RECOMMENDATIONS
1. APPROVE and AUTHORIZE the Deputy Director — Redevelopment to execute a
contract with the EI Sobrante Boys and Girls Club in an amount not to exceed $25,000
to help finance improvements to its outdoor basketball facility for the period October 15,
2008 through December 31, 2008.
2. AUTHORIZE the Auditor-Controller to issue a warrant from Park Dedication Trust Fund
account number 8136 27570 3630.

BACKGROUND /REASONS FOR RECOMMENDATIONS
The Public Works Department, Supervisor Gioia's office, and the CSA R-9 Citizens
Advisory Committee (CAC) have been asked by the EI Sobrante Boys & Girls Club to help
finance improvements to its outdoor basketball facility located at 4660 Appian Way. The
planned improvements include upgrading the deteriorated asphalt playing surface and
installing new basketball hoops. The project is expected to take approximately 30 days to
complete after the award of funds. The total cost of the proposed project is $50,000 and
will be financed by County park dedication funds and private donations.
The request for funds to improve the basketball facility is consistentwith the Boys and Girls
Club's long-term plan to upgrade and refurbish all of its facilities, and will contribute to its
mission to provide recreation opportunities to over 1,200 children in the EI Sobrante area.
Supervisor Gioia and the CSA R-9 support the Boys and Girls Club's request forfunds, and
there are sufficient funds in the EI Sobrante Park Dedication Trust Fund accounts to meet
this request. It is the policy of the County to utilize park dedication funds to meet local park
needs and this action is consistent with that policy.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
ADOPT Resolution 2008/673 proclaiming October 19 through 25, 2008 as "Lead Poisoning Prevention Week"
in Contra Costa County.
BACKGROUND:
Exposure to lead can cause learning and behavior problems, delayed growth, and other health problems,
especially for young children. Children continue to be poisoned by lead in deteriorated lead-based paint in
older housing, and by lead in a wide variety of consumer products and other sources. Over 826 Contra Costa
children with elevated lead levels have received services from the Contra Costa Lead Poisoning Prevention
Project. Many more County residents have been taught about how to prevent lead poisoning and the
importance of having children tested for lead.
Therefore, it would be appropriate for the Board of Supervisors to proclaim October 19 through 25, 2008 as
"Lead Poisoning Prevention Week" in Contra Costa County, and request the support of County residents and
organizations in this effort to achieve the goal of having all of our children grow up healthy, lead-free, and able
to reach their full potential.

Recognizing Chevron and Regional Occupational Program's 30-Year
Milestone
WHEREAS,job creation and education are both important issues in Contra Costa County; and
WHEREAS,Chevron Richmond Refinery and Contra Costa County Regional Occupational Program(ROP)celebrate a 30
year partnership in order to provide important job training and educational opportunities in Contra Costa County; and
WHEREAS,providing education and training for local residents is part of Contra Costa County's Office of Education ROP
and Chevron Richmond Refinery's strategy for community engagement and corporate responsibility programs in support of
business needs. ; and
WHEREAS, both organizations have invested in the professional development of educators as well as technical-training
programs for the past 30 years; and
WHEREAS, Chevron's Richmond Refinery is committed to the social and economic development of the Richmond
community and surround areas,providing community support,both through financial assistance and personal involvement in
serving as a good neighbor;
WHEREAS, Chevron has invested approximately $3.5 Million in financial and in-kind donations to the Regional
Occupational Program through the Contra Costa County Office of Education; and
WHEREAS,the ROP Process Plan Operator course is an introduction to the basic equipment and processes common to the
petro-chemical industry and helps prepare students for a job in the industry.
NOW,THEREFORE,BE IT RESOLVED that the Board of Superyisors of Contra Costa County recognizes the 30-year
partnership between Chevron's Richmond Refinery and the Contra Costa County Office of Education's ROP.
