SUBJECT: Request letters of support from regional cities and agencies for a federal earmark request for the
Vasco Road Safety Improvement Project, as recommended by Public Works Director, East and South
County Areas. (District III)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
AUTHORIZE the Public Works Director to request letters of support from regional cities and agencies for a
federal earmark request pertaining to the Vasco Road Safety Improvement Project, East and South County
areas.
FISCAL IMPACT:
There is no fiscal impact to the County General Fund. The Vasco Road Safety Improvement Project has an
estimated funding shortfall of approximately $30 million dollars for the construction of a median barrier.
Gaining support of regional cities and agencies for the submittal of a federal earmark request for the Vasco
Road Safety Improvement Project will help to solidify and acknowledge the region's need for funding of this
project. A federal earmark will assist in the construction of this project.
BACKGROUNDIREASON(S) FOR RECOMMENDATION(S):
In .August 2008 the Transportation, Water and Infrastructure Committee supported a priority list for
transportation funding requests from the 2009 federal transportation bill. The Vasco Road Safety Improvement
Project was included as the County's #1 priority and the Committee recommended that letters of support be
obtained by affected jurisdictions. On October 20, 2008, the Committee approved a recommendation to the
Board to authorize this request for support. Attached is a draft resolution of support that could be provided to
the cities and agencies, asking for their support. Once approved by the Board of Supervisors, it would be sent
to the Mayors, under Supervisor Glover's signature.
CONSEQUENCES OF NEGATIVE ACTION:
Failure to request letters of support from regional cities and agencies may limit the County's effort to show
strength of need for a federal earmark and may make it more difficult o provide funding to construct this ,
project.

SUBJECT: FEDERAL FUNDING REQUEST FOR VASCO ROAD SAFETY
IMPROVEMENT PROJECTS
WHEREAS, Vasco Road has experienced 351 collisions including 136 injury collisions
and 7 fatality collisions with 15 deaths in the 12-year period from January 2006 through
December 2007; and
WHEREAS, the Vasco Road Safety Task Force has dev'japed a plan for safety
improvements for Vasco Road with participation from Contra Costa County, Alameda
County, the City of Brentwood, the City of Antioch, the Gity of Oakley, the City of
Livermore, the California Highway Patrol, the State Department of Transportation
(Caltrans), the East Contra Costa Fire Protection District and concerne• d\ens; and
WHEREAS, Contra Costa County ha�iniplem\e\nt \1 of th\e\l�/�fst/>safety
improvements recommended by the Task 'F ro ce including rumble strips\,and flexible
median delineators; and p j
WHEREAS, the Vasco Road Safety Improvement Project involves the extension of a
passing lane and installation of a median barrier, which also require widening the road for
approximately 2.5 miles and widening two bridges over Brushy Creek, at a total
estimated cost of$38 million; and
WHEREAS,Contra Costa County hasm
,$8 illion available to it for the project; and
WHEREAS,�'Vasc Ro\Safet\y I�mprpro\ent Project has reached the 65%-Design
stage, an important milestone i\project development, and environmental studies are
under way; and \\���
WIHEREAS, the Vasco/Road Sa I tImprovement Project is Contra Costa County's top
pn' rq lty for federalfunding equests;
NO\W -THEREFORE, BE) IT RESOLVED that the City of (or other
agency) endorses and �upports the Contra Costa County request for $30 million for the
Vasco Road Safety�Improvement Project as part of the 2009 reauthorization of the multi-
year federal transportation act currently entitled SAFETEA-LU.
