RECOMMENDATION
DECLARE as surplus and AUTHORIZE the Purchasing Agent, or designee, to dispose of equipment
no longer needed for public use as specifically set forth in the attachment to this Board Order.
FINANCIAL IMPACT
There is no financial impact associated with approval of recommended action.
BACKGROUND
Section 1108-2.212 of the County Ordinance Code authorizes the Purchasing Agent to dispose of
any personal property belonging to Contra Costa County and found by the Board of Supervisors not
to be required for public use. The property for disposal is either obsolete, worn out, beyond
economical repair, or damaged beyond repair.

RE: Surplus I.T. Equipment — July 1, 2008
Dear Mr. Mann:
The Contra Costa County Fire Protection District Advisory Fire Commission has
authorized the disposal of the surplus property listed on the enclosed attachment at
their Commission Meeting on August 18, 2008.
We request that your office proceed to have the attached list of surplus equipment
declared surplus by the Board of Supervisors and authorize the Fire District to dispose
of these items.

whether the lumens could be reduced if necessary. Chief Richter stated that an expert
will be consulted to address the concern of Commissioners Haynes and Cunningham.
Commissioner Granados then made a motion to remove lighting on fire apparatus from
"Unfinished Business" and consider it a closed item, motion seconded by Commissioner
Chapman. Voting in favor of the motion were Commissioners Chapman, Cunningham,
Granados, and Fields. Opposing the motion were Commissioners Delcollo and Haynes.
Motion passed by majority vote.
NEW BUSINESS:
Declaration of Surplus Property — Report of July 1, 2008:
The surplus list dated July 1, 2008 consists of obsolete computers and miscellaneous
computer equipment. Commissioner Granados made a motion to approve the surplus
equipment list as provided, seconded by Commissioner Fields. All in favor, motion
passed.
Discussion Item: Incident#08-52313 — 6001 Alhambra Valley Road, Martinez
Commissioner Chapman noted that this incident was sufficiently addressed during
Public Comments discussion regarding Reserve Station 19.
Discussion Item: Dispatchers — Dispatch Protocol (Incident#08-53849) — Forcible Entry
Commissioner Fields related his concern over the District's dispatch protocol relative to
calls for forcible entry assistance by AMR medics. With this Code 2 medical emergency
call in particular, and he also feels in past instances, the AMR dispatcher was told by a
District dispatcher that the District did not respond to calls for forcible entry and AMR
should call the police department. He asked for verification on District policy for calls of.
this nature. Chief Ross related that he had Acting Communications Manager Suter
research this incident and there appears to be some discrepancies with what was
related by Commissioner Fields and what actions actually occurred between AMR and
District dispatchers. Commissioner Fields feels that the District should respond to calls
of this nature as forcible entry is a highly technical skill and requires trained personnel.
He is sure that requests for forcible entry have been denied previously and asked that
this matter be looked into internally. Chief Ross stated that it is and has been District
policy to respond on calls for forcible entry and asked that Commissioner Fields please
contact him if he encounters any further problems concerning this issue.
Discussion Item: Line of Duty Deaths Investigation Report — Michele Drive, San Pablo
There was general discussion over contents of investigation by those present. The
overall consensus of the Commission is that District staff did an exemplary job in
investigating this incident and bringing to light the needed actions to be taken to avoid,
any future tragedies of this type. Chief Richter related that other fire departments are
also utilizing the report as an educational tool.
COMMISSIONER COMMENTS:
Commissioner Cunningham: Commented on the recent 3rd alarm fire on Cloverdale in
Concord at a recording studio. The crews did a superb job at this incident.
