SUBJECT: MEMORANDUM OF UNDERSTANDING -PHARMACEUTICAL DISPOSAL
PROGRAM

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to enter into a Memorandum of Understanding with the
Central Contra Costa Sanitary District to establish and implement a joint pharmaceutical collection program for the
period January 1, 2009 until terminated.
FISCAL IMPACT
No fiscal impact. The Office of the Sheriff will be responsible for all costs arising from or related to its actions under
this Memorandum of Understanding and no additional general funds will be allocated to the department for this
program.
BACKGROUND
The Office of the Sheriff has partnered with the Central Contra Costa Sanitary District in a pilot program to provide

disposal of residential pharmaceuticals. Central Contra Costa Sanitary District will provide secure containers,for
public use to dispose of household pharmaceutical medications. There will be two temporary, on-site disposal
consolidation points for pharmaceuticals located at the Field Operations Building and the Contra Costa County
Regional Medical Center. Waste will be collected and transported to the Office of the Sheriff, Property Services Unit
by volunteer Deputy Sheriff-Reserve staff resulting in no additional personnel costs to the department. There are rigid
policies and procedures in place, mandated by Health and Safety Codes for the proper collection, handling, recording,
and transportation of the pharmaceutical waste. The program provides public safety and improves the environment by
providing a means for pharmaceutical disposal.
The Memorandum of Understanding can be terminated at anytime by the mutual agreement of both parties or within
30 days by advanced written notice of either party. The Memorandum of Understanding includes the mutual
indemnification of Contra Costa County and the Central Contra Costa Sanitary District and has been reviewed and
approved as to form by County Counsel.
