BACKGROUND:
The Public Health Program Specialist I, position #8543 was recently vacated. In reviewing the.organizational needs of the
Public Health Department/Family, Maternal, and Child Health Program, the department determined that canceling and adding
the above-mentioned positions would best service,the unit's needs at this time. The added Senior Health Education Specialist
will work with the Family, Maternal, and Child Health Program and will assist in planning, conducting and evaluating the health
education facets for the program, advising community organizations and entities on health education and prevention health
principles and conducting needs assessments. These duties are within the Senior Health Education Specialist classification.
CONSEQUENCE OF NEGATIVE ACTION:
If this request is not approved, the Public Health/Family,_Maternal, and Child Health Program will not be appropriately staffed to
promote health education and prevention principles and techniques to community organizations and surrounding entities.

SUBJECT: Request to add one full-time Senior Health Education Specialist position and cancel
.one full-time Public Health Program Specialist I position.
The Health Services Department is requesting to add one full-time (40/40)Senior Health Education
Specialist position. Additionally,'the Department is requesting the cancellation of one Public Health
Program Specialist I position (#8543), as it is no longer needed.
The duties of this position will include, but are not limited to, the following:
• Planning, conducting, and evaluating the health education facets of the Family, Maternal,
and Child Health Program within the Public Health Division
• Advising community based organizations, civic groups, schools, and Public Health staff on
health education and preventive health principles, the techniques of community organization
and involvement
• Representing the department with various community organizations and entities
• Conducting needs assessments and preparing reports and recommendations on community
health needs and services available to meet them in.relation to the Family, Maternal, and
Child Health Program
These duties are directly in line with those that are allocated to the Senior Health Education
Specialist classification, and therefore, the Department believes that the SHES is the appropriate
classification.
The annual cost of this position,,including benefits, is $117,611.38 and will be completely offset by
the cancellation of the vacant Public Health Program Specialist I position,which will result in a cost
savings of$6,374.34.
