BACKGROUND:
The Public and Environmental Health Advisory Board was established in May 1986 to
anticipate emerging health needs and initiate prevention programs, focus public health
interventions in communities with the greatest needs, balance available resources with
growing needs, and advocate for increased County action to improve community health.
The Advisory Board has 19 members. The Internal Operations Committee (IOC) reviews the
nominations for all seats on the Advisory Board except those reserved for specific public
agencies.
At its November 3, 2008 meeting, the IOC approved the preceding nominations.

Re: Public and Environmental Health Advisory Board (PEHAB) Recommended
Reappointments
Please consider the recommended reappointments of the following three (3) individuals to the
Public and Environmental Health Advisory Board to new terms due to expire on May 31, 2012.
Through their work as PEHAB members, these individuals have contributed their experience and
expertise to advise, educate, and inform on increasingly complex health issues as they related
to the PEHAB mission. Background information is provided for each member, including
Personal Data sheet, applicants' addresses, and a current PEHAB member roster.
The Reappointment recommendations are:
1. West County, At-Large #2 Seat
Bess Anderson McNeil
654 Wilson Ave., Richmond 94805-1867
Ms. McNeil is a resident of Richmond and has served on PEHAB for the past 22 years.
As a resident of Richmond since 1963, she has been concerned about issues related to
access and affordability of health care particularly for the minority community. Her
community involvement currently includes membership on the Executive Committee of
the Ethnic Health Institute at Alta Bates Summit Medical Center.' Previously, she worked
with the American Heart Association, California Black Health Consortium, and the
American Diabetes Association. She has a life=long interest in chronic disease
management particularly hypertension and diabetes. She serves on the PEHAB Steering
Committee.
2. East County, At-Large #1,
Nick Rodriguez

Mr., Rodriguez was appointed to PEHAB in 1996 to represent community members and
especially consumers. 'He is interested in senior health and homeless issues, as well as
preventing overuse of pesticides and tobacco use by teens. He is a long-time resident
and former small business owner in East County.
3. Central County At-Large #1
John A. Knowles, MD
21 Walnut View Place, Walnut Creek 94597
Dr. Knowles was appointed to PEHAB in 2007 to complete the term for his seat. He
has practiced medicine in Alamo since 1967, and is part of the John Muir Medical Group.
He brings to PEHAB ;'�broad range of experience, including background and expertise,
on immigrant health issues. He co-chairs the Department of Pediatrics for Mt. Diablo
Medical Center. His strong desire to serve the community has been a great addition to
the work of PEHAB.
BACKGROUND:
The Public and Environmental Health Advisory Board (PEHAB) is a 19-member board appointed
by the Board of Supervisors in 1986 to advise the Health Services Department on community
needs. This community-oriented Board seeks diverse representation from throughout Contra
Costa County, and includes community members in the following representative categories:
seniors, children/schools, business/industry, environmental organizations, labor, and
consumers. We also have professionals representing local voluntary agencies, the medical
provider community, and immigrant populations. These representatives provide broad
community knowledge and 4 wealth of experience and expertise in the health field.
PEHAB's mission is to identify community health needs and to make recommendations to the
Health Services Department on how to address these needs. In order to accomplish this,
PEHAB strives to anticipate emerging public health issues and advocates for policies, services,
and programs that will improve the community's health.
PEHAB recruits new members by sending out press releases to local media and notices to
community-based organizations, other coalitions and groups, and members of the Board of
Supervisors. PEHAB members also recommend candidates. PEHAB is committed to diversity in
its membership and residents of Contra Costa with a broad range of community and health
backgrounds are encouraged to apply. Candidates are asked to submit a written application. A
recruitment committee, made up of current PEHAB members, and the PEHAB executive
assistant, reviews the applications and interviews potential candidates. The recruitment
committee makes recommendations to the PEHAB Steering Committee of the candidates whose
background, experience and interest best match the vacant seats on the Board. Upon approval
by the Steering Committee, these candidates are contacted and invited to attend a Board
meeting. PEHAB members then vote to approve, forwarding these candidates' names and
information, to the Board of Supervisors via the Internal Operations Committee for appointment
to PEHAB.
