HomeMy WebLinkAboutMINUTES - 10282008 - C.63 TQ: BOARD OF SUPERVISORS Contra FROM: William Walker,M.D.,Health Services Director By: Jacqueline Pigg, Contracts Administrator Costa DATE: October 15,2008 > roe o u my SUBJECT: Approval of Novation Contract#74-128-9 with Charis Youth Center SPECIFIC REQUEST(S)OR RECOMMENDATIONS)&BACKGROUND JUSTIFICATION 1W 1W r RECOMMENDATION(S): Approve and authorize the Health Services Director, or his designee (Donna Wigand) to execute on behalf of the County, Novation Contract #74-128-9 with Charis Youth Center, a non-profit corporation, in an amount not to exceed $200,000, to provide a day treatment program for Seriously Emotionally Disturbed (SED) adolescents, for the period from July 1, 2008 through June 30, 2009.^ This Contract includes a six-month automatic extension through December 31, 2009, in an amount not to exceed $100,000. FISCAL IMPACT: This Contract is funded 25% by Federal FFP Medi-Cal, 22% by State Early and Periodic Screening, Diagnosis, and Treatment(EPSDT), 50% by Individuals with Disabilities Act(IDEA/SB 90),and 3%by Mental Health Realignment. CHILDREN'S IMPACT STATEMENT: This EPSDT program supports the following Board of Supervisors' community outcomes: "Children Ready for and Succeeding in School"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families". Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale(CAFAS). BACKGROUND/REASON(S)FOR RECOMMENDATIONW: This Contract meets the social needs of County's population in that it provides intensive and rehabilitative day treatment programs, including medication support and mental health services for wards of the court to reduce the need for hospitalization. On October 23, 2007, the Board of Supervisors approved Novation Contract#74-128-8 with Charis Youth Center,for the period from July 1, 2007 through June 30, 2008, with a six-month automatic extension.through December 31, 2008, for the provision of a day treatment program for SED adolescents. Approval of Novation Contract #74-128-9 replaces the automatic extension under the prior Contract and allows the .Contractor to continue providing services through June 30, 2009.
