Costa DATE: November 4, 2008 County SUBJECT: Authorization to submit an application#20-1011-6 for FEMA Phase 27 funding for the operation of the Adult Interim Housing Program and Calli House Shelter Program for Youth fiscal year 2009 _ SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND JUSTIFICATION RECOMMENDATION(S): A. Approve and Authorize the Health Services Director, or his designee (Wendel Brunner, M.D.), to develop and transmit application #20-1011-6, in an amount not to exceed $50,000, along with the necessary certification and assurances to the Federal Emergency Management Agency (FEMA) for the operation of the Adult Interim Housing Program and the Calli House Emergency Shelter Program for Youth, for fiscal year 2009; and B. Authorize the Health Services Director, or his designee (Wendel Brunner, M.D.), to accept, if awarded, up to $50,000 in FEMA funding and if awarded, enter into a contract with FEMA, for the County to operate the Adult Interim Housing Program and the Calli House Shelter Program, and to perform all responsibilities in relationship to receipt of the funding. FISCAL IMPACT: The funds requested of the FEMA Phase 27 are essential to providing adequate emergency housing and supportive services to individuals. If funded at the full request, FEMA will help to support over 1800 bed nights at the year-round adult shelters and over 800 bed nights at the youth shelter. No additional County funds required. 13ACKGROUND/REASON(S)FOR RECOMMENDATION(S): Adult Interim Housing Program: There is continuing concern about the lack of emergency shelter services for homeless men and women. With over 600 calls per month from men and women needing shelter, it is critical that we maintain services at their current levels. FEMA funds would be instrumental in helping us accomplish that goal. Since that time, the youth shelter program has served over 500 youth ages fourteen (14) to twenty-one (21). Youth over the age of eighteen (18) reside at the West County Adult Interim Housing Program and receive case management and other services during the day at Calli House. Calli House provides a youth-friendly environment with age-specific case management and other supportive services aimed at assisting the youth to exit the streets. Three sealed and certified copies of the Board should be returned to the Contracts and Grants Unit.
