TWA, County Administrator - Costa ., MATE: NOVEMBER 7, 2008 STA you County SUBJECT: EXTEND CONTRACT FOR HUMAN RESOURCES DIRECTOR SERVICES SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract amendment with Carlos Baltodano, a retired County employee,to extend the term from November 30, 2008 through January 31, 2009 and increase the payment limit by $40,000 to a new payment limit of$138,000 to provide continuing management and direction of the Human Resources Department pending recruitment of a permanent Director. FISCAL IMPACT The contract cost is offset by savings from the vacancy is the Human Resources Director position, which has been vacant since the beginning of the fiscal year. SUPERVISORS AND COUNTY ADMINISTRATOR Human Resources Director By: lV(>Jayyl r6( -FWD Deputy Page 2 BACKGROUND The County Administrator entered into a contract with Mr. Baltodano on July 21, 2008 to provide management and direction of the Human Resources Department following the departure of former Director Lori Gentles. Recruitment that was initiated in July for the Human Resources Director position is still in progress. It is recommended that the'contract with Mr. Baltodano be extended through January 31, 2009 to provide management for the Department until a new Director is hired and to provide for an orderly transition to the new Director.
