FISCAL IMPACT: Upon approval, the cost for this action will be offset 100% by State and Federal Housing Assistance Program revenues. No County Cost associated with action. BACKGROUND: Last Spring 2008, the Congress authorized revenues to local governments for the Neighborhood Stabilization Program. Contra Costa County will be receiving $6 million to implement the Neighborhood Stabilization Program locally. The new Redevelopment and Housing Specialist position will assist in the purchase, rehabilitation and sale of foreclosed homes as provided under the Neighborhood Stabilization Program funding. The revenues from the sales will be returned to the county. In addition,the position will also handle the preparation, monitoring and payment on the various community service contracts administered by the Redevelopment Agency, Affordable Housing and the Community Development Block Grant.Programs. CONSEQUENCE OF NEGATIVE ACTION: If this request is not approved, Department of Conservation and Development will remain understaffed and unable to launch locally the Neighborhood Stabilization Program in Contra Costa County. As such, the possibility of federal and state grants stand in jeopardy of being revoke.
