SUBJECT: In-Home Supportive Services (IHSS) Public Authority (PA) Compensation for
Training and Education Opportunities Participants
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Auditor-Controller, or designee, to pay$20 to each In-Home Supportive
Services (IHSS) providers, up to $1420, who participated in the September 2008 trainings on Diabetes Care
and-Cardio-Pulmonary Resuscitation (CPR) techniques as recommended by the IHSS Public Authority Advisory
Board. (All Districts)
FISCAL IMPACT:
$1420 In-Home Supportive Service (IHSS)funds, 50% Federal, 32.5% State, 17.5% County,
Catalog of Federal Domestic Assistance (CFDA) number 93.778
BACKGROUND:
In March 1999, Assembly Bill 1682 outlined the.functions of the In-Home Supportive Services (IHSS) Public
Authority(PA). One of the functions outlined was to provide for training for providers and recipients of IHSS to
provide high quality IHSS services. Training and education topics include, but are not limited to disaster
preparedness, universal precautions, lifting and transfer techniques, Diabetes care, Alzheimer's Disease and
Dementia care, cardio-pulmonary resuscitation (CPR)techniques, nutrition, adult protective services, and

Education Opportunities Participants
vulnerable client abuse. All trainings and educational opportunities.enhance the knowledge of the participants-
to encourage and facilitate the delivery of high quality services.
The compensation will assist the participants to defray expenses and will encourage participation in training
and education opportunities to facilitate increased skill levels, resulting in a higher quality of service delivery to
IHSS recipients. Seventy-one (71) qualified IHSS individuals attended the Diabetes Care and CPR techniques
training(s) in September 2008.
