TO: BOARD OF SUPERVISORS Contra FROM: INTERNAL OPERATIONS COMMITTEE Costa DATE: OCTOBER 13, 2008 °°sr;�ouK�;`�~ County SUBJECT: APPOINTMENT TO THE ADVISORY COUNCIL ON EQUAL EMPLOYMENT OPPORTUNITY SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION Loof- I RECOMMENDATION: APPOINT, effective December 1, 2008, the following individual to the Labor Involved in Training seat on the Advisory Council on Equal Employment Opportunity to a term ending on November 30, 2011: Debra Carrell 1507 Chelsea Hercules, CA 94547 BACKGROUND: The Advisory Council on Equal Employment Opportunity was established in July 1991 to advise the Board of Supervisors regarding the implementation of the County's Affirmative Action Plan, to review the Affirmative Action Program, and recommend actions to facilitate attainment of the County's goal for affirmative action. The Council is composed of 11 members and the Internal Operations Committee (IOC) reviews nominations to all seats except those designated for County managers and labor organizations. Seat terms are for three years. The Internal Operations Committee, on October 13, 2008, reviewed and approved the preceding nomination. Backgroun The Advisory Council on Equal Employment Opportunity was established by the Board July 9, 1991. The Council advises the Board on the implementation of the County's Affirmative Action Plan, Outreach Program, and Small Business Enterprise Program. The Advisory Council consists of eleven members as follows: • two representing County management, • two representing Contra Costa County employee organizations, • three representing the diverse community protected groups, • one representing disabled, • one representative of business, • one representative of labor organizations, involved in training. • one representative of education. The two employee organization seats are for two year terms and are rotated as follows: Seat#1 Seat#2 SEN, Local 535 Deputy Sheriffs Association AFSCME, Local 512 California Nurses Association DA Investigators Public Employees, Local.1 Firefighters, Local 1230 AFSCME, Local 2700 Physicians & Dentists United Chief Officers Association Western Council of Engineers \\fs-cao\users$Voneal\Affirmative Action\ACCEEO\Advisory Council Correspondence\2008\I0_Recommend_Debra Carrell 093008 lon.doc The two County management seats are for two years and are selected by the County _Adm•-istrator and recommended for approval by the Board of Supervisors. The applicants for the remaining seats on the Advisory Council are interviewed by the Advisory Council members; recommendations are forwarded to the Internal Operations (IO) committee; and the IO Committee may appoint the recommended candidates or they may conduct their own interviews and select the new Advisory Council members. Applicants recommended by the Advisory Council or interviewed and selected by the IO Committee are recommended to the Board of Supervisors for appointment. Recruitment of Applicants In accordance with the October 12, 1999 memorandum from the IO Committee to Department Heads responsible for staffing selected advisory bodies, the Advisory Council on Equal Employment Opportunity mailed letters and applications to various community groups and interested persons. Ms. Debra Carrell was invited for an interview at the August 22, 2008 Advisory Council meeting. Ms. Carrell's work experience and expertise displayed the type of commitment needed for effective participation on the Advisory Council. Recommendation The Advisory Council selected and recommends Ms. Debra Carrell for the Labor in the Trades (involved in a Training Program) seat.
