SACHS ON THE OCCASION OF HIS RETIREMENT FROM THE U.S. DEPARTMENT OF HOUSING &URBAN DEVELOPMENT WHEREAS, after graduating from the University of California, Steve Sachs joined the Department of Housing & Urban Development (HUD). in 1968 as an HUD intern and over his 42 plus years with HUD, he has served as a Relocation Specialist, Senior Economic Development Specialist, Program Manager, Director of Program Management and for the past 15 years, Director of the Community Planning and Development Division in the San Francisco HUD Office; and WHEREAS,Steve has been a resident of Contra Costa County"for over 30 years; and WHEREAS, over the years, Steve has served on many HUDr directed,task forces that developed program policies and procedures as well as interrial�rrtt-anagemenand staffing initiatives, and has served as a mentor to many HUD staff ands respected by his colleagues and clients; and WHEREAS, working with colleagues..in the: San Francisco HUD office, Ste ve has developed training and technical assistance tools Xo help-,grantees improve performance'and�ensure coriiphance with program requirements; and WHEREAS, as--,a knowledgeable and experienced°leader,-Steve has worked with state and local governments including Contra; Costa'-County, nonprofits-and the private sector to design,and...develop programs projects thatvenhancer''the capacity of.,.HUD grantees to uicrease -outcome performance while serving the most vulnerable populations; and WHEREAS; Steve's tireless"efforts towards the development of the Contra Costa County 10 year plan to end homelessness,. and his ongoing` participation in the Contra Gosta Interlutrsdtctional Council on Homelessness has resulteddn ending homelessness for thou"sands of foriner'ly`lioineless residents in our im44 WHEREAS, one of:Steve's greatest personalaaccon phshments has been to help troubled homeless nonprofits restructure to become viable o ganiaations or to successfully 'transfer grants o another organization with d e,outcome"of preserving assistance to the homeless, lnd , WHEREAS, Steve has worked with oilier Federal agencies in Cahfoniato develop actions that have and will continue to enhance access to mainstream programs by the'lzornel'ess, and WHEREAS, Steve th has worked wig'raritees to :develop economic development and micro-enterprise � . programs that have'created entrepreneurial and job..opportunities,,and WHEREAS, Steve has been recognized on many occasions-.,,,,by"..HUD`"grantees and interest groups for his leadership, support and "can do" attitude, and WHEREAS, the Non Profit Hosmg Association of`'Northern Cahfornia recognized Steve as the outstanding public employee of the year, and .Steve was- also~the recipient of the Community Planning and Development General Deputy Assistant Secretary's Award in 2003; NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors hereby congratulates Steven B. Sachs for his work, assistance and commitment in helping to improve the lives of primarily lower income Contra Costa County residents and wish him the best in his well-deserved retirement.
