RECOMMENDATION:
Authorize the Health Services Director or his designee Art Lathrop to submit a letter of
intent to participate in the North American LUCAS Clinical Registry 2008 through Jolife
AB of Sweden; being managed by Resurgent Biomedical Consulting LLC.
FISCAL IMPACT:
No General Fund impact.
BACKGROUND:
The Contra Costa Health Services Emergency Medical Services Division along with
several local fire services is interested in participating in the North American LUCAS
Clinical Registry 2008 sponsored by Jolife AB of Sweden. Jolife AB of Sweden,
manufacturer of the LUCAS chest compression system approved by the U.S. Food and
Drug Administration, has established the Registry to collect data on the use of the
LUCAS chest compressions system. This registry is being established at several EMS

systems in the United States to collect data on 300 patients in six months among the
participants.
The LUCAS system provides mechanical chest compressions when used by
paramedics and emergency medical technicians on patients suffering from cardiac
arrest. With the advent of new American Heart Association Guidelines that call for
continuous "uninterrupted, fast, hard compressions" which can be difficult to maintain
for extended periods of time and during transport in an ambulance, the use of a
mechanical chest compression devise that provides chest compressions automatically
can be a clear advantage.
In return for county participation in the LUCAS Clinical Registry, 2008, Lolife AB will
contract with the county and will provide 12 LUCAS chest compression systems with
accessories valued at $15,000 per unit for the initial data collection phase. At the end of
the data collection period estimated to be six months, the 12 LUCAS systems will
become county property. Jolife AB will also provide a 'Train the Trainers" program for
training on the use of the equipment, and a $5,000 educational grant.
