APPROVE and AUTHORIZE the Sheriff- Coroner, or designee,to execute an interagency agreement
with the City of Concord in an amount not to exceed$800,000 for Forensic Services for the period July 1,
2007 through June 30, 2010.
FISCAL IMPACT
No Net County Costs. Revenue; 100% City of Concord.
BACKGROUND
The County has provided forensic services to the City of Concord on a contract basis for several years.
This agreement renews the longstanding relationship and enables the County to recover costs associate with

providing forensic services to the City of Concord on cases emanating from their police department.
CONSEQUENCE OF NEGATIVE ACTION
If this Interagency Agreement is not approved, the City of Concord will not receive Forensic Services from
the Sheriff s Criminalistics Laboratory and support for the Sheriff-Coroner and the District Attorney, would
be negatively impacted and/or eliminated.
Historically, the Sheriff's Criminalistics Laboratory has offered those criminalist services to other law
enforcement agencies and at no charge. In 1993, the Sheriff-Coroner initiated charges to local jurisdictions
for criminalist services, thereby reducing County General Fund support by 50 percent. These now
longstanding agreements allow the County to receive reimbursement for criminalist services provided to
local law enforcement agencies.
Rejection of this action would reduce Sheriff-Coroner revenues by $214,371 in FY 08/09, and up to
$800,000 in the three (3) year term. Importantly, there is a specific provision in the Interagency Agreement
that allows termination by either party upon thirty-day advance written notice. When and if a new fee
schedule is approved by the Board of Supervisors this Interagency Agreement may be modified to reflect
those changes.

from the State of California Department of Boating and Waterways
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS)
APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to apply for and accept a grant from the
State of California Department of Boating and Waterways for an amount up to $64,000 for boating safety
enforcement and abandoned vessel removal for the period October 1, 2008 through June 30, 2009.
FISCAL IMPACT
County Costs $6,400; State requires a 10% match. Budgeted.
BACKGROUND
The State of California Department of Boating and Waterways has provided funding to maintain the service
level of the Marine Patrol Unit on the Delta Waterways. The Sheriff s Office uses this funding to enforce
