RECOMMENDATIONS
AUTHOR IZE'expenditure in an amount not to exceed $60,000 from the Dougherty Valley/County Regional
Enhancement Fund, to partially fund a School Resource Officer(SRO) at Monte Vista High School in
Danville for the remaining school year 2008-2009, as recommended by District III Supervisor Mary N.
Piepho.
FISCAL IMPACT:
$60,000 to come from the Dougherty Valley/County Regional Enhancement Fund, leaving a balance of
approximately$298,460. Total cost of the SRO is $145,000-county's share of the costs is approximately
40%. The balance (60%) will be funded as follows: San Ramon Valley Unified School District ($35,000 or
approximately 25%); Town of Danville ($35,000 or approximately 25%); ' o San Ramon ($15,000 or
approximately 10%).

BACKGROUND:
As a condition of the Development Agreement for the Gale Ranch I subdivision in Dougherty Valley, the
developer was required to pay the County a "contribution of$1,000 per residential unit, payable at building
permit issuance, which, regardless of any annexation and notwithstanding any other provision of this
Agreement, County, and not any annexing city, shall receive and spend for one or any number of the
following purposes and in those locations determined by the Board: transit improvements, other
transportation improvements, assistance with the provision of affordable housing, and economic
development activities."
In October 2004, the Board approved the one-time allocation of funds from the Dougherty Valley/County Regional
Enhancement fund for the cost of a School Resource Officer position at Monte Vista High School for school years
2004-2007, until permanent alternate funding could be arranged. The Board directed the Office of the Sheriff and
the County Administrator's Office to examine sources of funding to restore financial support for the resident
deputies and other SROs after 2007.
Since 2006, several meetings were held among the District III Supervisor's Office, the Town of Danville, the
Danville Police Department, the City of San Ramon, the San Ramon Police Department and the San Ramon Valley
Unified School District, to identify alternate sources of funding for the SRO position. In addition, an application for a
Federal earmark was submitted by the San Ramon Valley Unified School District through the local Congressman's
office this past February in an attempt to secure additional funding.
The District III Supervisor has also approached all of the Police Citizens Advisory Committees (P-5 Round Hill, P-
2A Blackhawk, and P-213Alamo) for funding based on the student population ratio. However, given the current
budget crisis among public agencies, the Police Citizens Advisory Committees are not in the position to fund the
SRO. No other alternate funding was obtained for this year.
To resolve the funding issue, all involved agencies have agreed to participate in funding the SRO for this
school year. Contra Costa County has committed to fund 40% of the SRO costs for the remaining school
year 2008-2009 (approximately$60,000), with the understanding that this is the final year for the county to
provide financial support to the SRO position at Monte Vista High School. The remaining balance will come
from Sang Ramon Valley Unified School District ($35,000); Town of Danville ($35,000), and the City of San
Ramon ($15,000).
