(All Districts) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: ADOPT Resolution 2OO8106pproving and authorizing the Public Works Director, or designee, to submit grant applications for the next five (5) years to the California Integrated Waste Management Board (CIWMB) for rubberized asphalt concrete and chip seal projects, Countywide. (All Districts) FISCAL IMPACT: There is no impact to the County General Fund. This grant opportunity allows the County to receive up to $250,000 for each successful application from CIWMB for rubberized asphalt concrete and chip seal projects. (All Districts) DATE: November 4, 2008 PAGE: 2 of 2 REASONS.FOR RECOMMENDATIONS AND BACKGROUND: The California Integrated Waste Management Board provides grants to promote use of recycled-content surfacing products derived from recycled California-generated waste tires. Rubberized asphalt concrete and chip seal are products that can be used to prolong the life of the County's roadway system. The CIWMB allows the County to submit an authorizing resolution that is effective for a time period not to exceed five (5) years from the date of adoption which will streamline future grant applications. CONSEQUENCES OF NEGATIVE ACTION: If the application is not approved, the County will not be eligible to receive CIWMB funds. (All Districts) WHEREAS, Public Resources Code sections 40000 et seq. authorize the California Integrated Waste Management Board(CIWMB)to administer various Grant Programs in furtherance of the State of California's(State)efforts to reduce, recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety and the environment; and WHEREAS, in furtherance of this authority the CIWMB is required to establish procedures governing the application,awarding, and management of the grants; and WHEREAS, Grant Application procedures require an Applicant's governing body to authorize by resolution its approval for submittal of the Grant Application(s) identified below, and the designation by job title of the individual authorized to execute all Grant documents.on behalf of Contra Costa County and I hereby certify that this is a true and correct copy of an action taken and entered on the minutes of the Board of Supervisors on the date shown. (All Districts) DATE: November 4, 2008 PAGE: 2 WHEREAS, if awarded, Contra Costa County will enter into a Grant Agreement with the CIWMB for implementation of said Grant(s). RESOLVED that the Board authorizes the submittal of application(s)to the CIWMB for all grants for which Contra Costa County is eligible. RESOLVED that this authorization is effective for a time period not to exceed five(5) years from date of adoption; RESOLVED that the Public Works Director,or his/her designee is hereby authorized and empowered to execute in the name of the Contra Costa County all grant documents, including but not limited to, applications, agreements, amendments and requests for payment,necessary to secure grant funds and implement the approved grant.project. i RESOLUTION NO. 2008/ 01(�
