This project is funded by CSA M-28 Funds (100%). REASONS FOR RECOMMENDATIONS AND BACKGROUND: The purpose of this project is to replace, upgrade, and maintain the existing well water treatment system (Reverse Osmosis System) and its housing unit adjacent to the Willows Mobile Home Park, on Willow Road in the Bethel Island. In 1991, County Service Area M-28 (CSA-M-28) was formed to provide treated well water to the residents of the Willows Mobile Home Park. The Reverse Osmosis (RO) system treats the well water and is operated through a maintenance contract between Contra Costa County Public Works Department (Dept.) and the Diablo Water District (DWD). The Reverse Osmosis (RO) unit is housed in a roofed three-sided wooden structure that has deteriorated over the years (Fig. 4) and no longer meets United States Occupational Safety & Health Administration (OSHA) standards. Reliability of the RO system has decreased, incurring higher maintenance cost for the operation of the system. It is necessary to make upgrades in order for the RO system to remain properly operational. The upgraded RO system will remain in the same place and serve the same function as the existing system. i There is no possibility that the project may have a significant adverse effect on the environment. The project consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity, pursuant to Section 15302(c) of the CEQA Guidelines. No scenic resources will be removed as a result of the activity. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction of needed facility upgrades. Work consists of removing the existing structures that house the RO system and replacing them with a metal structure (approx. 25ft. by 20 ft.), removing and re-constructing the failing foundation, installing insulation to reduce noise, installing and anchoring seismic restraints and pipe supports,as well as the reservoir storage tank to the foundation for stabilization,replacing the backup pump and motor to insure fire protection is provided to the Willows Mobile Home Park,as well as replacing aging seals,gauges, couplings, permeate conductivity meter and chlorine analyzer, removing and replacing a diesel generator and an uninterruptable power supply (UPS) system to allow full production in the event of a power outage, installing a bypass line to operate the unit efficiently, installing an interface panel and modems to enable remote monitoring of the RO plant, replacing fencing around the RO unit area to provide security,applying external tank and pipe coatings to preserve the metal from rust and corrosion,as well as pipe labels to indicate the flow direction to enable operators to troubleshoot problems, sealing an abandoned well to prevent the movement between aquifers, and adjusting equipment and utilities in support of the upgrades. Three non-native Oleander trees (approx. 3-inch diameter at breast height)may need to be removed. Blackberry bushes may need to be trimmed prior to construction activities in order to access the facility. Construction activities will be performed after nesting season (August 1st)to avoid potential impacts to nesting birds. Real property transactions maybe necessary in support of this project. An adjacent drainage ditch will be fenced off to avoid impacts by heavy equipment. At least one lane on Willow Road will be open during construction activities. 3.
