ACKNOWLEDGE that the Board of Supervisors referred one new item to the Family and Human Services Committee (FHS)for their review and consideration during the 2008 calendar year in addition to twenty-three referrals carried over from the prior year. 11. CLOSE the following six referrals: a) Referral#53—Head Start Income Eligibility b) Referral#68—CCFutures Fund, Grant Process and Administration c) Referral#76—Sober Living Taskforce and Discovery House d) Referral#84—Childhood Obesity e) Referral#90—Reducing Health Disparities f) Referral#97—Integration of the Community Services Department and Employment and Human Services BACKGROUND/REASONS FOR RECOMMENDATION(S): Between January and December 2008, the Board of Supervisors referred one new item to the Family and Human Services Committee (FHS) in addition to twenty-four referrals carried forward from the 2008 year. The FHS Committee heard twenty-seven reports on twenty-two different issues referred. In many cases the FHS provided oversight and guidance on issues; in others it recommended funding allocations for Board approval. In still others, it considered and made recommendations to the Board on memberships/appointments to committees and advisory bodies. Three referrals were not brought to FHS for discussion during the year. These referrals include: 1. Referral#90— Reducing Health Disparities-was not brought to the Committee and the Health Services department is recommending that this referral to be Committee be closed as they have prepared to present the information at an upcoming Health Services monthly workshop before the Board of Supervisors. 2. Referral#92—Local Planning Council, Child Care Needs Assessment—The County Office of Education, Local Planning Council presented the Needs Assessment in 2007 and has not made any recommendations for changes to the documents in the past year. However, they have asked to remain on the referral list to FHS to present progress the county has made and any necessary changes to the plan as efforts develop. 3. Referral#93—Independent Living Skills Program—The last update from the Employment and Human Services Department was presented on December 3, 2008. The Department has requested that their report be delayed until one of the first meetings in 2009 to allow EHSD Administrative staff to focus efforts on implementing recent budget reductions. Closure of the following six referrals is being recommend: 1. Referral#53— Head Start Income Eligibility—The Committee recommends that an annual report to the Board of Supervisors be made on the consent calendar in lieu of a report to the Committee. 2. Referral#68—CCFutures Fund, Grant Process and Administration—The Community Development Block Grant staff have developed and implement a grant process and have been able to administer it successfully. 3. Referral#76—Sober Living Taskforce and Discovery House—Funding has been obtained from the State Emergency Housing Assistance program for the capital development of a sober living transitional housing program at the site of the Old Discovery House. 4. Referral#84—Childhood Obesity-The Committee recommends that an annual report to the Board of Supervisors be made on the consent calendar in lieu of a report to the Committee. Page 3 of 3 5. Referral#90— Reducing Health Disparities—The Health Department has requested to make a presentation to the Board of Supervisors during an upcoming Health Services Department Workshop. 6. Referral#97— Integration of the Community Services Department and Employment and Human Services— The Community Services Department has now become the Community Services Bureau within the Department. The Department Director has requested that this referral be closed and, should any issues arise, will present them under Referral#44—Challenges for EHS.
