacement Housing Plan and land assemblage of Orbisonia Heights Area; and followed status of code
enforcement issues.
III. Attendance: All seats on the PAC were filled. Debra Mason was re-appointed Chair and Sterling
Stevenson was re-appointed Vice Chair on January 9, 2008. Additional members of the PAC include
Mark Sullivan, Lloyd Mason, Chris Komari, Judy Dawson, and Dorothy Siegfried. The regular meetings
for February, April, August, and December were cancelled, resulting in eight meetings in 2008. The
current PAC members have fully participated in meetings, workshops, and subcommittees, as needed.
PAC members Chris Komari and Sterling Stevenson each missed three meetings, Mark Sullivan missed
two meetings and Dorothy Siegfried, Lee Mason and Debra Mason each missed one meeting.
IV. Training/Certification: The PAC members completed the required training.
V. Proposed Work Plan/Objectives for Next Year:, On December 16, 2008, the Board of Supervisors
approved transferring the duties of the PAC to the Bay Point Municipal Advisory Council. The change
eliminated the Project Area Committee effective at the end of 2008. The work plan/objectives for the
MAC, as it relates to Redevelopment issues, for next year include working on the implementation of the
Waterfront Plan and Pittsburg/Bay,Point BART Station Area Specific Plan. Implementation of the
Specific Plan involves the acquisition of properties in the Orbisonia Heights area and reissue of a
developer request for qualifications/proposals for transit-oriented development. The Waterfront project
involves processing a General Plan Amendment.
The MAC will continue to implement the Community Group Funding Program for neighborhood
beautification projects initiated by volunteer groups in Bay Point. This activity will both enhance the
physical image of Bay Point, and develop the capacity and financial resources of community groups.
