SUBJECT: Purchase of Interoperability Equipment for East Bay Regional Communication System

APPROVE and AUTHORIZE the Purchasing Agent to execute a purchase order on behalf of the Sheriff-
Coroner with Motorola Inc, in an amount not to exceed $949,971 to purchase P25 RF interoperability
equipment for the East Bay Regional Communication System.
FISCAL IMPACT
75% of the equipment and installation costs are included in 2007 Community Oriented Policing Services
(COPS) Grant Program administered through San Francisco's Department of Emergency Management. The
County is required to provide a 25% match which will be met with proceeds from the Kinder-Morgan
settlement agreement.

This request of$949,971 is for the purchase and installation of equipment from Motorola for Contra Costa

County's interoperable radio equipment located at the Sheriffs communications site at Nichol Nob. When
the interoperability project was first initiated by the East Bay Regional Communications System(EBRCS),
Alameda County issued an RFP for the purchase and installation of the System. Motorola was the only
responded and was selected as the vendor to supply Alameda and Contra Costa County with an
interoperable radio system. Both Alameda and Contra Costa County have utilized Motorola equipment for
all phases of this plan. The required components provide consistent performance with the other three (3)
west County sites.
The current project to be located at Nichol Knob will complete the West Contra Costa simulcast cell in
conjunction with Pearl Ridge, Turquoise, and El Cerrito PD sites, also ordered under separate purchase
orders. Central to the mission of the interoperable radio project is that every component must be 100%
compatible.
Virtually all of Contra Costa's 2007 COPS grant is budgeted to fund the microwave mini-loop and 10
channel P25 RF at the Nichol Nob site based on a proposal offered pursuant to the provisions of Motorola
Contract No. 05-13274BKP between Alameda and Motorola. Contra Costa's purchase order would be
governed by the terms and conditions of the Alameda County contract, Motorola Number 05-13274BKP.
The referenced contract provides for other tax supported agencies within the State of California who have
not contracted for their own requirements to participate in this contact. If Motorola elects to supply other.
agencies, orders will be placed directly by the agency and payments made directly by the agency.
While similar components from Macom and Kenwood were looked at, they were found not to be 100%
compatible with the other three (3)west County sites. The others vendor's products are very different
especially considering the software and assemblies that they employ.
