SUBJECT: Healthy Tomorrows Partnership For Children Program SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Vt6 RECOMMENDATION(S): APPROVE and AUTHORIZE the County Administrator, or designee, to apply for and accept a grant in the amount of$50,000 on behalf of the County's.Zero Tolerance for Domestic Violence Initiative (ZTDV) from the Health Resources & Services Administration for the"Healthy Tomorrows Partnership For Children Program" (CFDA Number 93.110) FISCAL IMPACT: No County match required. BACKGROUND: The purpose of the Healthy Tomorrows program is to stimulate innovative community-based programs that employ prevention strategies to promote access to health care for children and their families. Children living in far eastern Contra Costa County, California who have been exposed to domestic violence often lack access to appropriate care. This innovative model supports healthcare providers in their work with children and families exposed to domestic violence through the following activities: (1) flexible training conducted by a domestic violence—expert pediatrician and tailored to the needs and schedules of practitioners; (2)the development of clear, best practices—based policies, practices, and protocols; (3)extensive linkage to a wide variety of resources, including co-location of a Domestic''Violence Advocate at the clinic and the establishment of a multidisciplinary care team; and(4) provision of culturally competent educational materials for use with patients. These activities will enable practitioners to provide high quality domestic violence screening, identification, documentation, intervention, and care for their patients. The project will be conducted by Contra Costa County Zero Tolerance for Domestic Violence, a highly effective multidisciplinary partnership based in the County Administrator's Office. The project is a natural outgrowth of Zero Tolerance's Safe & Bright Futures Initiative, which works to diminish the damaging effects of domestic violence on children. Multiple agencies will collaborate to implement and support this project, including: Health Services Department, Office of Children's Services, STAND! Against Domestic Violence, Community Violence Solutions and Ii,Sutter Delta Medical Center. CHILDREN'S IMPACT STATEMENT: The Zero Tolerance for Domestic Violence Initiative supports three of Contra Costa's community outcomes ("Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Safe, Stable and Nurturing" and"Communities that are Safe and provide a High Quality of Life")through coordinated intervention services designed to reduce domestic and family violence and elder abuse.
